The Department of the Environment, Tourism, Science and Innovation, Queensland Parks and Wildlife Service (QPWS) invite suitably qualified suppliers to submit an offer for the P263959 - Alexandra Range Lookout Redevelopment - Principal Consultant (Engineering Lead) project.

QPWS are seeking to engage a suitably qualified and experienced Principal Consultant and Design Team to provide Detailed Design, Tender and For Construction documentation - including project management and co-ordination of all documentation, drawings, specifications, schedules and contract administration support for the Alexandra Range Lookout Redevelopment project.

Given the duration of the tender period and the subsequent timing of the contract award, we believe the current delivery dates listed in Attachment 4, Section 1.13 are no longer representative of the actual project timeline.

Please acknowledge that these key milestone dates will be adjusted to reflect the actual "Notice to Proceed" or "Contract Award" date, maintaining the original durations agreed upon during the tender phase.

To maintain a realistic and transparent schedule, we need to formalise the "Hold Duration" required for your team’s internal review and approval process, in accordance to Section 1.20.

Please confirm the expected turnaround time (in business days) for the client review period at each of the design stages - 30%, 60%, 90%, 100%

Hi There,

We are unable to access Attachment 6 - Town Planning and Environmental Scan from the last page of the Project Brief document ("5._P263959_Attachment_4_Project_Brief_(Read_and_keep)"), could you please re-upload the correct link?

We also note there is a mandatory site inspection offered by QPWS&P. Could you please provide more information regarding when it has been scheduled for?

Good afternoon,

We request the clarification on the following information in the document 5._P263959_Attachment_4_Project_Brief_(Read_and_keep).pdf:

A) 1.4. Project Description and Scope – Indicates mandatory site inspection. Please confirm date and time.

B) The requirement for 30%, 60% and 90% DD milestones is noted. It is also noted that 60% landscape architecture, civil and structural engineering designs have been completed based on the Attachment 1 – Concept Design. Queries as follows:

a. Please confirm that Attachment 1 - Concept Design has been approved and that design development will be based on this concept

b. Is the requirement to just develop the 60% landscape architecture, civil and structural engineering designs through to 90% DD, TD and CD? Or start from 30% designs again per the required DD milestones?

c. If the requirement is to just further develop the above 60% designs, is it required to engage LatStudios and STP Consultants for the remaining DD, TD and CD design development?

C) 2.5. Detailed Design (DD) Scope of Services – The project brief require the engagement of a Landscape Architect from the SOA list provided by QPWS&P. The SOA list was not provided under 1.7. Documents Available during Tender nor linked under 3.0 Attachments. Requesting a copy of the SOA list please.

D) 2.5. Detailed Design (DD) Scope of Services, Geotechnical Engineering indicates that geotechnical investigation was completed in 2023 by FSG Geotechnics + Foundations. Requesting a copy of the FSG Geotechnics 2023 report please.

E) 2.5. Detailed Design (DD) Scope of Services, Traffic Engineering – It is noted that a traffic study was completed in November 2023 and a copy was provided as Attachment 10 – Traffic Study. It is understood that this traffic study informed the concept design for the upgrades at the Alexandra Lookout site. Please confirm if this traffic engineering services intends to complete another traffic study and update the data in the 2023 study.

F) 2.5. Detailed Design (DD) Scope of Services, Access Consultant – Please confirm that the access consultant scope is to achieve full DDA compliance for the site. If not, please confirm limits of this requirement.

G) 2.5. Detailed Design (DD) Scope of Services, Signage/Interpretation Consultant – Oulined under secondary subconsultants. This seem to contradict 1.6 Culturally Inclusive Design Requirements and Stakeholder Engagement where it indicates signage/interpretation consultant engaged separately by QPWS&P. Please confirm if in scope or out of scope.

H) Attachment 6 – Town Planning and Environmental Scan – not accessible, clicking the link results in ‘404 NOT FOUND‘. Requesting a copy of Attachment 6 please.

Good afternoon,

We note that cost estimates and cost plan report by a QS has been completed at 60% DD based on the 60% landscape arch drawings. Queries as follows:

a) Please confirm if cost plans will just need to be developed from the next DD milestones, i.e., 90% and 100% DD. Or start from 30% designs again per the required DD milestones?

b) Is the 100% DD the same milestone as TD? Or CD?

c) Please confirm that the pre-tender estimate will be based on the TD (based on 1.20 Hold & Review Meetings that indicates review of draft TD and pre-tender estimate being done on the Hold & Review meeting TD.

Good morning,

It’s been a week since our RFIs 001 and 002 and still have not received. The responses to these are very important as it will determine the scope extents that needs to be priced by multiple subconsultants if required. With the delay in the response, it will be difficult to get subconsultant pricing and scope in time for the submission by the current tender close of 15/05/2026 sat 2.00pm AEST.

We therefore respectfully request the tender close by one week, to 22/05/2026.

It is noted that the 2019 concept design has been included within Addendum 2. However, in 2024, QPWS&P engaged LatStudios (landscape architect) to further develop the project. This work progressed the landscape, civil, and structural documentation to approximately 60% completion. We have been unable to locate this set of documentation within the tender thus far.

As confirmed within Addendum 2, there is no requirement to retain LatStudios. Therefore, there may be an inherent advantage afforded to tenderers who proceed with the re-engagement of this consultant, with visibility of the 60% design development, which is not currently available to others via this public tender forum.

In the interest of transparency and to ensure all tenderers are afforded an equal opportunity, we request that the 60% landscape, civil, and structural drawings be made available as part of this tender. This will enable all parties to clearly understand the existing level of design development and the baseline from which services would commence should they be successful in the tender.

Good afternoon,

Attachment 8 Ecology Report identified that the project is partly within the Wet Tropics of Queensland World Heritage Area, however, Attachment 6 Town Planning and Environmental Scan did not identify Wet Tropics requirements, for example if the lookout has an existing WTMA permit or if a new WTMA permit would be required.

We therefore request QPWS&P confirmation if the site has or an existing WTMA permit. If yes, then we request a copy please. So that it may be considered in the enviro approvals scope.
