Question:
The Project Brief indicates that TMR would have multiple "Senior Users" performing this role on concurrent projects. In this instance, is TMR seeking one additional personnel or multiple personnel to fulfil such a role?

Answered on 06/Aug/2026 12:53 PM:

TMR is currently seeking to engage one resource through this procurement process.

TMR reserves the right to utilise any resulting arrangement for future requirements, subject to business needs, approvals and the terms of the procurement documentation. No commitment is made regarding any additional engagements at this time.
06/Aug/2026 01:03 PM
Question:
The Project Brief lists out of scope items as RPEQ certification and reads by the project description and scope for the need of a senior experienced practitioner capable in offering engineering advice, act as TMR's senior User and experience in delivery. The mandatory requirements state RPEQ and Engineering Degree. Would TMR consider accepting senior professional with significant experience in project delivery across infrastructure projects with formal qualifications in Project Management but not RPEQ or Engineering?

Answered on 13/Aug/2026 03:53 PM:

The Principal acknowledges that suitably experienced project management professionals may possess significant infrastructure delivery experience. However, the role extends beyond project management and includes the provision of engineering advice, technical assessment and professional engineering judgement. For this reason, a recognised engineering degree and current RPEQ registration are mandatory requirements and submissions not meeting these requirements will not be considered compliant.

Question:
Good afternoon

Please see our RFI's, thank you.

1. Scope Clarification

The Project Brief identifies the following scope elements:

Providing engineering advice and recommendations relating to PT infrastructure projects.

Performing the Senior User role for individual PTIIP projects in delivery.

Directly project managing the delivery of PT infrastructure projects.

Can respondents submit a proposal for one or more individual scope elements, or is it mandatory to provide resources across all three scope areas to be considered compliant? For example, would a proposal addressing only the Senior User and/or Project Management functions, without the engineering advisory component, be considered?

2. Project Manager Qualifications and RPEQ Requirements

Are engineering qualifications and/or RPEQ accreditation mandatory requirements for personnel proposed in Project Management roles? If not, will suitably experienced project management professionals without engineering qualifications or RPEQ accreditation be considered acceptable?

3. Resource Requirements and Engagement Model

The documents reference an initial 12-month engagement period; however, the anticipated resourcing requirements are unclear.

Could TMR please clarify:

Whether a defined number of resources is expected to be engaged during the initial 12-month period;

The anticipated number and type of resources required, if known; and

Whether the arrangement is intended to operate as a panel/standing offer arrangement, with resources engaged on an as-needed basis from an agreed schedule of rates.

This information will assist respondents in developing an appropriate resourcing methodology, pricing approach and indicative resource profile.

4. Organisational Structure and Program Requirements

The Request documentation references the submission of an organisational structure and Gantt chart. Can TMR confirm whether these are mandatory submission requirements and, if so, provide further guidance regarding the level of detail expected, noting that the scope, resource demand and project allocation arrangements have not been defined?

5. Conditions of Offer and Conditions of Contract

The documentation references:

C7542 – General Conditions of Offer: Consultants for Engineering Projects, and

C7545 – General Conditions of Contract: Consultants for Engineering Projects.

Will copies of these documents be provided to tenderers as part of the procurement process? If so, can TMR advise when they will be made available to support tender preparation and review?

6. Workplace Attendance Requirements

Could TMR please clarify the expected workplace attendance requirements for resources engaged under this arrangement?

Specifically: Are resources expected to be office-based full-time, or are hybrid working arrangements permitted? If hybrid arrangements are supported, what level of office attendance is anticipated? This information will assist respondents in resource planning and pricing.

Answered on 13/Aug/2026 04:00 PM:

Q1. Response:

The Principal is seeking the provision of one nominated full-time resource for the duration of the contract who is capable of undertaking the full range of services described in the Project Brief.

The intent of this procurement is to secure a suitably qualified resource who can provide continuity across all aspects of the role and maintain knowledge of the program, stakeholders, project history and operational context throughout the engagement

Q2. Response:

Yes. Engineering qualifications and registration as a Registered Professional Engineer of Queensland (RPEQ) are mandatory requirements for the nominated resource.

The services to be provided under this arrangement require the exercise of professional engineering judgement, the provision of technical advice and recommendations relating to passenger transport infrastructure, and the ability to independently assess engineering matters and develop solutions on behalf of the Principal.

Resources that do not possess appropriate engineering qualifications and current RPEQ registration will not be considered compliant with the requirements of this procurement.

Q3. Response:

The Principal's expectation is that the successful respondent will provide one nominated full-time resource for the initial contract period.

The purpose of this arrangement is to ensure:

Continuity of service delivery;

Consistent application of engineering judgement and decision-making;

Retention of project and stakeholder knowledge; and

Effective integration with the Infrastructure Delivery team and delivery partners.

The initial contract term is twelve (12) months.

While the contract includes extension options, any extension will be subject to factors including available funding, ongoing program requirements, contractor performance, and the Principal's sole discretion. No guarantee is provided regarding the exercise of any extension option.

Q4. Response:

TMR confirms that a detailed organisational structure or resource-loaded Gantt chart is not required as part of the submission. Should respondents elect to include this information, a high-level organisational structure and indicative program demonstrating the proposed governance arrangements, key personnel, resourcing approach, methodology and ability to deliver the services will be sufficient. Given that project allocations, resource demand and specific work priorities will be determined following contract award, detailed project schedules are not required.

Q5. Response:

CFEP Conditions of Offer and Conditions of Contract are publicly available via the TMR Consultants for Engineering Projects (CFEP) website at the following link:

https://www.tmr.qld.gov.au/business-industry/Technical-standards-publications/Consultants-for-engineering-projects

Q6. Response:

Resources engaged under this arrangement are expected to work closely with TMR personnel and a broad range of internal and external stakeholders.

During the initial stages of the engagement, the nominated resource is expected to attend the workplace on a regular basis to:

Develop working relationships with team members and stakeholders;

Gain an understanding of TMR's operational environment, governance processes and systems;

Become familiar with the PTIIP program, project portfolio and delivery partners; and

Facilitate effective knowledge transfer and integration into the Infrastructure Delivery team.

TMR supports flexible and hybrid working arrangements where operational requirements permit; however, any such arrangements will be subject to approval by the Principal.

Regardless of the working arrangement, the nominated resource must be available to attend TMR offices, stakeholder meetings, workshops, site inspections and project-related activities as required to perform the services and meet contract obligations.

Question:
Dear TMR Procurement Team,

To ensure our Offer is appropriately structured, resourced and priced in accordance with TMR’s requirements, we would appreciate clarification on the following matters.

1. Pricing quantity and anticipated annual hours

Section 5.6 of the Project Brief identifies a standard eight-hour business day and indicates that up to approximately 240 working days are expected per year. C7585 identifies the contract as being based on unit rates, while C7587 requires quantities, rates and an offered amount.

Could TMR please confirm:

a. the quantity/hours Offerors should adopt for tender evaluation purposes in C7587;

b. whether Offerors should assume 240 days / 1,920 hours per nominated resource for the initial 12-month term; or

c. whether Offerors should provide hourly rates without an assumed or guaranteed annual quantity?

2. Schedule of Services and Gantt chart requirements

C7586 requires Offerors to provide a Schedule of Services, including proposed activities/tasks and proposed deliverables, together with a fully detailed and resourced Gantt chart as Attachment B.

However, the Project Brief states that key projects and associated deliverables will be agreed following Contract award and reviewed at least every six months.

Could TMR please confirm whether Offerors should prepare:

a. a generic 12-month service delivery/resource program covering the three core service streams; or

b. a project-specific program based on assumptions made by the Offeror?

If a generic program is preferred, could TMR please confirm the level of detail expected within Attachment B?

3. Assessment key sub-criteria

C7585 states that the specified “key sub-criteria” in Item 4 of C7586 will attract greater consideration during the assessment process. However, the C7586 assessment schedules currently contain the placeholder wording “Type Sub-Criteria here”.

Could TMR please confirm whether:

a. any project-specific key sub-criteria are intended to apply to this procurement; or

b. Offerors should respond solely to the five stated assessment criteria and the requirements of the Project Brief?

If additional key sub-criteria apply, could TMR please provide these to Offerors?

4. Application of conflict-of-interest provisions

Section 5.3 of the Project Brief states that where a nominated contractor manages a project or acts as Senior User, the Consultant may not be invited to offer on that project during the same phase because of potential conflict of interest.

Could TMR please clarify:

a. whether this restriction applies only to the particular project phase during which the nominated resource performs the Project Manager or Senior User function;

b. whether the Consultant may tender for services on the same project during a subsequent and separate project phase; and

c. whether the restriction applies to the Consultant organisation as a whole, including separate teams/personnel not involved in this engagement?

5. Applicability of design certification and software sections in C7586

Section 5.2 of the Project Brief expressly excludes:

• production of detailed design “for construction” drawings; and

• RPEQ certification of design or construction works.

The standard C7586 form nevertheless contains sections relating to engineering drawing certification, project reviewers and nominated design/modelling software.

Could TMR please confirm whether Offerors may mark these sections “Not Applicable” where the nominated services do not involve detailed design, certification or specialist modelling?

6. Contract extensions and treatment of unit rates

The Project Brief identifies an anticipated initial Contract period of 12 months and states that TMR may extend the Contract at its discretion, subject to business need, funding, performance and approvals.

Could TMR please advise:

a. whether there are defined extension options and, if so, their anticipated duration; and

b. whether the accepted unit rates for the initial term will remain fixed during an extension, or whether TMR may consider an agreed rate review/indexation at the commencement of an extension period?

7. Work outside standard business hours

Section 5.6 identifies a standard business day as eight hours, Monday to Friday, between 8:00 am and 6:00 pm. The Project Brief also states that overtime rates or additional expenses cannot be applied without the Principal's prior written approval.

Could TMR please confirm the arrangements that will apply where project requirements necessitate work outside these standard hours, including:

a. site inspections, commissioning or construction activities;

b. stakeholder/community meetings; or

c. urgent project or operational activities?

In particular, please confirm whether such hours are to be charged at the normal accepted unit rate unless an alternative arrangement has been approved in writing.

Thank you for your assistance. The above clarifications will assist us in ensuring that our Offer accurately reflects TMR's intended scope, resourcing requirements and commercial arrangements.

Answered on 18/Aug/2026 04:47 PM:

Q1. Response:

The estimated working days and hours provided in the Project Brief are indicative only and are intended to demonstrate the Principal's expectation that the successful Offeror will provide a dedicated full-time resource throughout the initial 12-month engagement period.

The estimate of approximately 240 working days (1,920 hours) has been provided to account for public holidays, end-of-year office closures, and a reasonable allowance for leave if needed. Offerors may also factor in any additional personal leave requirements, subject to prior notification and agreement with the Principal.

Offerors are to complete C7587 based on their proposed unit rates.

Q2. Response:

Offerors should respond in accordance with the requirements outlined in the Project Brief.

A detailed project-specific Gantt chart is not required as individual projects, priorities and associated deliverables will be determined following Contract award and may be reviewed periodically by the Principal.

The Principal's primary requirement is for a suitably qualified and experienced individual to be nominated as the dedicated resource for the engagement period. Offerors should demonstrate how they propose to provide continuity of service through the nominated resource.

The Principal expects the nominated resource to remain assigned to the Contract for the duration of the engagement wherever practicable. Any proposed personnel changes must be discussed with and approved by the Principal, and any replacement resource must possess equivalent or better qualifications, skills and experience.

Q3. Response:

Offerors should prepare their submissions in accordance with the assessment criteria and requirements set out in the Project Brief and tender documentation.

No additional project-specific key sub-criteria are intended to apply beyond the requirements already specified.

Q4. Response:

The nomination of a resource to manage a project or act as a Senior User does not automatically preclude the Consultant organisation from being invited to offer on that project.

Where a potential conflict of interest is identified, the Principal will endeavour, where reasonably practicable, to manage or mitigate the conflict through appropriate allocation of resources or project responsibilities. However, this may not always be possible and will be assessed on a case-by-case basis.

The Consultant may be invited to tender for services on the same project during a subsequent and separate project phase, subject to the Principal being satisfied that any actual, perceived or potential conflict of interest can be effectively managed.

Any conflict-of-interest considerations will be assessed having regard to the specific circumstances, scope of services and personnel involved at the relevant time.

Q5. Response:

The services under this Contract do not require the Consultant to produce detailed design-for-construction drawings or provide RPEQ certification of design or construction works.

Accordingly, Offerors may indicate "Not Applicable" for sections relating solely to detailed design certification.

However, the successful Consultant may be required from time to time to undertake technical reviews of project documentation, designs, reports, assumptions and engineering decisions. These reviews are expected to be performed using appropriate professional knowledge, experience and independent engineering judgement consistent with the competencies of a suitably qualified and experienced RPEQ.

Q6. Response:

Subject to business need, funding availability, contractor performance and all required approvals, the Principal may, at its sole discretion, extend the Contract following the initial engagement period. Any extension would be subject to the terms and conditions of the Contract. Accepted rates will remain applicable unless otherwise approved by the Principal in writing in accordance with the Contract.

Q7. Response:

The Principal anticipates that the majority of services will be undertaken during standard business hours.

However, there may occasionally be circumstances where work outside standard hours is necessary, such as:

• Site inspections.

• Construction activities.

• Commissioning activities.

• Stakeholder or community engagement activities.

• Urgent project or operational matters.

Unless otherwise agreed in writing by the Principal, hours worked outside standard business hours will be charged at the accepted unit rates under the Contract. No overtime loading or additional expenses will apply without the Principal's prior written approval.
