Swan Hill Rural City Council, "The Heart of the Murray" is a bustling provincial centre just three and a half hours from Melbourne and five and a half hours from Adelaide.The region is renowned for its world class produce, spectacular landscapes and close proximity to the Murray River. Our region runs adjacent to the Murray River for nearly 200 kilometres and encompasses 6,000 square kilometres and home to 20,000 people.

Council is seeking an experienced and suitably qualified operator to manage the Ultima Compost Facility and establish a financially sustainable, commercially viable and environmentally responsible composting operation.

The successful respondent will be responsible for the receipt and processing of organic waste materials, including Council's Food Organics and Garden Organics (FOGO) kerbside collection material and green waste feedstocks. Responsibilities will include the production, marketing and sale of compost products, development of end markets, management of the Facility's day-to-day operations, and compliance with all relevant legislative, regulatory and environmental requirements.

Swan Hill Rural City Council (Council) is a local government authority covering approximately 6,116 square kilometres in north-west Victoria and servicing a population of approximately 21,000 residents. The municipality includes the major centres of Swan Hill, Robinvale and Lake Boga, along with the townships of Nyah, Nyah West, Piangil, Beverford, Woorinen South, Ultima, Manangatang and Boundary Bend.

Council has established the Ultima Compost Facility, located at 4332 Sea Lake-Swan Hill Road, Ultima, Victoria, to support its waste management and circular economy objectives. The Facility has been designed to process residential and commercial green waste, agricultural organic waste, and Food Organics and Garden Organics (FOGO) material generated through Council's future kerbside collection service.
