Question:
Will there be a tender briefing for this SOA?

thank you.

Answered on 03/Dec/2025 08:20 AM:

Hello Justin

There are no plans to hold a tender briefing session for this SOA ITO.

The ITO documentation provides the necessary information regarding the ITO process, subsequent SOA establishment and what is required from suppliers to be evaluated as suitable SOA suppliers.

Further questions arising from suppliers regarding this process should be able to be answered through this channel before questions close Monday 19 January 2026.

Thank you.

Question:
1-What is the current number of EV vehicles in QFleet and also what are projected increases to the EV Fleet over the next 5 yeas?

2-Has Qld Government funding already been allocated to this Infrastructure project? If so what is the value of this allocation.

Answered on 10/Dec/2025 03:06 PM:

Thank you for your question.

1. QFleet currently has 2442 Battery Electric Vehicles (BEVs) as of 10 December 2025. Individual QLD government agencies are responsible for deciding on their individual fleet / vehicle requirements and fit-for-purpose vehicle types, so it is not possible to forecast the EV fleet numbers over the next 5 years.

2. This ITO activity isn't tied to an infrastructure "project" so there is no whole-of-government value allocation to advise of. Individual QLD government agencies will determine their own funding allocations based on their individually determined EV Charging requirements.

Question:
Please correct me if I am wrong in my assumption.

It seems that "In scope" is only the actual EV Chargers and associated Hardware.

Whilst "Out of Scope" is-

1- Any Software or Fleet Charge Point Management System - which operates the fleet and maintenance etc. If the intention is to use your current CPMS, what CPMS do you currently operate.

2 - Any Installation of the EV Chargers. If this is the case who would be installing the Chargers.

Answered on 05/Jan/2026 01:03 PM:

Hi Peter

Thank you for your question.

Correct- in scope for this ITO activity is the actual EV Charger and associated hardware only.

SOA Customers sourcing the EV Charger equipment will determine their own Charge Point Management System (CPMS) and installer and may choose to incorporate those sourcing activities into the purchase of the EV Charger from a supplier on this SOA.

Question:
Good morning. Regarding this tender, your notes to suppliers have requested that Suppliers complete and return "Part C: SOA ITO Response Schedules". With the tender docus sent under VP490423, the only Park C attachments were the below:

1. QF2025-01-EV_Charging_Infrastructure_SOA_ITO-Part_C-AaS-Attachment_2

2. QF2025-01-EV_Charging_Infrastructure_SOA_ITO-Part_C-LBT-Attachment_1

3. QF2025-01-EV_Charging_Infrastructure-SOA_ITO_Part_C_

If you can please confirm if "Part C: SOA ITO Response Schedules" is missing or should I complete one of the above documents?

Answered on 07/Jan/2026 10:30 AM:

Hi Amanda

Thank you for your question.

Suppliers need to complete and return ALL the QF2025-01 EV Charging Infrastructure- SOA ITO Part C documents with their offer, as these constitute your offer and are essential to be able to evaluate each supplier submission. Without them, there is no "offer".

When you open the QF2025-01- SOA ITO Part C document, it states: "Invitation to Offer (ITO), Part C: ITO Response Schedule".

To summarise, ALL of the following Part C documents need to be completed and returned by suppliers wishing to submit an offer for this ITO activity:

- QF2025-01 EV Charging Infrastructure SOA ITO Part C (Response Schedule)

- QF2025-01 EV Charging Infrastructure SOA ITO Part C - Local Benefits Test (LBT) Attachment 1

- QF2025-01SOA ITO Part C- As a Service (AaS)- Attachment 2

Kind regards,

Amanda

Question:
Good Evening.

Our product offering includes models that have been in the market for several years that are tested under the IEC 61851.23:2014 standard that was applicable at the time.

That standard has been superseded with IEC 61851.23:2023, which is requested in the tender document.

Will IEC 61851.23:2014 certified products be acceptable or is the IEC 61851.23:2023 the minimum standard that will be accepted?

Answered on 12/Jan/2026 02:16 PM:

Hi Scott

Thank you for your question.

The Regulatory Compliance Mark is listed as a mandatory criterion, and it is the expectation that a product can provide this IEC 61851.23:2023 standard. Submissions should clearly state what standard a product offer is able to provide and, while the Principal does retain discretion to consider, accept, or reject any non-conforming offers, meeting mandatory criteria is still an essential component for product/ customer safety reasons.

Kind regards,

Amanda

Question:
Good Evening,

I apologise for the length of the long winded question below; however, we want to be 100% certain that the product we ultimately put forward will fully meet your requirements and align with the intent of the mandatory criteria.

In reviewing the mandatory criteria, we note the requirement for compliance with, or willingness to comply with, the legislative requirements and standards specified in Part B – SOA Details, Schedule 1, Parts 4 and 6. We would appreciate some clarification to ensure we correctly interpret how this requirement is intended to be applied in relation to IEC 61851.23:2023.

Our understanding is that, for the purposes of applying the Regulatory Compliance Mark (RCM) in Australia, product compliance is demonstrated against AS/NZS 3820 (Essential Safety Requirements), with conformity typically evidenced through Australian-adopted or recognised IEC standards. For DC electric vehicle charging stations, AS IEC 61851.23:2014 is the current adopted and recognised Australian standard and is commonly relied upon as part of the deemed-to-satisfy pathway for demonstrating product safety in support of RCM requirements.

We also note that under ITO Part B section 6(a)(ii) of the documentation, reference is made to an Australian standard corresponding to IEC 61851.23:2023. We acknowledge that IEC 61851.23:2023 represents a more robust and enhanced international standard when compared to the currently adopted Australian standard. We are therefore seeking clarification to ensure the requirements are clearly defined, enabling the submission of appropriate products and their assessment on a consistent, like-for-like basis across the applicable editions of IEC 61851.23.

To ensure clarity for our submission, could you please confirm the following:

Is compliance with IEC 61851.23:2023 being treated as a mandatory minimum requirement under this procurement, above AS IEC 61851.23:2014 or equivalent, and separate to the requirement to hold RCM compliance?

If IEC 61851.23:2023 is a mandatory requirement, is it expected that compliance is supported by independent third-party testing and certification (for example TÜV, SGS, or equivalent) at the time of submission?

If independent third-party certification to IEC 61851.23:2023 is not required, could you please advise what evidence or information you would expect to be provided to demonstrate a supplier’s "willingness to comply" with the standard?

We appreciate your guidance on this matter so we can ensure our submission accurately reflects the required compliance position and that the product ultimately put forward fully meets your requirements. Again, sorry for such a long winded question.

Kind regards,

Answered on 13/Jan/2026 04:10 PM:

Hi Scott,

Thank you for your question.

Further to yesterday’s response, please note the following update regarding the legislation and standards requirements stated in ITO documentation.

Submissions should clearly specify whether the supplier meets the mandatory requirements, including compliance with (or willingness to comply with) the standards listed. Third party accreditations would be viewed favourably.

While the Principal retains the discretion to consider, accept, or reject non-conforming offers, compliance with mandatory criteria remains an important factor for ensuring product and customer safety.

Kind regards,

Amanda
