Details
Tamworth Regional Council (TRC) is seeking quotations from suitably qualified and experienced ecological consultants to investigate and opportunities to establish a Biodiversity Stewardship Site (BSS) or other biodiversity offset mechanisms for land owned by TRC downstream of the Dungowan Dam, as shown in the figure below. These properties total approximately 1700 ha.
The purpose of this engagement is to identify feasible biodiversity offset pathways in accordance with the Biodiversity Conservation Act 2016 (NSW) and relevant guidance under the Biodiversity Offset Scheme. The investigation will help Council determine the feasibility of utilising the site to generate biodiversity credits for current or future development offset requirements and to support Council’s environmental management objectives.

Details
Dungowan Dam, located approximately 25 km southeast of Tamworth, forms a critical component of the region’s water supply system. The surrounding land includes Council-owned properties that contain a mix of cleared and remnant native vegetation, riparian areas, and habitat suitable for a range of native flora and fauna.
As Council plans for future development activities in the Dungowan area and broader region, it seeks to identify whether portions of this land could be registered as Biodiversity Stewardship Sites (BSS) or otherwise utilised for biodiversity offset purposes in accordance with the Biodiversity Conservation Act 2016 (NSW) and associated Biodiversity Assessment Method (BAM).
The project will provide Council with a clear understanding of potential offset opportunities, costs, and implementation pathways.
Reflecting this, Council would like an additional quoted option for the TRC owned land upstream of the initial 1700ha, as shown in the figure below. This additional area totals approximately 2,900 ha.

Was this a mistake? Should it read "of up to XX to accurately characterise the site"?

Yes, I believe this is a typo. It should read "Undertake preliminary site inspections to accurately characterise the site" - we do not have a set number in mind here and are happy to be guided by the successful consultant. As such, please include any justification that you have within your response.

1. Can Council provide an indicative upper limit on expected quote price? This can help guide the scope of works provided.
2. Can Council clarify whether they want the same tasks completed for the identified ‘additional area totals approximately 2,900 ha’, as that requested for ‘land owned by TRC downstream of the Dungowan Dam totalling 1700ha’. And if so, do they want this provided as two separate scopes?
Regarding desktop review:
1. Review existing Council data, which may include but not be limited to GIS and land tenure data, and previous reports, to identify potential Council-owned sites with biodiversity values (e.g. remnant vegetation, habitat for threatened species).
- Can Council confirm that all properties identified in the RFQ, and to be included in the review are Council-owned properties?
- Can Council confirm whether a full due diligence assessment, as required by a Biodiversity Stewardship Site Agreement is requested at this stage, or does Council want a high-level review of existing data supplied by Council.
- Does ‘existing Council data, which may include but not be limited to GIS and land tenure data’ include provision of title diagrams?

1. Council will not be posting an expected quote price for the works.
2. Yes, we would like the same tasks completed for the additional 2900ha as for the initial 1700. For funding purposes, it would be helpful if these were quoted as two separate scopes.
3. Yes, all properties within the RFQ (both the initial 1700 and the additional 2900) are owned by TRC. We would like quotes to propose a plan for a staged investigation - an initial higher level review to ascertain whether there is value in proceeding to a full due diligence assessment, with quotes for all stages of the investigation and hold points prior to proceeding. All Lot and DP data can be provided to the successful consultant.
