BRUCE HIGHWAY TARGETED SAFETY PROGRAM – EXPRESS YOUR INTEREST TO ATTEND AN INTERACTIVE INDUSTRY BRIEFING
1. Major investment in Bruce Highway safety improvements
In January 2025, the Australian Government announced a $7.2 billion funding commitment to enhance safety on the Bruce Highway. The Queensland Government is contributing an additional $1.8 billion, bringing the total investment to $9 billion—the largest single funding allocation ever made for the highway.
This jointly funded program will focus on delivering critical safety improvements along priority sections north of Gympie. In response to the tragic road toll on the Bruce Highway in 2024, this initiative represents a significant and necessary step toward reducing crash severity and frequency, benefiting both communities and industry.
The Department of Transport and Main Roads (TMR) is committed to delivering this ambitious program. Its success will rely on strong collaboration across all levels of government, stakeholders and industry to ensure timely and effective implementation.
2. Commitment to collaboration
To successfully deliver a program of this scale and complexity, TMR recognises the need for a new approach—one that strengthens industry collaboration.
The Bruce Highway Targeted Safety Program (BHTSP) presents a unique opportunity to embed collaboration as a core principle, in line with our shared charter outlined here:

3. About the interactive industry briefing sessions
TMR will host interactive industry briefings in late March and early April 2025 as an initial engagement process to connect potential proponents and market participants with the BHTSP Project Team.
Participants will have the option to attend an online briefing session and then complete a short questionnaire to help TMR gather relevant market insights specific to the BHTSP.
The briefing sessions aim to:
* Promote awareness and interest in the BHTSP.
* Promote two-way dialogue between TMR and industry.
A probity advisor will attend the sessions, reinforcing TMR’s commitment to the highest standards of transparency and fairness in the BHTSP.
IMPORTANT NOTE: This is not a procurement process but rather an opportunity to gather industry insights. At the end of the process, a summary report will capture key findings to help shape procurement and delivery strategies.
4. Who should participate?
TMR will follow the National Prequalification System for Civil (Road and Bridge) Construction (NPS) for the procurement and delivery of BHTSP works.
While prequalification is not required to participate in BHTSP interactive industry briefings, these sessions are specifically designed for:
* Engineering consultants with appropriate prequalification.
* Civil contractors prequalified under the NPS.
* Other businesses within the supply chain interested in subcontractor opportunities.
Please indicate your interest in this interactive industry briefing session by completing the mandatory questions before the closing date and time.
For further details about the BHTSP, please email: BH_IndustryBriefing@tmr.qld.gov.au
