Details
The Queensland Police Service, Water Police (QPS) currently operate a fleet of commercial vessels that provide critical maritime capabilities including patrol, personnel transport, search and rescue support and logistical operations.
QPS is releasing this Invitation to Offer (ITO) to seek submissions from experienced Domestic Commercial Vessel manufacturers for the delivery of a suite of vessels to replace its ageing fleet. Improvements in technology and manufacturing processes means the QPS is seeking to update the fleet to modern standards to comply with regulatory changes in maritime safety, fuel efficiency and environmental compliance.
An industry briefing is being held on 24 June and Supplier should note that in order to submit an offer, they must attend the mandatory industry briefing.

All vessels have noted "Vessel must be constructed under comprehensive stability assessment.". Please provide clarification of the intent and extent of this requirement. Comprehensive stability criteria for offshore vessels is based on stability area under a curve and is usually not achievable for small vessels with limited underdeck buoyancy. That is why NSCV has criteria specifically for smaller vessels.
If an inclining experiment is completed and a computer analysis utilised, as would be expected for larger vessels assessing against comprehensive criteria, can the small vessel criteria contained within sections 7A, 7B or 7C be applied as appropriate in accordance with NSCV? Ultimately, is it the process of a practical stability proof test that QPS wants to avoid, or is it mandating the use of NSCV 5A/5B criteria?

Confirming post the industry brief this morning that category C vessels have a weight limit of 3.5t on the trailer ready to be deployed (i.e. full of fuel and with safety gear, etc)? I cannot source that requirement written anywhere in the supplied tender documentation.
Do any of the other category vessels have a trailer able weight limit?

1. Please confirm if foam-collared vessels are acceptable to satisfy the “soft collar” specification for category C vessels.
2. Under the respective ‘regulatory compliance’ sections of Part B, attachment 1, all vessels are required to have LEVEL flotation. Please confirm if this is required, or if the vessels may satisfy the requirements of NSCV C6B by other allowable means such as suitable spacing and number of watertight bulkheads. This question is particularly relevant for category C and D vessels.
3. NSCV C1 section 4.20 requires class 2 vessels to have a toilet and washbasin for voyages over 2 hours with passengers, and 4 hours with crew only. Table 12 note A in this section of the NSCV defines length of voyage to be time without access to shore-based toilet facilities. Category B and C vessels are specified to be deployed for “Patrols or Rescue lasting 8 hours” in their respective sections of Part B, attachment 1. Please clarify if toilet and washbasins are to be fitted to these vessels.
4. Under the respective ‘miscellaneous’ sections of Part B, attachment 1, category C and D vessels are required to have a “fire/water pump with hose D coupling”. This appears to be a QPS specification in excess of NSCV requirements, and so there is no guidance on sizing from AMSA. Please specify intended use, size/output requirements and hose requirements.

Clarifying discrepancy with regards to D2 specification in Part B contract details - Attachment 1 & Part C response schedule - Schedule 3 technical solution.
The layout described in Part B for Category D2 state "Internal seating for minimum (6) via shock mitigating seats or seat bases. Additional seating per survey requirement for total 12 pax."
Whereas the layout described in Part C for category D2 states "Seating for (2) crew (minimum) via shock mitigating seats or seat bases"
Assume Part B is the correct layout description?
