Including the provision of training and related services for Queensland Procurement Certification Program including development of Intellectual Property for Levels 3 and 4 courses and course administration and invoicing.

The PCP is a critical initiative aimed at enhancing the procurement capability of government staff, ensuring that procurement activities are conducted effectively, ethically, and in alignment with the Queensland Procurement Policy (QPP) 2023

Level 1: Foundational

Average participants per month: 90-150

Level 2: Intermediate

Number of Courses per Year: 19

Average Participants per Course: 15

Total Participants Annually: 285

Level 3: Advanced

Number of Courses per Year: 6

Average Participants per Course: 15

Total Participants Annually: 90

Level 4: Strategic

Number of Courses per Year: 3

Average Participants per Course: 15

Total Participants Annually: 45

Please note as per Part C Attachment 1 - 1.24 It is Highly Desirable the Supplier have the capacity to facilitate an increase in course demand, should this occur.

There isn't a specific number of training days mandated for PCP Level 3 and 4, provided that these levels adhere to the Australian Qualifications Framework (AQF) compliance requirements. QGP have provided an overview of the existing course frameworks and welcome the introduction of new products and offerings.

The Level 3 (Diploma of Procurement and Contracting) and Level 4 (Advanced Diploma of Procurement and Contracting) require accreditation. Both courses must meet the accreditation standards established by the Australian Skills Quality Authority.

Some of our non-qualifications work-based Training pathways have been mapped to AQF levels and underpinned by the Global Standard for Procurement, but we are not an RTO. Does this meet Australian Qualifications Framework (AQF) compliance requirements or is VET training accredited by ASQA the only option for the PCP?

As per Part C - Attachment 1 (1.4) The prime Supplier or nominated sub-contractor must be a Registered Training Organisation with the Australian Skills Quality Authority (ASQA). (1.5) The Supplier must engage RTOs for PCP Levels 3 and 4 courseware, ensuring alignment with AQF and QGP standards.

1. Is this already an elearning package, or does it need to be built from existing content?

2. If already an eLearning package then what format is it in (e.g. is it SCORM – what version)

4. Does it require a user registration page where users can register to the do the course (maybe select from multiple courses being held in the following 12 months)?

1. Level 1 is an existing eLearning package. Level 2 is delivered face to face or via Virtual Classroom training. Both courses have existing content.

2. The eLearning package will be provided as a SCORM package

3.The eLearning package was built using an authoring tool. It was created with Articulate 360.

4. Suppliers will need to provide a registration page for these courses. Ideally with all future scheduled courses available for bookings.

5.Yes, the supplier will need to offer a payment gateway for all courses.

6.Currently users have 60 days to compete Level 1

Level 2 – (Intermediate):

Level 2 is designed for individuals responsible for operational procurement activities, including sourcing, negotiating, and managing contracts, as well as developing procurement plans for goods and services that are low to moderate in complexity or risk.



Level 3 – (Advanced):

• Contract Managers

Participants at Level 3 are involved in more complex and high-risk procurement activities. They may be responsible for strategic procurement planning, high-value negotiations, supplier relationship management, and continuous improvement within procurement functions.

• Directors of Procurement

Can Queensland Government Procurement please confirm if annual price variations due to changes in the Consumer Price Index are allowed during the 3 years of the contract?

The Invitation to Offer (ITO) Part C: ITO Response Schedule at Section 8.1 (c) ask if prices are firm or fixed, and the definitions of these terms suggest that adjustments for economic circumstances are allowed. However, the Part_B-Contract Details Schedule 2 Pricing indicates at 2.1 that the Supplier will hold Prices for 3 years, but at 2.2 states that Price variations may be submitted in November each year.

To clarify, the Queensland Government Procurement policy allows for annual price variations due to changes in the Consumer Price Index (CPI) during the first three years of the contract. This is supported by the following points:

1.Invitation to Offer (ITO) Part C: ITO Response Schedule at Section 8.1 (c) - This section asks if prices are firm or fixed, and the definitions suggest that adjustments for economic circumstances, such as CPI changes, are allowed.

2.Part B-Contract Details Schedule 2 Pricing:

• Section 2.2 indicates that price variations may be submitted in November each year.
