Business Info
The Central Highlands region is in Central Queensland, Australia. The region encompasses an area of around 60 000 square kilometres, making it just short of the size of Tasmania.
It is home to around 30 000 people who live in the thirteen unique communities of Arcadia Valley, Bauhinia, Blackwater, Bluff, Capella, Comet, Dingo, Duaringa, Emerald, Rolleston, Sapphire Gemfields, Springsure and Tieri.
Our region is rich in minerals and agriculture, thriving on irrigation sourced from water storage on the Nogoa and Comet rivers. We claim the largest sapphire-producing fields in the Southern Hemisphere.
Major freight routes through the region include the north-south link between Charters Towers and northern New South Wales—identified as the inland transport alternative between Cairns and Melbourne.

Question
:
Can you please confirm that the council requires both a qualified mechanic and a qualified electrician to be involved in the servicing and maintenance of the generators ?
Does the council permit generator maintenance and servicing works to be scheduled over weekends at council sites, or are all maintenance activities required to be carried out only on weekdays within standard business hours 7am-3:30pm?
For the generator load testing component of the maintenance requirement, could you please confirm
What is the required duration of the load test (e.g., 60 minutes at 80% load,?
Is the test to be carried out using an actual building/engine load (normal site operation), or must it be performed using a dedicated load bank?
Answered on 31/Mar/2026 09:42 AM
:
Thank you for your enquiry and please be advised as follows:
1. Council requires both a qualified mechanic and a qualified electrician to be involved in the servicing and maintenance of the generators as per the specifications
2. Works can be conducted over the weekend if this has been arranged with the Supervisor and included in the permit to work approval.
3. The load test must be carried out long enough to achieve thermal and operational stability (typically 1 - 2 hours)
4. The load test must be 50% and ideally loaded to 80 of rated capacity%
5. The test can be performed using the actual site load under normal operation.

Question
:
1. Council requires both a qualified mechanic and a qualified electrician to be involved in the servicing and maintenance of the generators as per the specifications
Can you please clarify whether you require both at for each machine at each service.
Answered on 02/Apr/2026 01:49 PM
:
Thank you for your question. The Technical Specification calls for the person(s) undertaking the maintenance to "Be suitably qualified (Cert III or IV in Electrical / Mechanical Trade) and experienced to undertake electrical and mechanical maintenance of generators (this may require two-technicians unless they hold dual qualifications)".
As this is an annual service, Council expects both the electrical and the mechanical service checks to be undertaken at the service interval.
It is the Contractors responsibility to demonstrate that their staff are suitably qualified and whether the work can be undertaken by a single dual qualified person or whether you require 2 staff members to attend and whether they need to attend at separate occasions or will attend site together.
Bear in mind that a "Permit to Work" is required and a Council staff member may needs to unlock/lock the facility if it is not manned, meaning that it is more cost effective for Council if we only need to unlock/lock the facility once.
Please clarify in your response methodology how you propose to do the works.
