Clarification Questions – RFQ260028

1. Supplier Appointment Model

Will Council appoint a single supplier for these services, or establish a panel of suppliers?

Additionally, is Council considering separating any aspects of the scope (for example, random testing, post-incident testing, or return-to-work monitoring) or is it mandatory for the supplier to provide all aspects.

2. Program Parameters

Could Council please confirm the approximate percentage of the workforce subject to random drug and alcohol testing each year, or the typical number of random, post-incident, RTW testing events conducted annually?

3. Testing Locations and Delivery Model

The RFQ indicates random and post-incident testing would typically be undertaken at Council worksites.

For post-incident or return-to-work or rehabilitation monitoring, would Council consider allowing employees to attend a nominated pathology or collection clinic, where appropriate, rather than requiring on-site attendance?

4. Random Testing Coordination

For random testing activities, will Council typically provide advance notice to the supplier, or should suppliers assume that testing may occur with minimal notice?

1. Supplier Appointment Model

It is council's intention to appoint a single supplier to deliver all aspects of the scope.

2. Program Parameters

Based on previous years, it is anticipated that 100-150 tests are conducted annually or approximately 35% of the workforce.

3. Testing Locations and Delivery Models

Yes, council would consider the attendance at pathology clinics for post incident or return to work monitoring.

4. Random Testing Coordination

In conjunction with the appointed supplier, council will develop an annual random testing schedule to ensure advanced notice is afforded to the supplier for scheduling purposes.

Could you please provide a list of all sites that may require Post Incident testing? Where attendance is required within 4 hours, is this limited to week days/business hours or required on a 24/7 basis?

The general townships include:

Emerald

Blackwater

Capella

Springsure

Duaringa

Tieri

Rolleston

Dingo

Generally, attendance will be week days from 06:00AM - 18:00PM, however, there may be a possibility of weekend or after hours call outs, however, this would be a very rare occurrence.
