Details
Kiama Municipal Council, acting on behalf of both Shellharbour City and Kiama Municipal Council invites submissions from appropriately qualified and experienced trades people for inclusion on a Trade Services Panel. Distinct sub-panels will be formed for each trade category within each respective Local Government Area (LGA). Tenderers may apply, and be selected, for more than one sub-panel in either or both LGA.
The term of the contract being tendered for is 2 years with 3 options for further extension of 1 year each (1 + 1 + 1), with any such extension/s exercisable at the sole discretion of Council.
Tenderers will need to demonstrate they have the necessary qualifications, skills and experience to provide the required services to Council. Councils require the provision of services over a range of disciplines as listed below:

Council confirms that respondents may submit a proposal for one or more trade services, depending on their licences, qualifications and experience. You are not required to apply for all services listed in the RFT.
If your organisation is only seeking to provide asbestos removal services, you are welcome to apply solely for that category.

Hi Procurement Team,
Please advise on the following RFI's.
1. Could you advise if there are any additional requirements for the staff of the panel contractors to have on specific sites? Examples may be the need for special inductions or certifications, in addition to the standard Conserve certification, or it could include the need for staff attending BlueHaven as part of the KMC asset portfolio, who may be required to have the flu vaccine. Another example may be clearances for the airport if completing works at Shellharbour Airport, which I believe is owned by Shellharbour Council. Or are these assets excluded from this panel? Could you advise if this should be included in the schedule of rates hourly rate, separated in additional scheduled items or would the council allow contractors to charge this as required?
2. Are the Bluehaven site assets owned by the council included in this panel tender?
3. Are the council-owned caravan park assets included in this panel tender?
4. If a company has multiple trades and is tendering for multiple trades on this panel, could you please advise if this is allowed, if these bids are being assessed individually or as a whole?

1. Trade services work will be organised through Council staff from the Works Depot, Building Asset Managers, Blue Haven, Airport and Waste Depot; with each site carrying out a specific induction for their site. This induction will inform you of the operating conditions and hazards at the site.
No additional accreditation is required for working at the Airport. The Airport staff are able to provide visitors passes with safety briefing documentation. The process for a visitors pass is short and can be completed at the site induction. When inducted the Airport Manager and Airport Reporting Officers will assist with safety in the work area, if work is undertaken in the airside (airport operational area).
The Conserve required insurance, qualifications and vehicle information is sufficient for commencement on any Council site.
2 & 3. Blue Haven and Council-owned caravan parks are included in the sites that may require trade services. Successful respondents appointed to the Trade Services Panels may be engaged to provide services at these locations.
4. Council confirms that respondents may submit separate responses for multiple trade categories included in the RFT. Each submission will be assessed independently, based on the specific requirements, qualifications, and evaluation criteria for that trade.
You may therefore choose to respond to one, several, or all trades, depending on your organisation’s capabilities.

Hi there, we will be submitting a tender for KT120325 independently.
We have also been approached by a multi trader who would like to use us as one of their contractors for their own submission, would this be classed as a conflict of interest or is it ok to do this? They are asking for our profile etc and this would be the same as what we would be submitting directly?
Also I would like to enquire in regards to the WHS Management System, I am wondering if NECA accreditation is sufficient for question 1.0 questions i and ii - potentially selecting option ‘other’?

Thank you for your enquiry.
The intent of the upcoming RFT for Council’s Trade Services Panel is to directly appoint qualified tradespeople who can deliver the services themselves. While the Specification allows subcontracting in limited circumstances and only with Council’s prior written approval, it is not encouraged and will not form the basis of appointments to the Panel.
For this reason, each tenderer must demonstrate their own capability, experience, and resources to perform the services. Participation as a subcontractor under another contractor’s submission would not align with the purpose of the Panel and would not be appropriate in this RFT.
Accordingly, providing your company profile or supporting another contractor’s bid would not be appropriate under this RFT, as it would conflict with the procurement conditions and may create a perceived conflict of interest.
If you wish to be considered for the Trade Services Panel, you will need to submit your own tender directly.
Regarding NECA Accreditation:
In 1.0 WHS Management System, Please tick yes to Other and detail next to it to specify the NECA Accreditation. Ii requires that a copy of the certification or letter of compliance is required as proof.
In 2.2 Provide further details of the compliance with requirements by the NECA accreditation and a copy of the system or plan.

The pre-tender briefing is scheduled for 29 January 2026, which occurs only shortly before the current tender close date of 5 February 2026. As the briefing may give rise to clarification questions and potential addenda, additional time following the briefing would assist Tenderers to properly consider the information provided and prepare fully compliant and high-quality submissions.
Would Council consider granting an extension to the tender closing date for this RFT?

At this stage, Council does not plan to extend the current closing date. Any decision to allow extra time would depend on the type and number of questions raised at the pre tender briefing.
The pre tender briefing is scheduled for 29 January 2026, which is one week before the tender closes on 5 February 2026. If the briefing results in clarification questions or the need to issue additional information that may affect tender submissions, Council will consider whether an extension is appropriate.
Tenderers will be notified if there are any changes to the tender closing date.

5.0 AMENDMENT OF INVITATION – ADDENDA
I/We confirm that addenda were received from Council on 29/12/2025 and that my/our tender has been prepared having regard to these addenda as well as all questions and answers posted in the eTendering portal for this tender.
we did not receive anything on the 29/12/2025 and I can't see anything in the documents with that date. Only the later sent items. (12-13-14-21-22-23/01/2026. Could it be resent.

Clause 5.0 Amendment of Invitation - Addenda in the Form of Tender uploaded to the Request for Tender contained a blank date field, that is intended to be completed by tenderers where applicable.
No addenda were issued by Council on 29/12/2025. The only Addenda issued for this tender were released on 14 and 23 January 2026.

Thanks for enquiring about fencing services. Fencing is requested on a case by case basis, usually for capital improvement projects. Fencing will not be included in this Tender.
If your business does satisfy multiple categories in this tender, you are welcome to quote for them in the returnable schedule.
Please do not provide rates for categories not included in this tender, we will not be able to assess services outside of the tender categories.

Submission of Schedule of Rates Document - If an emergency request for a plumber to attend out of hours was on a Saturday, Sunday or Public Holiday, tradesman will be paid a minimum of a 3 hour call out on Saturday at time and a half or double time if after 12.00pm and 4 hour call out minimum at double time and double time and a half for a Sunday / Public Holiday stated in the Plumbing and Fire Sprinklers Award. How will this be covered in the per hourly rate, if the actual time on site is for example 1 hour on a Sunday?
Key Personnel documents - Is required for all staff in the company including admin / accounts etc not just for field staff?
The documents required to be submitted for tender are: Form of Tender and Schedule of Rates is that correct?
Tender request is asking for a summary price to be submitted, what amount do we input into this as we are submitting for plumbing and roofing. Can we leave this section blank?

1. In the Schedule of Rates spreadsheet field for Hourly Rate (out of normal work hours) please include the details of any rates and when they apply. Listing the rates and the conditions for each hourly rate in the field is fine. The clearer that you make it the better. Eg Day, Minimum Call Out Hours and Fee per hour
2. The question on personnel does not need to be of great detail. If you have an organisation that is based in Sydney with a large structure, we do not need all of that. We would like to see the key personnel in a chart to show the structure of the business, the people, their qualifications and years of experience. Just for the employees that will be working in Kiama and Shellharbour.
3. The two document which should be submitted are Form of Tender and Schedule of Rates.
4. Tender request summary price, ignore this request on Vendorpanel. Fill it with number 1 if you cannot leave it blank. This will not be in the assessment of your rates. Your tender submission will be based on the Form of Tender and Schedule of Rates information you submit.
