Question in regards to Volume 4- Schedule of Rates:

SML1 provides specialised ASP1 powerline construction services where the personnel, plant, vehicles and equipment required vary significantly for each project. A standalone hourly labour rate would not accurately represent the cost of delivering the works and may be misleading without knowing the required crew composition, design, plant, site conditions and project scope.

Will Council accept Volume 4 marked “Quoted individually in response to each RFQ” for SML1’s nominated service category, with all pricing provided on a project-by-project basis rather than through a standing schedule of rates?

It is recognised that ASP1 powerline construction works can vary significantly between projects and that pricing is often dependent on the specific scope, conditions, plant/equipment & resources required. For the SML1 service category, Council will accept: “Quoted individually in response to each RFQ” where a standard schedule of rates is not suitable. Suppliers are encouraged to provide any indicative pricing information or details of general pricing methodology to assist Council's evaluation.

Volume 1, Section 2.3 identifies Surveying Services and Geotechnical Services; however, Quantity Surveying and cost consultancy services do not appear to be separately identified.

Could Council please confirm whether suitably qualified Quantity Surveying consultancies may tender for appointment to the panel for services such as:

– quantity surveying and cost consultancy;

– preliminary and detailed cost estimating;

– concept and design-stage cost planning;

– bills of quantities and measurement;

– pre-tender estimates and tender evaluation;

– assessment of variations and progress claims;

– cost-to-complete and project cost reporting; and

– independent commercial/cost assurance.

If these services are within the intended scope of VP513223, could Council also please confirm whether respondents may nominate “Quantity Surveying / Cost Consultancy Services” under “Other (Specify)” in the Volume 3 Trade Category Nomination and adapt the Volume 4 Schedule of Rates to provide professional consultancy hourly rates rather than trade labour classifications?

Hello,

There will be no civil, roadwork or plant hire included in the Trades Panel. Council has an existing Plant Hire Panel currently in place, which is due for renewal in the coming months. Once this panel is relisted, there will be opportunity for businesses to apply for that panel. Council's civil works will be engaged either through the Plant Hire Panel, or separate RFQ processes for larger packages of work.

Hi,

General asset inspection (data collection) does not form part of the scope of this panel.

Inspections may be required on an adhoc basis to determine the scope of repairs on particular assets, and those accepted into the panel under the specific service relevant to the asset would be engaged. (ie an electrician would be engaged to inspect a faulty circuit board).
