Expressions of interest are sought by the Customer in relation to the supply of acute inpatient perinatal Mother and Baby Unit (MBU) mental health services in three (3) locations: Cairns, Townsville, and Brisbane metropolitan area.

The Customer has issued this EOI with the objectives of identifying Supplier(s) with the required:

• expertise and experience to deliver the specified number of mother and baby beds within dedicated MBUs to provide acute inpatient care to mothers and their babies in need of perinatal mental health treatment from the third trimester of pregnancy and up to one (1) year following childbirth;

• capacity, including appropriate governance and available infrastructure, or ability to rapidly stand up the required infrastructure, to deliver the required volume of services in one (1) or more of the required locations; and

• capability to partner with the relevant Hospital and Health Services (HHSs) to support a networked approach to referral, triage and continuity of care for public patients.

Details
A Mother and Baby Unit (MBU) is a specialised bed-based acute mental health service that provides specialist mental health assessment, care and treatment for mothers and babies and their families during the perinatal period in an inpatient setting.

As part of broader complementary enhancements to the perinatal and infant mental health (PIMH) service system, Queensland Health is investing in the delivery of new bed-based services to expand upon the existing public and private bed-based services already in Queensland. These bed-based services form part of a statewide network of services to provide specialised PIMH care to mothers and babies across Queensland.

The new investment will enable the delivery of 30 additional beds across six locations. This EOI is to support delivery of 14 beds in up to three (3) locations (Cairns, Townsville and Brisbane). All new MBU locations will work with MBUs across the State (including existing MBUs and all future MBUs that are funded and operationalised by Queensland Health) to ensure access and inclusivity, via an agreed statewide networked approach to inpatient perinatal mental health care in an MBU.

The Supplier could be a single provider, or a partnership of providers (with a lead agency) with suitable experience, capability and capacity to deliver the specialised care in accordance with the MBU service description. To ensure delivery of services from a suitably qualified provider, this open market approach seeks Submissions from all providers able to satisfy the service requirements.

MBUs MUST:

• Be located in the specified location(s).

• Adhere to the capability criteria for perinatal and infant mental health services defined under the Clinical Services Capability Framework (CSCF). To adhere to the MBU service description, services must meet the criteria for a Level 5 or Level 6 service.

• Actively participate as part of a statewide networked approach to ensure access to publicly funded MBU inpatient services and ensure integration and strong partnerships with the full continuum of community services including specialist PIMH services at the relevant HHS and community psychosocial support services.

• Meet the service requirements outlined in the Expression of Interest and in accordance with the MBU service description.

• Demonstrate staff capability to care for babies/infants on behalf on an admitted mother, when required.

• Demonstrate staff capability to work with and within, family systems.

• The MBUs must also be gazetted as, or capable of being gazetted as, an Authorised Mental Health Service (AMHS), under the Mental Health Act 2016 (Qld).

• Comply with Queensland Health clinical and administrative reporting requirements.

• Contribute to data sharing (as relevant and agreed) and evaluation activities.

Timeframe

Service delivery will commence by (or as close to as possible following):

• 31 May 2026 in Cairns;

• 31 May 2026 in Townsville;

• 31 December 2025 in Brisbane.

For each location, a service delivery contract of up to five (5) years from commencement will be offered to the successful Supplier(s) structured as an initial three (3) years with an option for a two (2) year extension.
