The Shire of Murray is a local government area of Western Australia. It has an area of 1,710.1 square kilometres (660.3 sq mi) and is located in the Peel Region about 80 kilometres (50 mi) south of the Perth central business district.

The Shire extends across the Peel Inlet and the Swan Coastal Plain into the Darling Scarp, including about 77,000 hectares (190,000 acres) of State forests. Timber logging and agriculture were the traditional enterprises of the district. However, in recent decades, bauxite mining and a significant equine and tourism industry have emerged.

The Murray River flows all year throughout the district. It offers premier country racing and trotting facilities, a golf course and an array of festivals and events.

What the buyer is requesting
Details
The Principal wishes to appoint a suitably experienced and resourced contractor to undertake the Construction of the new Toilets in Pinjarra (within the Heritage Precinct). The works are fully detailed within the Specification and Appendices.

The extent of the tender package is as indicated within Appendices D to H. It includes carrying out all work necessary for the construction for proper completion as shown within the relevant Appendix and described in the Specification, Notes and Schedules. There will be a requirement to extend existing servicing to the site, and this will need to be fully understood to align with construction delivery.

The site is located at in Henry Street, Pinjarra 6208 Western Australia.

Question:
Good Morning,

Would Council consider an off-site manufactured, fully assembled modular construction approach that achieves the specified design intent, layout, external appearance, accessibility and performance requirements?

Could Council please confirm whether this methodology would be accepted as a conforming tender, or would need to be submitted as an alternative tender under clause 1.19?

The proposed toilet facilities are located within a Heritage Precinct, which is the reason architects were engaged to develop a design that is sympathetic to the heritage character of the area. While a modular building could be considered as an Alternative Tender, this would be subject to the submission of a Conforming Tender that meets the specified design requirements.
