Swan Hill Rural City Council (Council) is responsible for is responsible for maintaining the safety, security, and operational integrity of its buildings, facilities and public assets. These sites include administrative offices, community centres, cultural and tourism facilities, depots, and other operational locations.

To support this, Council engages licensed security service providers to deliver a range of services such as alarm monitoring, call out response, system maintenance and virtual surveillance.

Question:
Hi Procurement,

Can Council please provide the alarm, CCTV, communication and remote access information required to accurately price and confirm compliance with the tendered services. The following information is required before estimating your contract works to confirm compliance and to accept responsibility for alarm monitoring, CCTV review, virtual patrols, maintenance, and service-level performance. Can you please provide:

- Alarm asset register, including panel type, communicator type, zones, areas/partitions, duress inputs and test signal requirements for each location

- CCTV asset register, including camera quantities, camera locations, NVR/VMS details, recording requirements and remote access requirements for each location and proposed video surveillance monitoring paths

- Camera view/quantities of cameras are required for virtual patrols, and what areas are to be reviewed

- Confirmation that site plans, alarm zone maps and CCTV camera maps will be provided and details provided or additional to the contract

- Duress device register, including device locations, type, quantities and required test method (i.e., wireless/batteries to be replaced, hardwired)

- Preventive maintenance scope for security services, including alarm, CCTV, duress, communications and recording equipment, required to maintain the services listed in the specification and which are critical to use for the contract.

- Communication path details for services, alarm and CCTV, i.e., Respondant 4G, Council VPN/internet service and what associated (data) security requirements are currently in place and what is expected.

Confirm the required Essential Eight and/or cybersecurity requirements for remote access, monitoring, reporting, MFA, audit logging, patching and data handling to confirm the privacy and data handling requirements for CCTV access, snapshots, incident records, alarm codes and contact lists for services requested to meet Information Privacy Principle (4 – Data Security) required by the security company.

Detailed alarm and CCTV asset register information - including panel type, communicator type, zones, areas/partitions, duress inputs, and test signal requirements for each location - will be disclosed and made available to the successful tenderer following award.

Part D – Provides details of the number of virtual patrol sites.

Refer to Section 6.6 of the specification for the defined preventive maintenance scope. Maintenance under this contract is primarily limited to alarm systems only, as specified. Any uncertainties or additional requirements will be quoted and addressed on a case-by-case basis.

Refer to Section 8 and Section 10 of the specification for security, and data handling requirements. All privacy and data protection requirements are defined within the specification.

Question:
Professional Indemnity insurance has previously been removed from other tenders due to not being relevant to the service we provide. Could you provide clarity if this is an actual requirement to meet the requirements of this contract. Thanks

This tender requires the monitoring, interpretation, and response to security events, where errors in judgement may lead to financial loss. As such, Council requires Professional Indemnity insurance for this contract.

Submissions will be considered from suppliers who do not currently hold this insurance, on the condition that it is obtained prior to contract commencement if the tender is successful.
