Preliminary STAGE 1: A Structural Engineer was engaged to provide an assessment of existing structural issues in ground floor slab (existing amenities) and then to providing advice to reconfigure existing amenities for new design/layout of amenities, accessible pathways to/from building and DDA Carpark
STAGE 1 - Refurbishment works to include: Structural rectification works to ground floor slabs (removal + reinstatement, including underpinning as per structural design), upgraded public toilet facilities (including new DDA compliant toilet facility) through architectural redesign of existing facilities to CPTED standards. Existing path/s are to be replaced with accessible path/s to/from Clubhouse and DDA compliant Carpark hardstand.
The Primary objectives of the building renovations include the following:
• STRUCTURAL BACKPROP OF REAR OF BUILDING - FIRST FLOOR FOR DEMOLITION WORKS.
• DEMOLITION OF EXISTING PUBLIC AMENITIES INCLUDING FLOOR SLAB TO CONTROL JOINT

Details
The objective is to provide the general public and community sporting groups of Brunswick Heads with Current Standard sporting Amenities and Facilities.
Successful supplier to outline plan to deliver project to budget and on time, with attention to detail and performance of all aspects of project as per supplied architectural and engineering detail.
Successful supplier to work closely with Council Project Manager and relevant Consultants throughout entire construction program, emphasis to be able to supply timely advice/solutions to any unforeseen latent conditions with existing building if/when they occur throughout construction delivery.
It is expected that all works to meet and/or exceed relevant NCC and Australian Standards.
Successful Supplier to provide warranties of no less than:
• 10 year structural defect warranty
• 2 years all other defects.

Further to the tender meeting and addenda can we please request clarification to the following:
Addenda item Q3 – We note there is a wall to be deleted in both change room 1 & 2 and the shower floor appears to be shown as deleted also. There are new doors shown on the architectural drawing no. CD401 rev C. These do not appear to be on the door detail sheet CD510 rev C. Can you please confirm if these are to be allowed for and the specification for same. Is the existing toilet to remain or new to match the new toilets?
Can we please request clarification on the following items:
1) DL03 & DL02 we cannot place on the schedules, can you please confirm the lock specification.
2) Door hinges specified TDH1 does not appear on the Tuff stuff website. The image looks to be a 100x50 stainless steel BB hinge. Please confirm the hinge specification and please confirm if a door closer is required and specification for same.
3) Door D04 – D07 – TDL1 – can you please confirm that a Heavy-duty indicator lock and the anti-vandal smash addition supplied by Tuff Stuff is required to be allowed. Further, is any other hardware required for these doors, “D handle” or “Push Plate”?
4) Door Detail – Typical door 1-7 shown on drawing CD510 rev C we have concern that the door hardware if mortice will not fit in the welded 90x40 aluminium box to the perimeter. Further we have concern that without additional stiffening members the doors with 3mm aluminium plate will be prone to racking / warping. Can you please review this?
5) The door jambs shown as 90x40 and 140x40 to the toilets D03 to D07. Is there to be door stops allowed and if so, what is the dimension of these and the fixing detail. Is there a structural fixing detail for these posts? We note that there is a horizontal member shown above the doors. Further, are the toilet partition panels to the toilets D03 to D07 expected to span from the door jamb posts to the back wall, panel size circa 2200x2200?
6) D01 & D02 are aluminium custom fabricated doors, are the door jambs for these to be steel built into the 140 blockworks? Can you please provide profile and material specification for these door frames. Is there a block work lintel etc over these door frames noting that the stainless-steel woven mesh screen is on top of this wall with approx. 400mm of block over the door frame.
7) Vent detail (TRS1) shown on drawing CD902 shows galvanised metal angle for the mesh vent, fixed to powder coated door head or capping block, the mesh is specified as stainless steel woven mesh. Can you please confirm this?
8) Is there detail for the TRS1 screen connection to the staircase, can we assume this is to be as per our item 7 above. Is there structural engineering detail for this? Further is their connection or post detail for the HR2 handrail the same?
9) Is there further detailing for the gate which was briefly discussed at the tender meeting which is to be located at the bottom of the new staircase?
10) Drawing CD703 & CD801 show a TRS1 screen. Can you confirm the location of this, is this to be located on grid 6 from grid F to H? or is there possibly a grab rail required in this location?
11) Can you please confirm that the breezeblocks noted on CD301 are to be demolished and stored for stage 2 which is outside the scope of this tender? What is the requirement for cleaning / storage of same? How is the risk of damage to these breeze blocks allocated?
12) Can you please confirm that BAL 1 is welded powder coated aluminium and is located on the long and short side of the stair penetration? BAL 2 is timber to match existing to the perimeter of the deck only. Is engineering certification required to these and if so, will council provide same, or should the contractor allow for this?
13) Can you please further to the above confirm that BAL 1 is located on the staircase at ground level at the intersection of grid 7 & H only?

is there a specification for the honed finish? or should we make assumption and clarify in our submission?

RFI 2: Quadracon Building PTY LTD :
In relation to Addenda #1 regarding the Q&As from the site meeting, the response to Question #14 on the temporary back propping is requested to be reviewed further.
As discussed on site, it is suggested that Council should consider appointing their current Engineer Greg Alderson Associates (GAA) to design a safe method of temporary propping for the following reasons;-
1. GAA already possess the relevant job specific knowledge, expertise & IP related to the project.
2. The scale and complexity of the propping required far exceeds a design level that a builder or demolition contractor is comfortable to commit to.
3. To reduce the level of risk to the project generally, and ensure delivery of the work is aligning with the relevant NSW WH&S code of practice for Demolition Work.
4. To ensure consistency in the methodology across all the tenderers, and to avoid unnecessary pricing discrepancies
5. Achieve cost savings to the project by avoiding additional builder's margins being applied to Engineering elements.
Answer: Byron Shire Council has engaged Structural Engineer and is currently drafting a temporary back propping detail, this will hopefully be available by end of this week (11/7/2025), this will include the following:
• Sketch drawing design of temporary propping arrangement
• Details of propping
• Certification letter
• Up to 2 site visits/inspections + sign-off.
An EOT of 7 days will be added to tender deadline for Suppliers to cost additional elements.

Regarding Tender Schedules requirement (below) - This is not a standard requirement for Council, Council will accept the submission of WHS Management information from the tenderer which is otherwise in accordance with Council’s usual WHS requirements (under RFT returnable schedules Part B) – ‘B2.7 WORK HEALTH AND SAFETY.’
7 Schedule of WHS Management Information: Part A
(SUBMIT WITH TENDER FORM)
Submit the documents and information specified below. Refer to Conditions of Tendering Clause– Work Health and Safety Management.
WHS Management System
Submit:
• written evidence that the tenderer’s WHS Management System is certified in accordance with JSA-ANZ requirements as complying with AS/NZS ISO45001:2018 WHS Management Systems; or
? current accreditation with the Office of the Federal Safety Commissioner.
Evidence of Satisfactory WHS Management
Nominate at least three contracts/projects completed within the last two (2) years that demonstrate successful management of work health and safety by the tenderer:
