Scope hierarchy: Please confirm whether the required outcome is a strategic accommodation and future-use master plan, rather than architectural concept design, statutory planning material, lease negotiation advice or detailed building due diligence.

Part 1 and Part 2 deliverables: Please confirm the expected deliverables for Part 1 and Part 2, including the number of future-state options, the level of detail required for each option, and the expected level of definition for the preferred option.

Data provision: Please confirm what information JCU will provide at project commencement, including current leases, floor plans, room data, space inventory, Cognos data, enrolment forecasts, timetable data, utilisation data, staffing assumptions, asset condition information and current operating costs.

Data quality and verification: Please confirm whether the consultant is expected to independently verify supplied data, or whether the Master Plan may rely on JCU-provided data with assumptions and limitations recorded.

Site access: Please confirm the expected access arrangements for the JCU Clinical Training Centre at Mater Private Hospital Mackay and the JCU Mackay Clinical School at Mackay Base Hospital, including escorts, photography, after-hours access and access to back-of-house and teaching areas.

Stakeholder groups: Please confirm the stakeholder groups to be engaged, including JCU Estate, Colleges, academic leads, students, hospital partners, regional health stakeholders, Indigenous representatives, government or industry partners.

Workshop allowance: Please confirm the expected number of workshops, interviews, presentations and governance meetings to be included in the base fee, and whether JCU will coordinate stakeholder attendance and consolidated feedback.

Decision pathway: Please confirm the governance pathway for option endorsement, including the nominated JCU project control group, required presentations and expected feedback timeframes.

Property advisory scope: Please confirm the expected scope of the specialist property advisor, including whether JCU requires market scan, site search, lease versus buy analysis, tenure options, commercial availability, landlord engagement, or only strategic property input.

Property exclusions: Please confirm whether lease negotiation, valuation, legal due diligence, transaction management and commercial agency services are excluded from the base Master Plan scope unless separately instructed.

QS and cost planning: Please confirm the required level of cost advice for future-state options, including whether JCU expects order-of-magnitude cost estimates, elemental cost plans, whole-of-life cost commentary, escalation, contingency, fit-out costs, landlord works, decant costs and infrastructure allowances.

Engineering and technical due diligence: Please confirm whether building services, structural, fire, access, asbestos, hazardous materials, flood, traffic or civil infrastructure due diligence is required for existing or future candidate sites, or whether the scope is limited to high-level planning advice based on available information.

Candidate sites: Please confirm whether JCU has identified any preferred sites, landholdings, hospital precinct opportunities, partner-owned sites or market opportunities that must be considered, or whether the consultant is expected to generate the full long list.

Clinical education requirements: Please confirm whether JCU expects detailed briefing for clinical simulation, consultation, interprofessional learning, student support, staff workplace and research or HDR spaces, or only high-level accommodation allowances at this juncture.

Digital outputs: Please confirm the required / preferred software, file formats and digital outputs for the Master Plan. Does JCU require static report graphics only, or an editable digital planning model, Living Master Plan dashboard, GIS outputs, CAD files, Revit files, animations or fly-throughs?

Animations and visualisations: Please confirm whether “illustrations and animations” means evidence of past capability in the tender response, or production of project-specific animations during the commission.

Sustainability requirements: Please confirm the sustainability frameworks, climate resilience targets, net zero objectives or JCU reporting standards to be applied to the Mackay Master Plan, and whether quantified carbon, energy or lifecycle modelling is required.

Indigenous engagement: Please confirm whether JCU expects the consultant to engage Traditional Owners or First Nations stakeholders directly, whether JCU will lead those relationships, and whether a separate Indigenous design or cultural advisory subconsultant should be included.

Local content scoring: Please confirm whether the 125km local content criterion applies to the principal consultant only, the full consultant team, or the weighted contribution of subconsultants.

Optional separable items: Please confirm whether tenderers may identify optional separable price items, such as additional stakeholder workshops, additional site visits, animations, dashboard build, detailed cost planning, technical due diligence or extended property search.

Could JCU please confirm whether tenderers are required to complete and submit the Schedule 3 Response Schedule spreadsheet as the primary submission format, or whether respondents may instead provide a formatted submission document/PDF that addresses all required criteria and references the relevant response schedule sections?

Could JCU please confirm whether tenderers may provide supplementary information outside of the Response Schedule, including appendices, capability statements, project sheets, methodology documents, diagrams, or supporting attachments?

Good morning,

Tenderers are welcome to provide their own response document, but please be sure to clearly reference the documents in Schedule 3 - Response Schedules, as this will be the initial document we open to view responses, and if an attachment/appendix etc is listed, we will then view that document.

Tenderers may provide as much additional information/supporting documents as they like (the only limit may be how many documents can be uploaded to VendorPanel - but this should be a large limit).

Supporting documents will form part of the evaluation and all information provided by tenderers will be taken into account.

There is no page/word limit.

Unfortunately, we are unable to provide an indicative budget at this stage.
