Ballina Shire Council is located on the New South Wales Far North Coast, 770 kilometres north of Sydney and 190 kilometres south of Brisbane. The Shire, an area of 484 square kilometres, is set amongst a picturesque rural-coastal landscape and enjoys a temperate to mild subtropical climate.

The Shires resident population is approximately 45,000 with major service centre Ballina servicing the major townships of Alstonville, Lennox Head, Wollongbar, and Wardell. As well as a number of smaller villages and localities including Cumbalum, Teven, Tintenbar and Knockrow.

The buyer has elected to have their personal and contact details hidden. These details will be revealed at the buyers discretion.

Council is inviting submissions for the supply & delivery of pre-mixed concrete for the period 1 January 2027 to 30 October 2029 with the possibility of a further 2 x 12 month extensions, solely at Council's discretion.

Council’s objective is to compile a list of "Approved Suppliers" offering Pre-Mixed Concrete to Council, at certain fixed prices for the stated period.

The manufacture and supply of concrete shall be in accordance with R53, TfNSW 3211, TfNSW 3201 and TfNSW 3222 standards unless noted otherwise and supplied per Australian Standard AS 4911 and AS1379.

During the period as materials are required, a Supplier from the Approved Suppliers list will be contacted regarding availability of materials. If the materials are available in the stated timeframe, then Council will engage the supplier to deliver under a standing purchase order number.

It should be noted that members of the panel are given no guaranteed as to level of work. Works will be allocated subject to councils requirements. Where availability is a critical issue and members of the register are unable to undertake specific works within a stated time period, Council reserves the right to engage other suppliers as required.

Tenderers are required to quote FIXED rates per metre for the range of products available from the batching plant and undertake to provide required delivery documentation to support invoiced services.

A Tenderer must have facilities for accurate weighing and determination of load size.

Council reserves the right to sample any load supplied under this specification, and submit same for testing at an N.A.T.A. registered laboratory.

Council applies the right to recoup costs when the supplier is more than 30 minutes late. This only applies to orders placed and confirmed 24 hours prior to delivery and does not apply to work booked and confirmed on the day.

Any waiting time added to the order docket by suppliers must be acknowledged on all copies of delivery dockets by a Ballina Shire Council representative on site.

A condition of service is that any invoice submitted must be accompanied by compliant delivery dockets.

Each delivery docket must :

• Comply with AS1379:2026 and any additional requirements of the relevant TfNSW specifications, where specified in the Contract, unless otherwise expressly stated in the contract.

• Include delivery address

• Include Councils Work Order number as supplied by Council staff when booking supply.

• Include Volume/Weight quantity of delivered items

• Include the time contractor arrived at site

• Include the time contractor departed site

• Detail any waiting time (in 5 minute increments)

• where applicable, detail any quantity of concrete rejected or returned to the supplier

Dockets must be acknowledged by a member of Council staff on site by printing their name on the docket and delivery drivers must provide a copy of the acknowledged docket to the Council staff on site, and an acknowledged copy must accompany invoices submitted for payment.
