Details
Tenders are invited for Slashing Services and associated services across the Sunshine Coast local government area.
This is a Separable Portions contract, consisting of five (5) Separable Portions for:
· Roadside Slashing Services (including spaying and brush cutting) - Separable Portions A (North), B (Central) and C (South);
· Boom/Flail Mowing - Separable Portions D all zones North, Central and South
· Adhoc/Overflow Slashing Services/ Boom Mowing- Separable Portion E (to cover overflow services for Separable Portions A to D).
The Services include but are not limited to:
(a) Site Inspection
(b) Slashing Services
(c) Herbicide Application
(d) Brush Cutting
(e) Boom/Flail Mowing
(f) Traffic Management
(g) General Maintenance
(h) Site Presentation
(i) Contract Reporting
Respondents can submit tenders for one (1), all or any combination of Separable Portions.
The successful contractor/s will be required to perform scheduled Roadside Slashing and/or Boom/Flail Mowing. Services provided are expected to be of a high standard to meet community expectations.
This is a schedule of rates contract, commencing on 1 July 2026 and expiring 30 June 2030, with one (1) by 24 month extension option, at Council’s sole discretion.

1. Traffic Control – Boom Mowing (separable portion D)
In relation to boom mowing activities, can Council confirm whether all traffic control costs are to be included within the scheduled rates, noting that higher-level traffic control requirements (such as static traffic control and lane closures), where required following site-specific risk assessments, must be implemented by appropriately accredited traffic control personnel and typically involve significantly higher costs than standard measures such as shadow vehicles?
Alternatively, can traffic control be treated as a separable cost item, with all costs clearly itemised, to ensure transparency and to avoid payment for higher-cost traffic control where it is not required?
2. Travel and Charging – Boom Mowing (separable portion D)
In relation to boom mowing activities, can Council please clarify whether travel time from depot to site is to be included within the contractor’s rates, or whether hourly charges are to commence upon arrival onsite and cease upon departure from site?

1. All Traffic Control costs are to be included into the hourly rate of the Boom Mowing. All scenarios are to be considered when determining this rate. Reference is to be made to Schedule 5 - Service Specification | Traffic Management and Signage.
2. Hourly charges are to commence upon arrival onsite and cease upon departure from site. Typically, 8.5 hours per day.

Question
:
In Section 7.3 of the Specificaions document it mentions boom mowing for 3 days per week. Can you please indicate historically how many days boom mowing are anticipated over the year. Is 3 days per week a regular requirement, if so, for how many weeks of the year?
It is also unclear what the length of each cut cycle is. There is a KPI about delivering to schedule but I cannot see any Annual Schedule in the tender.

1.Historically, Boom Mowing has been undertaken a minimum of three (3) days per week across the full financial year for the past four (4) years.
The days and duration of works may vary depending on operational demands and weather conditions.
2.The annual schedule comprises the site list with the applicable service levels and service frequency. Timeframes are confirmed at the start of each cycle and are subject to factors such as weather and resource availability. Typically, six (6) cycles are completed per year.

Could you please confirm the following for clarity in pricing:
1) Ad Hoc/Overflow
PA.4 – Brushcutting (m²) and PS.3 – Herbicide Application (m²,)
Is the m² unit based on:
- actual area treated/performed, or
- total site/asset corridor area within the nominated treatment zones?
For example, does the m2 rate apply to the full nominated site area (e.g. 10,000 m² x m2 rate), or only to the actual area treated/performed within that site (e.g. 500 m² x m2 rate of treatment works)?
2) Ad hoc / overflow items scope (PA.1, PA.3, PA.4, PS.3, PS.4, PS.5)
Can you please confirm if unit rates for all above line items are to include all traffic management costs (including traffic control, equipment, plans, TGS, personnel, and permits)?
