The Games Independent Infrastructure and Coordination Authority (GIICA) is laying the foundations for the Games of the XXXV Olympiad 2032 and the 2032 Paralympic Games and beyond. Established under Queensland legislation, GIICA is responsible for the delivery of 17 Authority Venues and monitoring of 2 other venues required for the Games. GIICA is responsible for the planning, design, procurement, construction, commissioning, and handover of a comprehensive Authority Venues Program, spanning new and upgraded sporting and community infrastructure.

In Annexure A - Section 1A.10 Response to Evaluation Criteria - Demonstrated Team Capability and Capacity: Item (f) Ability to engage, or include within the proposed team, engineering design capability and capacity; and. Please confirm if the EOI response shall include Architectural appointment of a full engineering team, as opposed to assignment by Contractor under the ECI process.

1. Has a site boundary been confirmed for the stadium and pool sites? Is the stadium project likely to include all of Victoria Park, or will this be delivered by another project team?

2. Is the engineering team the only consultant team that should be included in the EOI? Is Landscape Architect also to be included?

a. At the time of issue of this clarification response specific site boundaries for both Brisbane Stadium and the National Aquatic Centre projects have not been finalised/confirmed. Further details regarding this are intended to be provided to shortlisted proponents that progress to the Invitation to Offer phase.

Department of State Development, Infrastructure and Planning (DSDIP) is responsible for delivery of the Games infrastructure portfolio coordination (among other things). This includes the Master Planning of the Victoria Park Precinct.

Games Independent Infrastructure and Coordination Authority (GIICA) is responsible for delivery on behalf of Government of new and upgraded venues to be used during the 2032 Games. This includes Brisbane Stadium and the National Aquatic Centre. The primary scope for the Principal Architect/s as it relates to the projects is the venues themselves not the precinct, however it is expected there be a coordinated approach with the DSDIP led master plan process.


b. Applicants are expected to review the requirements of the EOI and Scope of Services (Attachment 1) and form the necessary team required to deliver the Principal Architect Scope of Services.

GIICA confirms that the Principal Architect is responsible for engaging, managing and delivering all the necessary sub-consulting, engineering and specialist services to deliver a design solution. For the purposes of the EOI, GIICA is seeking high level details of proposed sub-consulting teams as part of Applicant’s EOI response. We would like to request clarification on two points in relation to our Expression of Interest submission:

1. Would it be acceptable to include a project case study demonstrating a highly desired capability where the work was originally developed at a third-party firm that will not form part of the applicant team, provided that the study was primarily conducted by an advisor who will be part of our proposed team?

2. Could you please confirm the exclusivity requirements for both the Principal Architects’ team (for example, First Nation consultants) and the engineering team intended to be part of our submission?

a. The requirements for demonstrating relevant experience are identified for this process on section 3.4 of the Invitation for Expressions of Interest. GIICA’s Assessment will be undertaken based on the clarity of information provided in the Applicant’s response and will consider Applicant’s overall team expertise and relevant experience, in addition to key personnel experience and role on the project case study.

b. GIICA confirm that Applicants do not require exclusivity at the EOI stage for specialist and other nominated sub-consultants. Applicants should confirm details of all Providers proposed as part of their team in their response to 1A.5 of Annexure A and where requested in in section 1A.10 of Annexure A, including details of the proposed engagement approach or exclusivity status of Providers.

1. Noting that this Principal Architect commission will continue after the ECI contractor is appointed in 2026, can GIICA please confirm that the intention is for the Principal Architect to engage engineering partners as part of this commission to support design activities prior to the commencement of the formal ECI process?

2. Noting that the ECI tender procurement process is expected to commence in 2025, can GIICA please confirm that as part of that separate tender process for the ECI contractor, that these contractors will be expected to form teams that include engineering consultants?

3. Is it intended that the engineering partners will be released from this Principal Architect commission in or around April 2026, and that the ECI contractor’s engineering team will provide all engineering inputs for the project from that time onwards?

4. If the above items are correct and the two commissions run simultaneously, to avoid potential conflicts of interest will it be acceptable that the Principal Architect’s engineering partners initiate Probity Plans such that they are able to team with the potential ECI contractors for the ECI tender phase? If not, does participation in this Principal Architect commission mean that the engineering partners will not be able to team with a potential ECI contractor?

b. In reference to clause 3.7 attachments may be included in an Application, noting this should be directly relevant to and support the information requested in Annexure A. Attachments may not be considered if they are provided as additional content responding to the Evaluation criteria outside the nominated page limits. Where Applicants are unable to satisfy the Mandatory Criteria in respect of registration with the Board of Architects of Queensland and/or the Queensland Government Prequalification System (PQC) as a Registered Architect (BOAQ) GIICA may consider Applicants on a case by case basis and request they provide a statement that they will commit to complete such registration and/or pre-qualification and a brief overview of their plan to do so within their Application. 1. Will appointment of an engineering firm/s to support the Principal Architect through this 30% concept design phase, preclude those firms for any future potential engagement in the detailed design and delivery of the Venue, whether appointed by the Principal Architect, to a Contractor or GIICA otherwise?

2. Could GIICA also please confirm whether an engineering firm’s involvement in supporting the Principal Architect through this 30% concept design phase, would preclude that firm’s participation as a Delivery Partner to GIICA?

At the EOI stage only a formal statement of compliance with the warranties under Section 2.2 is required. All applicants will be assessed against the mandatory criteria and compliance checks will be conducted during review of EOIs by GIICA.

GIICA confirms that PQC registration as a consultant is sufficient for applicants, and that PQC registration as a Principal Consultant is not required. The applicant is responsible for ensuring the minimum standards set under the PQC are met.
