This RFQ is issued by Fisheries Queensland, Department of Primary Industries, The State of Queensland (Customer) to solicit proposals from qualified and experienced Suppliers for the supply, implementation, and ongoing management of Independent Onboarding Monitoring (IOM) systems and services.

The Customer seeks to identify the most capable Suppliers(s) to establish and manage the IOM program (IOM Program or Program) across priority commercial trawl fisheries in Queensland in alignment with Fisheries Queensland’s objectives of strengthening compliance, meeting statutory export approval requirements, reducing ecological risk, and validating fishing data through independent monitoring. Respondents must base their submission on the requirements outlined in this RFQ, including all Schedules, Attachments, Annexes and any supplementary documentation provided with the tender.

The IOM Program may extend across up to 362 vessels across the East Coast Otter Trawl Fishery and Commercial Fin Fish Trawl Fishery. Vessels equipped with an EM system may require between one and four cameras to appropriately capture activities, depending on the size and layout of the vessel. Suppliers are required to propose Solutions capable of capturing at-sea fishing operations, enabling secure transfer and storage of data, and supporting structured review processes to validate logbook and catch data.

Initial establishment must begin by 15 June 2026. As referred above, the final Program scope and management arrangements remain subject to Government approval and regulatory impact analysis.
Background information / Compatibility requirements
Details
To comply with Commonwealth Government export approvals, the Customer must implement a monitoring and independent data validation program across priority trawl fishers to support the validation of commercial fishing data.

Current processes provide only partial validation of commercial fishing data. In particular, there are limited mechanisms for validating non-retained catch (protected species and bycatch) as these are discarded at sea, and there are no current mechanisms in place to validate or monitor their handling or release onboard commercial fishing vessels in Queensland.

IOM methods, – including electronic monitoring (EM) systems and onboard observers, - are the primary tools available to independently validate:

• Fishing interactions with threatened, endangered, and protected (TEP) species.

• Bycatch handling and discard practices; and

• The accuracy of fisher logbooks and commercial reporting of TEP species.

At the time of issuing this RFQ, independent onboard monitoring regulations are pending Government approval, which may impact the scope and delivery schedule of the services sought by this RFQ.

For this reason, final Program scope and implementation timelines may be subject to change following consultation and impact analysis of the new regulations. Should any changes occur, these will be negotiated with the successful Supplier(s) through the applicable change request process

Your template identifies 6 components, however components 1 & 2 will have significant variance per vessel (e.g. multiple cameras, N2K sensors vs nothing, complex sight lines for install versus wheelhouse view). Expected dynamic of data transfer?

What is tolerance for time in terms of data transfer? Is there some data that is required to be reported back to DPI ASAP? Eg before vessel returns to port? What, if any, information is required before the completion of data review?

What use cases are valued from an offshore data transfer perspective in contrast with near shore cellular? How could we understand the balance of timeliness vs transfer cost? (Satellite expensive but available off shore, Cellular is less costly but unavailable offshore)

In Attachment A Scope of Requirements Section 4.2 (Implementation Timeline) outlines a program delivery timeline that spans January 15, 2026 through to June 2030 when full rollout is completed.

Attachment A Scope of Requirements also defines the contract term in Section 11.2 (Contract Term Pricing and Transparency) as being a 4-year term.


A 4-year spanning January 15, 2026 to January 15, 2030 would conclude prior to the target program rollout completion date. Is the tenderer expected to provide quotation for a program that concludes by January 15, 2030 (4-year term), a program that extends to the completion of the rollout, or a date after the rollout has concluded in the steady state period (e.g. January 15, 2031)?
