Details
The successful Contractor will be required to conduct repairs to the Gladstone Area Water Board (GAWB) pipeline network as follows:-

• Urgent repairs to the GAWB pipeline network (i.e. leak repairs, main bursts, valve repairs, etc.) on a 24/7 basis;

• General maintenance and repairs;

• Preventative maintenance and repairs; and

• Asbestos management and removal.

Is there any requirement or need for non-destructive testing of ferrous pipelines to determine wall thickness, either as part of the current scope of works, or conducted as opportunistic works during the scope of works outlined within this tender?

Scope's core activity is for a supplier to respond and correct Pipe breakdowns. Associated activities that support this are welcome but not a mandatory requirement for a bidder.

Forward Outlook (FY2026–FY2030)

• Forecast demand: 18–21 reactive repairs per annum (base case).

• Projected expenditure: Average $250,000 p.a., noting year-to-year variability. Historical requirements (annual) have at times exceeded $250k.

• Volatility: As the service is predominantly reactive, annual spend will fluctuate with failure rates and event-driven works.

• Scope flexibility: The final Scope of Works (SOW) may be refined post-award to align with the preferred bidder’s capacity, methodology and pricing structure.

Budget note: Given variability, consider planning to a band rather than a point estimate (e.g., $200k–$350k p.a.) with a modest contingency, to accommodate peak years.

Are we able to present the breakdown in the pricing schedule per Trade as-

- Normal Time

- Over Time 1.5

- Over Time 2T

Normal Time (NT) Applies: 38hrs per week. Monday to Thursday 8hrs per day, Friday 6hrs.

Time & One Half (1.5T) Applies: Monday to Friday first 2hrs after normal time, Saturday – First 2hrs

Double Time (2T) Applies: Monday to Saturday all hours after 1.5T, All hours Sunday

For ease of comparison between bids, GAWBs preference would be to complete price response as listed.

Then reference where additional information has been provided. Could be another excel form or an additional tab added to the price response.

Note: Base rates will form the core portion of the evaluation, penalty rates are expected.
