Question:
When detailing the staffing model in Evaluation Criteria 3, do we need to detail the existing staffing model of the organisation or the proposed staffing model to deliver the service related to this funding?

Answered on 05/Dec/2025 08:31 AM:

Thank you for the question.

All existing staff of the organisation do not need to be detailed. Staff for the Specialist First Nations gambling harm support service will however need to be detailed.

You could elaborate on how this service will work alongside any other existing services in the organisation and how these services and staff will intersect and collaborate with the gambling harm support service.

Question:
Will the successful provider have access to dedicated training?

Answered on 09/Dec/2025 08:28 AM:

Thank you for your question.

No. The Department does not have dedicated training that service providers are required to complete.

The department has developed a range of community education and awareness raising material, including targeted training material and self-help resources to raise awareness of gambling harm and assist frontline First Nations health and community sector workers to identify signs of gambling harm and supporting clients that are experiencing challenges related to gambling.

- First Nations online training for health and community workers – available on the Gambling Help Queensland website.

- Mental Health First Aid’s – Talking about gambling: Aboriginal and Torres Strait Islander MHFA – face-to-face training

The department has published a suite of consistent community gambling harm education and awareness training materials that aim to raise awareness and understanding of gambling harm, safer gambling strategies and available help services more generally in the community. These materials are available on the Queensland Government publications portal.

The department is developing additional resources to support community education for Aboriginal and Torres Strait Islander people, which will be published for use by service providers once completed.

If the above does not answer your question, please provide further clarification. We will aim to provide a revised response before the tender closes if needed, although this cannot be guaranteed.

Question:
The ITO states that:

A total investment of $1.65m (inclusive of GST) has been committed over three years (2025-26 to 2027-28) to establish this service, with potential for extension at $550,000 (inclusive of GST) per annum.

For the case of South East Queensland, is the provider required to deliver services across all six 'sub-region's?

Answered on 09/Dec/2025 08:18 AM:

Thank you for your question.

No. As outlined in section 1.3.5 of the ITO document, the location of service will be proposed by potential service providers and determined through the tender process, based on the following key considerations:

Community need: priority will be given to areas with demonstrated demand for the service, supported by data, such as population demographics, socio-economic factors and existing service gaps specific to First Nations communities.

Impact assessment: the potential for positive impact of the service in the First Nations community, including consideration of community readiness and existing cultural and social infrastructure.

Provider's location: the existing presence and capacity of the service provider in a geographic footprint, with preference given to providers with established relationships and trust within local First Nations communities.

Cultural appropriateness: consideration of cultural boundaries, traditional country connections, and community preferences for service delivery approaches.

Existing service landscape: assessment of current service availability and gaps, including the presence of Aboriginal and Torres Strait Islander Community Controlled Health Organisations (A&TSICCHOs) and other First Nations services that could support collaborative service delivery.

Offerors will need to justify proposed locations based on these considerations.
