The objectives of the Tender is to select a suitable contractor with the experience and capability to safely operate and maintain the Port of Townsville launch vessel based in Abbot Point, utilise this asset to transfer marine pilots to and from commercial vessels transiting the Abbot Point Coal Terminal, and to facilitate land transportation of marine pilots to and from the Abbot Point Coal Terminal to the Bowen launch facility.

The Abbot Point Coal Terminal is a major coal export facility located near Bowen in North Queensland, Australia. It is strategically situated to serve as a key export hub for coal from the Galilee Basin, one of the largest untapped coal reserves in the world. The terminal is capable of handling large quantities of

coal, with a capacity of approximately 50 million tons per year. To service this export demand, the Port of Townsville provides marine pilots that facilitate the berthing and sailing of approximately 729 movements per annum.

Details
The Port of Townsville requires a suitability trained and qualified boat crew (Masters and crew) on a 24

hours per day, every day of the year, basis to facilitate:

1) Berthing Vessels:

a. Transfer marine pilot(s) from the Bowen launch facility via launch to vessels at the Abbot

Point pilot boarding ground, then facilitate the transfer of the pilot to a berthing vessel and

once berthed, facilitate a land transfer service to bring the pilot from Abbot Point back to

the Bowen launch facility.

b. Transfer marine pilot(s) from a departing vessel to a berthing vessel and land transfers as

needed

2) Departing Vessels:

a. Facilitate a land transfer service from the Bowen launch facility to departing vessel berthed at Abbot Point, transfer the pilot from the departing vessel at sea to the pilot

launch and bring them back to the Bowen launch facility.

b. Facilitate pilot transfer from departing vessel at Abbot point to berthing vessel at the pilot boarding ground and land transfers as needed.

3) Escorting from anchorage to the berths; and

4) Special transfers to vessels at Abbot Point Anchorage:

a. Transfer personnel or packages to/from vessels anchored at Abbot Point as requested

from time to time.

5) Assist the Port of Townsville to keep the pilot vessel in good working order.

6) Such other services as required in the Port and agreed from time to time.

The existing contract is due to expire August 22, 2025.

4. FUNCTIONAL REQUIREMENTS

To provide a suitability trained and qualified boat crew (Masters and crew) on a 24 hours per day, every

day of the year basis to transfer marine pilots to vessels in Abbot Point.

• What is the notification window for daily schedules (e.g. when are movements scheduled and finalised)?

• Are there any peak periods or seasonal fluctuations in movements we should be aware of?

• What is the expected service level or response time from launch notification to vessel deployment?

• Could you provide an indication of the typical and maximum transit times for:

-As per Abbot Point port procedures manual published by MSQ

Scope of Supplier Responsibilities

Shore Base Facilities: Please confirm whether the Supplier is expected to provide any of the following shore-based services or infrastructure:

• Stevedoring

• Waste disposal

• Crew accommodation

• Office space, toilets, and utilities

• Communications/navigation systems

• Land transfer vehicle and parking facilities

Berthing & Associated Fees. Please advise if the Supplier is required to provision for any of the following:

• Berth fees

• Port/Harbour dues

• Agency fees

• Access passes, MSIC, site inductions

• Any other indirect or operational costs

Maintenance Responsibilities. Please confirm:

• Whether spare parts and consumables for the pilot vessel are provided by the Port or chargeable to the Supplier.
