Details
Port of Townsville Limited (the Port) undertakes numerous environmental monitoring programs at the Townsville and Lucinda Ports. These programs are undertaken for either compliance or due diligence purposes.
The Port’s Environmental Management System is certified for ISO 9001 and ISO 14001, and as such, contains requirements to meet the quality assurance and quality control standards within these for all Environmental Monitoring Sampling and Analyses.
The Port requires NATA certified laboratories to prepare and provide these analyses.

Requirements
1. The contract laboratory will prepare and dispatch sample containers as per the following requirements:
a. Sample containers shall be in accordance with the relevant Australian Standard (for soils/sediment/water/air samples) and are of sufficient volume for the analytical requirements (detection limits and quality control analyses).
b. Sample containers shall be labelled with the Test (Analyses) Requirement for which they were prepared.
c. All dust deposition bottles are to be free of copper/metal based algicides to ensure no interference with metals analysis.
d. For high volume air filters and dust deposition bottles, a minimum of 1 month’s supply of filters and bottles must be provided when sample batches are despatched by the Port, to ensure adequate supply on hand for subsequent sampling rounds.
e. Filter papers will be approximately 200mm * 250mm and shall be able to withstand one crosswise crease to prevent loss of sample or contamination; and of a type that ensures minimum interference with analysis of the sample for trace elements.
f. Filter papers will be examined using a light table for evidence of leaks, holes, damage, or misalignment, prior to dispatch. Filter papers containing any defects will be discarded and NOT provided.
g. PFAS containers shall be provided separately without any Teflon or PFAS components to ensure no interference with PFAS analysis. The contract laboratory will advise of the presence of Teflon or PFAS components in any other sample containers or bottles for any other programs.
h. Suitably sized eskies will be provided for the effective delivery of the required number of samples to the laboratory (either directly or via courier).
2. The work requirements for each set of samples shall be determined by the Chain of Custody Form and any additional written request from the Port. The Chain of Custody form may be paper, electronic or in the form of a mobile application.
3. The Contract laboratory shall provide notification (by email to labresults@townsville-port.com.au) of the receipt of eskies and any loss of samples during transit to the laboratory (if required).
4. Analyses of all environmental samples are to be conducted to the NATA accredited standard and within the required limits of reporting.
5. Documentation demonstrating adherence to Australian Standards must be supplied with the tender application to ensure compliance with relevant safety, quality, and regulatory guidelines.
6. The turnaround time on results will be 7 days for Trade Waste samples, and 14 days for all other programs from the date of dispatch unless a shorter turnaround time is achievable based on the method, or a shorter turnaround time (TAT) is specified on the Chain of Custody Form.
7. The Contract laboratory shall provide notification (by email to labresults@townsville-port.com.au) of any delays in the analysis of samples.
8. The Contract laboratory is required to send the Sample Receipt Notification, Results – Certificate of Analysis (COA), QAQC certificates in electronic form along with results in the following electronic file formats: MS xlsx or csv, EnviroSys, Monitor Pro, ESDAT to labresults@townsville-port.com.au and pot_envirosys_dataload@acquire.com.au. Notations shall be added to the COA for any exceptions or sample interferences.
9. The Contract laboratory shall conduct laboratory quality control sample checks in all sets of analyses (as required by NATA standards) and provide these results at the same time as the sample results.
10. The Contract laboratory shall analyse all quality assurance/quality control samples (blanks and duplicates) and provide these results with the remainder of the sample set results.
11. Where an incorrect result has been reported, the Contract laboratory shall notify the Port in writing that an incorrect result has been reported and re-analyse the sample (at its own cost) using the correct methodology, and within the time limit set for the analyses.

Your fee proposal should include the following:
• Contract laboratory details (staff numbers, locations) and experience with delivering scope of analyses for other clients.
• In relation to the testing requirements of the Port, detail what analyses the contract laboratory hold NATA certification on and provide these certificates.
• Outline of laboratory capabilities including instrumentation for required analyses (including location of laboratories).
• The proposal should detail any costs for transport/ courier if applicable and any administration, reporting or surcharges for fast turnaround time if applicable.
• Costs for sampling consumables (filters/containers/bottles etc) should be covered in the analysis costs for that program.
• A full catalogue of available testing with applicable unit rates from the contract laboratory should be supplied in the event other analysis is required (beyond the programs specified in this scope of works).

Hi,
Part 7 of the scope requires results to be provided in following electronic file formats: MS xlsx or csv, EnviroSys, Monitor Pro, ESDAT. Are these all mandatory? We can provide results in csv and ESDAT and we will try to get EnviroSys capability as soon as possible. We may not be able to provide MonitorPro formats. Does this disqualify us from the tender?

Good Morning Edgar,
It is critical that data can be supplied in Monitor Pro format for the Air programs (Depositional Dust and High Volume Air Samples) as this is supplied to Port customers. If you would still like to tender it would be acceptable for all other programs to be not supplied in Monitor Pro format so would not disqualify your Company.
