Lawful removal, destruction and disposal of submerged vessel known as ‘Muddy Bay Wreck’ from Pioneer Bay, Airlie Beach, Queensland.

Instructions:

- Tenderers are to download and complete the Request for Written Quotation (word document), save as PDF file format and return via Vendorpanel, accompanied by the requested documents.

• Vessel Recovery, Removal and Disposal

The Contractor must recover, remove, destroy and dispose of the vessel, incorporating recycling and resource recovery practices where practicable, and achieve completion of all works by 30 November 2026. The vessel location is currently marked by a yellow special mark buoy; this is to be returned to the MSQ Operations Base, Shingley Beach Road, Airlie Beach upon completion of the removal.

• Methodology

The Contractor must provide a detailed methodology outlining the proposed approach for the removal, transport, storage (if applicable), and disposal of the vessel. The methodology must clearly identify all resources required to undertake the works, and any other specialist resources. The methodology should also address site access, safety and environmental controls, proposed timeframes, and any assumptions or constraints relevant to the works. This information will be used to assess the Contractor's capability and suitability to complete the works safely, efficiently, and in accordance with all applicable legislative requirements.

• Legislative and Environmental Compliance

The Contractor must comply with all applicable Commonwealth, State and Local Government legislation, regulations and approvals, including any environmental requirements relevant to the sensitive nature of the site.

• Environmental Management

The Contractor must implement appropriate environmental protection and mitigation measures throughout the duration of the works to prevent or minimise environmental harm. Any areas disturbed by the works must be rehabilitated to an acceptable condition upon completion.

• Contract Communications

The Contractor must maintain regular and effective communication with the Project/Contract Manager throughout the term of the contract and promptly advise of any issues that may affect the delivery of the works.

• Notification of Works

The Contractor must provide the Project/Contract Manager with a minimum of two (2) business days’ notice prior to commencing works and must notify the Project/Contract Manager immediately upon completion of vessel removal.

• Approved Methodology

All works must be undertaken in accordance with the approved methodology. No variation to the methodology is permitted without the prior written approval of the Project/Contract Manager.

• Any subcontractors employed by the principal must have all appropriate qualifications and insurances to undertake the scope of work they are employed to undertake.

• Additional Works

The Contractor must not undertake any additional works outside the approved scope without obtaining prior written approval from the Project/Contract Manager.

• Disposal Requirements

The Contractor must ensure the vessel is lawfully destroyed and disposed of at a licensed and approved waste disposal facility. The proposed disposal facility must be identified within the submitted methodology.

• Evidence of Disposal

The Contractor must provide documentary evidence confirming disposal of the vessel at the approved facility, including a waste disposal facility weighbridge receipt and any other relevant disposal records.

• Final Report and Invoice

Within five (5) business days of completing the removal and disposal of the vessel, the Contractor must submit a final report and invoice to the Project/Contract Manager.

Mandatory -

Compliance with the Insurance requirements, or willingness to obtain the required insurances (and to the minimum sum insured) as specified in Section 1, Part 5, if successful in this RFQ process.

• Compliance with Conditions of Contract specified in Section 1, Part 4; and

• Compliance with the Queensland Government Supplier Code of Conduct.
