Bayside Council intends to establish a panel of 1 or more providers to provide stillage bins and associated services for the storage, collection, transport and processing of nominated waste streams.

Key Deliverables - the providers must provide:

• Supply of stillage bins suitable for each specified waste stream

• Delivery, placement and removal of stillages at Council depots

• Replacement of full stillages within agreed timeframes

• Optional emergency response services for urgent waste collection

• Transport and lawful processing of all collected materials

• Compliance with all relevant environmental, transport and WHS legislation

• Quarterly reporting including:

- Quantities collected by stream

- Processing/disposal pathways

- Recovery/recycling rates

• Provision of supporting documentation, including weighbridge dockets where applicable

• Cooperation with Council staff regarding site access, safety, and operational coordination.

Exclusions - the following are outside the scope of this contract:

• Standard kerbside waste collection services

• Residential bin servicing or audits

• Collection of general domestic waste not associated with Council operations

• Long-term on-site staffing or supervision at Council facilities

• Site remediation or clean-up works beyond waste removal

• Waste sorting or processing undertaken by Council staff

• Provision of public-facing education or engagement services

• Infrastructure works or modifications to depot or event sites

• Handling of waste streams not specified in the Statement of Requirements (unless agreed in writing)

The requirements of the Scope of Work does not preclude Council from engaging where it determines appropriate specialist and micro collectors.
