We note that the Data Room includes asset data exported from QFM and that Schedule?6 permits the Contractor to use its own CMMS provided it meets CHQ’s requirements, including compatibility with Queensland Health’s SAP S/4HANA asset management ecosystem. Question
:
Request for Extension of Closing Date
Given the complexity and volume of information provided in the Invitation to Offer, including the detailed contract, technical requirements, and supporting attachments, we are undertaking a comprehensive review and analysis to ensure a robust and compliant submission.
We also note that a revised Pricing Schedule is to be issued, which will require additional time for assessment and incorporation into our response. Further, the current response period includes the Easter holiday period, which impacts available working days and key stakeholder availability.
In light of the above, we respectfully request consideration of an extension to the closing date. Would CHQ consider extending the submission deadline to Monday, 11 May 2026, to allow sufficient time for thorough review, clarification, and development of a high-quality response?

Refer to response in Addendum 4.

Question
:
Dear CHQ team,
We would like to confirm if our proposed form of unconditional undertaking meets the requirements for an Approved Security. Can you confirm if we are able to email a copy for review? If so, what is the best contact?
Many thanks
Rachael
Answered on 31/Mar/2026 04:42 PM
:
The requirements for an "Approved Security" are set out in the draft Hard Facilities Management Services Contract, including clause 1.1 (Defined Terms), clause 11 (Security), and the Contract Particulars and relevant schedules issued as part of the ITO documentation.
Tenderers are responsible for ensuring that any security provided complies fully with those requirements. The Principal is unable to review, comment on, or confirm the acceptability of any proposed or draft security instrument prior to submission.
All securities submitted will be assessed for compliance against the Contract requirements as part of the evaluation process.

Question
:
Could you please clarify the requirement outlined in Schedule 8 – Pricing Schedule, under the BEMS (All Buildings including QCHEP) tab, which specifies that only FTEs for subcontractor staff working permanently on-site should be included?
We understand that some subcontractors may perform services on a non-daily or non-weekly basis and, therefore, may not have personnel permanently assigned on-site. In this context, could you please confirm your expectations regarding the inclusion of “Service Delivery Personnel – Subcontractor”?
Additionally, for subcontractor personnel engaged on a part-time basis, would it be acceptable to include their contribution by calculating annual weeks and hours of work and reflecting the corresponding pricing accordingly?

Item 3.3 Authorisations states:
(a) Does the Supplier confirm compliance with the authorisations required under Part B – Hard Facilities Management Services Contract?
Refer to Part B – Hard Facilities Management Services Contract, Contract Particulars (Item 14 – Authorisations).
But the document of reference item 14 is Variable Service and in the Contract Particulars there is no item 14, it goes from Clause 12 to Clause 15.

Question
:
In line with the Gardens Maintenance pricing requirement, may we request a site visit to support our price estimate asap.
Appreciated.
Answered on 07/Apr/2026 08:42 AM
:
As part of the mandatory site visit, respondents were shown some of the main garden areas to support familiarisation with the Gardens Maintenance scope.
Pricing is to be developed based on the information provided in the ITO documentation and the site visit already undertaken.
Respondents should make their own reasonable assumptions where necessary to develop their pricing.
No additional site visits are planned.

Question
:
Reference/file name: Attachment_A-Schedule_6_Services_Specification Appendix I
Clarification:
Good afternoon,
In order to comprehensively solution for and price Gardens Maintenance Services, we would like to clarify the following points;
Vertical Garden Irrigation:
• Does the irrigation system within the vertical gardens contain a fertigation system?
• If so, does QCH or the incumbent Contractor need to supply nutrients for this system and maintain this system?
Irrigation:
• Please confirm within the scope for works to be delivered onsite that the general irrigation system maintenance (‘Irrigation systems maintained in good working order’) Appendix I, refers to minor repairs and scheduling only. No allowance for major repairs of main lines, controllers, wiring, solenoids, pumps etc. is to be allowed for, and will be treated as additional ad hoc works as required?
Vertical walls:
Is the vertical green wall maintenance required exclusive to the:
• Sloping zoysia wall
• Vertical green walls throughout the property
• Vertical pillar plants?
Working from heights:
• Are harnesses provided and maintained by CHQ?
• Is a platform ladder/mini scaffolding provided from CHQ to gain access to the vertical towers?
Waste:
• Does CHQ provide waste bins for green waste to be removed and disposed of, or should the Contractor price this?
Irrigation:
• Within the scope for works to be delivered onsite, the general irrigation system maintenance (‘Irrigation systems maintained in good working order’) in Appendix I refers to minor repairs and scheduling only. Therefore, please confirm that no allowance for major repairs of main lines, controllers, wiring, solenoids etc. is to be allowed for, and will be treated as additional ad hoc works as required?
Area of works:
• Please confirm the boundary of works includes the adjunct large, turfed area in front of the car park
Soil Treatment:
• Appendix I refers to ‘soil treatment’ twice. We wish to confirm that this refers to fertilising.
Playground Equipment:
• The specifications reference ‘external playground equipment to be clean and complaint for use,’ please confirm if this scope includes for the Contractor to conduct playground audits and inspections annually on the equipment and soft fall areas?
Artificial turf:
• Please confirm if the astro turf requires re-sanding annually, to align with the manufacturer’s instructions and recommendations?
Garden beds:
• Please confirm if CHQ has historical figures of mulching quantities supplied and installed throughout the year over the term of the current contract?
• Please confirm if CHQ is happy for a planting allowance (includes annual and perennial shrubs, trees etc.) monthly to be included in pricing, to be utilised onsite to restock garden beds as and when required?
Thank you!

:
Hi Procurement Team, could you please assist with the following two questions please:
1.- could you please provide an update on the extension to submit proposals as in Addendum 4 you were considering this?
2.- Could you please confirm the following:
For failures involving “Other Maintained Assets,” is the contractor’s responsibility limited to attending the event and implementing a make-safe solution, after which the contractor will escalate the issue to the appropriate service provider? Specifically, is the contractor then required to monitor and follow up until the service is fully restored to normal operation? or is that CHQ responsibility.

Question
:
Part C - ITO Response Schedules 2.3 (e) requires the Supplier to 'Complete and sign all ITO required probity declarations including conflict of interest disclosures and any acknowledgements specified in Part A'.
However, there don't appear to be any specific declaration forms in Part A. Part A only a references 'Probity and compliance declarations: Signed declarations covering conflicts of interest, compliance with the Queensland Procurement Policy (QPP) and adherence to CHQ probity protocols as set out in the ITO.
