Details
Central Highlands Regional Council (CHRC) is seeking a suitably qualified consultant to provide ongoing Waste Levy Consultancy Support under a three-year agreement (2025–2028).
Services required include:
- Monthly review and reconciliation of CHRC’s Waste Levy Return Workbook for submission to the Queensland Waste Data System (QWDS)
- Participation in monthly online meetings with CHRC staff to resolve data anomalies
- Support in the preparation and/or submission of CHRC’s annual OSOP report
- Provision of ad hoc advice on waste levy compliance and reporting obligations
- Delivery of annual or as-needed training to CHRC staff and site-based contractors
Expected commencement: July 2025
Duration: Three years (with no automatic extension)
Location: Services are primarily delivered remotely. Training may be delivered virtually or in person as agreed.
Estimated annual contract value: ~$50,000 (including GST)
This RFQ is suitable for providers with demonstrated experience in Queensland waste levy regulation, QWDS data systems, and local government reporting obligations.

Background information / compatibility requirements:
The Queensland Government requires all local governments to report waste levy data through the Queensland Waste Data System (QWDS). CHRC operates several landfills and transfer stations and must submit monthly levy returns as well as an annual OSOP report.
This consultancy will support CHRC’s Resource Recovery and Environmental Health team in ensuring timely, accurate, and compliant submissions. The services must be compatible with:
QWDS data structures and reporting conventions
CHRC’s existing Excel-based Waste Levy Return Workbook
CHRC’s operating environment (e.g., weighbridge data workflows, facility-specific tonnage records)
Internal and external stakeholder workflows, including engagement with operational contractors
The consultant must be experienced in navigating levy compliance requirements under the Queensland Waste Reduction and Recycling Act 2011 and relevant subordinate legislation.
Preference may be given to suppliers able to provide continuity of support throughout the full three-year term and who have existing experience supporting other Queensland councils.

Desired Outcomes / ‘Nice to Haves’:
Proactive identification of reporting anomalies or compliance risks before they impact QWDS submissions
Access to a consultant familiar with CHRC’s operations or who has experience working with regional councils
Capacity to provide short-notice support during levy audit or compliance reviews
Ability to suggest improvements to CHRC’s internal levy reporting processes over time
Provision of clear documentation and data logs for all corrections, queries, and system advice
Service Conditions / SLAs:
Monthly deliverables (levy workbook review and reconciliation meeting) must be completed before each QWDS due date
Ad hoc support requests to be acknowledged within 1 business day and responded to within 2 business days
Training sessions to be coordinated with CHRC and delivered in a format suited to operational staff (on-site or virtual)
Annual OSOP report to be prepared in accordance with DETSI guidelines and submitted on time, or supported in its preparation if CHRC submits directly
