Details
Port of Townsville Limited invites tenders from suitably qualified contractors for Outer Harbour Sea Walls Design, involving rock wall design, concrete armor units design and caissons feasibility assessment. The Sea Walls design works is described in tender documents.

Works are to be carried out in accordance all relevant design codes and standards, approvals and other Legislative requirements, with a focus on understanding geotechnical, tide and meteorological data, experiences from similar works, and best practice marine environmental engineering.
Background information / Compatibility requirements
Details
The Port requires key infrastructure that will enable construction of new berths in the outer harbor. The proposed outer harbor berths, sea walls, and associated dredging and reclamation, are deliverables under the broader Port Expansion Project (PEP). Existing Port boundaries and the extent of the Port expansion area.

The first step towards this was the Channel Upgrade (CU) Project. This involved dredging and reclamation works to widen the 14km of shipping channel. A 54Ha reclamation area was created by constructing 2.2kms of rock revetment walls, completed in 2021. Dredging to widen the Ports shipping channels, and placement of 3.6 million m3 of capital dredge material, was completed in 2024. This has enabled larger vessels to enter the Port. The next phase of development for the Outer Harbour will have a focus on new berths to accommodate larger vessels. This involves construction of a new breakwater and new reclamation areas. The breakwater will provide outer harbour tranquillity, while the new reclamation areas will accommodate dredge material from new approach channels and berth pockets. Refer Figure 2.2.

The Ports Master Plan includes future berths 12 to 18, and adjacent land development, New berths will allow for increased trade and improve prosperity to the region. The new berths and new sea walls form part of the Ports Outer Harbour Development (OHD).

Sea wall designs included in this scope of works will need to be generally consistent with the overall intent of the Port Vision. Sea walls form part of a staged approach to ultimately achieve the development outcomes under the Port Master Plan.

1. Due to the holiday season, we kindly request an extension of the proposal submission deadline to 5pm AEST on 20 December 2024.

2. Considering the two-week office closure of most consultancy practices at the end of the year, we propose adjusting the programme to commence on 13 January 2025. This assumes an award date during the week beginning 6 January 2025, allowing adequate time for staff mobilisation.

3. Could you please confirm if the non-price response schedule in MS Word format can be submitted using our corporate formatting?

1. Due to importance of meeting design deliverables in the first half of 2025, and intention to award before close of business this calendar year, the tender submission date will not be extended.

2. It is understood that the commencement of work will need to consider staff on leave over the Christmas and New Year period. The program will commence in the new year with provision of required documents allowing some time for staff mobilisation.

3. Tenderers can submit non-price responses in their own corporate formatting, subject to maintaining wording and headings in each of the Schedules.

In the event Separable Portions are awarded to different tenderers, each successful tenderer is required to adhere to the full project Scope excluding only the Section(s) that refer specifically to a Separable Portion not awarded to them. For example, if a tenderer is awarded only the design work for Engineered Armour Units, then deliverables in Sections 4 and 6 are excluded, and the remainder of the Technical Scope, along with the Consultancy Scope, will apply.

- Any specific deliverables or milestones tied to their roles.

As per above, plus refer Section 3.5 of the Consultancy Scope - Timelines and Milestones.

- Clarifications on how their work integrates with the broader project timeline and objectives.

Integration of Separable Portion is not required by a tenderer under the project Scope, this will be considered by the Port at the conclusion of this body of design work. The RfT form states that tenders should not be longer than 200 pages. Can Port of Townsville please clarify if the page limit applies to each Separable Portion, or to the sum total of any combination of Separable Portions being tendered for?

Related, can Port please confirm that, apart from separate Tender Forms for each Separable Portion, one submission of each response schedule can be provided applicable to all Separable Portions being tendered for?

200 pages per Separable Portion is ok, however, please keep information relevant to Schedules, and refer to projects similar in type and scale to the works described in the Tender. Where more than one Separable Portion is being tendered, information that is the same does not need to be repeated.

Yes, in conjunction with the response immediately above, one submission, no requirement to duplicate information, however, full supporting information for each Separable Portions should be easily identifiable for the Ports assessment. Include extra price information in the Pricing Schedule where multiple Separable Portions apply.
