The Wet Tropics Management Authority (WTMA) in collaboration with the Jabalbina Yalanji Aboriginal Corporation RNTBC (Jabalbina), invites suitably qualified suppliers to submit a quote for the provision of precinct planning services. This procurement supports the development of the Eastern Kuku Yalanji (EKY) Community Development Plan (CDP) as part of the broader "Return to Country" project.
The project seeks to deliver culturally informed, environmentally sustainable, and community-driven planning outcomes that empower the EKY People to return to their Aboriginal freehold lands, much of which is in the Wet Tropics World Heritage Area.

Details
The Wet Tropics Management Authority (WTMA) in partnership with Jabalbina Yalanji Aboriginal Corporation RNTBC (Jabalbina), is seeking to procure precinct planning services to support the development of the Eastern Kuku Yalanji (EKY) Community Development Plan (CDP).
A CDP is a requirement under an existing agreement between WTMA and Jabalbina, called a Cooperative Management Agreement (see Wet Tropics Management Plan 1998, s41-43). The purpose of a CDP is to identify areas within Aboriginal freehold lands, that are suitable to EKY Peoples to return to country and carry out self-determined domestic, community and/or commercial uses. These uses within the World Heritage Area must be consistent with protecting and maintaining the values of the Area.
Precinct planning is a key component of the broader "Return to Country" project, which seeks to enable and empower EKY People to return to their Aboriginal freehold lands to live, to work and to care for Country. These lands make up 22% of the Wet Tropics World Heritage Area which are internationally recognised for their Outstanding Universal Values (OUVs) and contribute to Australia’s natural and cultural capital.
Culturally informed precinct planning is central to this project, as it ensures that development is guided by respect for EKY People’s cultural values, traditions, and aspirations. This approach acknowledges the deep and enduring connection between EKY People and their lands, where Country is not just a physical space but a living entity that holds cultural, spiritual, and environmental significance. By integrating Indigenous knowledge systems with contemporary planning practices, this project seeks to deliver outcomes that are not only environmentally sustainable but also culturally revitalising and socially inclusive.
