Question
:
I just wanted to confirm whether the CHMP assessment is only required to cover a Desktop Assessment. Am I correct in understanding that any Standard or Complex Assessment would be treated as a variation?
Also, the consultant needs to allow for only engineering plans but no landscape plans, right?
Answered on 23/Sep/2025 09:29 AM
:
Out of four proposed locations for the footpath design, three location lies within an area of Cultural Heritage Sensitivity as shown in Design Brief.
Consultants are required to provide their price for both desktop assessment and standard or complex assessment for CHMP as listed in the pricing schedule (provisional items 3 and 4).
Consultants are required to allow for engineering plans and constructions not for the landscape plans.

Question
:
RFIs:
1. General:
a. The tender documents refer to 3D data, principles (like cross sections at driveway) and vertical alignments, but there is no specific refence to a requirement for the paths (and other design features) to be designed in 3D. It is our anticipation that this required, and we’re seeking clarification confirming that a 2D design with alternative construction details/set out methodology is insufficient and does not meet the requirements of the brief.
b. There appears to be only Preliminary and Detailed quantities / estimating required. Can you please confirm that no formal concept stage estimating is required.
c. Pavement Design. There does not appear to be any geotechnical / pavement layer design requirement. Can you please confirm that council will provide the specific pavement designs (i.e. wearing course, pavement layers) for all pavements including paths, raised crossings and possible road works at raised crossings.
d. We are seeking to note that any site subject to a CHMP may make the required March 31st 2026 completion dates challenging.
2. Blanket Gully Road:
a. The wording for this site refers to both a Shared Path and a Footpath. At 2.5m it’s assumed to actually be a Shared Use Path – can you please confirm as this may affect optioneering and survey limits.
b. No preferred side-of-road appears to be nominated, although eastern culvert extension is referred to. Can you please confirm that either side of the road is of interest (e.g. to avoid / minimise environmental impacts) or is council specifically seeking a path on the property frontages (east side only).
Answered on 24/Sep/2025 10:18 AM
:
a. Consultant to provided design as per the design brief. Cross sections must be provided through driveways along the proposed alignment to ensure proper integration and address grade concerns.
b. Consultants are required to provide cost estimates for the options during the preliminary design phase so that Council can assess and confirm the option for the final design option. Consultant to provide cost estimates for the construction in excel format for the final adopted detailed design.
c. Consultant to provide pavement/pavement layer and surfacing design options to the Council during preliminary phase. Geotechnical assessment is not required
d. Design for the site where CHMP is required, Council is happy to consider the completion date, however consultants are required to submit the design by this date for the sites where CHMP is not required
2. Blanket Gully Road:
a. It is 2.5m Shared path for this site
b. Council is seeking a path on the eastern side of Blanket Gully Road
