Details
Walcha Council is seeking proposals through a reverse brief process, to provide GIS services for the establishment and ongoing maintenance of its ArcGIS software platform.
Background information / Compatibility requirements
Details
Council previously utilised IntraMaps as its GIS platform, however a decision was made approximately 18 months ago to transition to ArcGIS. Since this time, the relevant staff have moved on from the organisation and the transition project has stalled. Initial work has resulted in a rudimentary GIS environment that does not meet Council’s operational needs.

Question:
Is Council open to a remotely delivered engagement, with support and training provided by video, and work carried out directly in Council’s ArcGIS Online organisation? Are there any Council IT or data policies restricting contractor access from outside Australia?

Answered on 09/Oct/2026 04:12 PM:

Hello Ricki,

You are welcome to submit a tender, and it will be evaluated on its merits. There are no policies restricting contractor access outside Australia.
11/Oct/2026 03:55 PM
Question:
1. Is Council’s current environment ArcGIS Online, ArcGIS Enterprise, or both? Which ArcGIS licences does Council hold (user types and quantities), and when do they renew?

2. Which datasets are already loaded into ArcGIS? What format are the remaining IntraMaps-era datasets in (for example MapInfo TAB, SQL Server, shapefile or CAD)?

3. Which property and rating system does Council use? Can it produce a scheduled export (for example CSV or a database view) of assessment number, owner names and property address?

4. Is the $30,000 Phase 1 limit exclusive of GST? Does it exclude ArcGIS software licensing and travel costs?

5. Can Phase 1 be priced as a fixed lump sum alongside the pricing schedule, with the schedule covering ongoing support after Phase 1?

6. What is Council’s expected commencement date following the 20 November decision?

7. Is remote delivery with scheduled on-site visits (for example kickoff and training) acceptable, or does Council have a minimum on-site requirement?

8. For planning proposals, will Council’s planning staff or an external planning consultant prepare the final maps to NSW planning mapping standards, with the GIS supplying the data and map templates?

9. Roughly how many staff will use the GIS (viewers, editors and field users)? Is there a nominated staff member who will own the GIS and receive mentoring?

10. Does Council use Microsoft 365 / Entra ID for staff sign-in?

Answered on 12/Oct/2026 01:29 PM:

1. Council has a 3-year enterprise agreement with Esri that gives access to both ArcGIS Online and ArcGIS Enterprise. However, to my knowledge, the Enterprise was never deployed.

For User types, Enterprise should have according to the agreement:

Contributor - 5

Mobile Worker - 25

Creator - 25

Professional - 5

Professional Plus - 5

For ArcGIS Online:

Contributor - 15

Creator - 100

Mobile Worker - 100

Professional - 20

Professional Plus - 20

Viewer – 700

2. The data has been fully migrated over from IntraMaps to ArcGIS Online as feature layers and webmaps.

3. Council uses Civica Authority as its property and rating system and it is capable of exporting the data as a CSV.

4. $30,000 is exclusive of GST. Council has already procured ArcGIS software licences and the $30,000 limit is not required for this purpose. The $30,000 should include the travel cost.

5. It would be acceptable but may impact scoring in the circumstance that multiple vendors have similar offers.

6. We would be looking to engage as soon as possible after decision period.

7. Council does not have a minimum on-site requirement however would prefer on-site visits for kick-off meeting and staff training.

8. We would be looking for assistance for preparation of maps.

9. Approximately 4 staff members will consistently use the GIS initially through ‘Creator’ & ‘Professional’ user types. However, this anticipated to increase as capabilities are developed. An estimated 40 staff will use the ‘Viewer’ user type.

There is a nominated staff member for mentoring.

10. Council is currently transitioning to Microsoft 365 for staff sign in.

Question:
Dear Walcha Council,

Could you please respond to our two clarifications below:

1) Regarding the NDA srequiring signing - our legal team has reviwed and requests is a way to revise section 8 so this NDA does not survive indefinitely? Woolpert would prefer to put some time period, our default is 3 years, but we would agree to 5 years.

2) In relation to the multi-phase GIS roadmap strategy development - is this tender for the strategy only, or includes the deployment of the first phase GIS system?

Kind regards, Team Woolpert Australia

Answered on 19/Oct/2026 10:26 AM:

1. Council is agreeable to revising section 8 to a term of three years.

2. The tendor is meant for both the roadmap development strategy & a deployment for the first phase as outlined in the RFQ.
13/Oct/2026 05:10 PM
Question:
My priority questions would be:

1. ArcGIS environment: Is Council currently using ArcGIS Online, ArcGIS Enterprise, ArcGIS Pro, or a combination? What licences and subscriptions are available?

2. Existing work: What components of the transition from IntraMaps have already been completed, and what remains usable?

3. Data availability: What formats and sources contain Council's property, cadastre, water, sewer and planning datasets?

4. Property information: How is ownership data currently accessed, and what restrictions apply to its display?

5. System integration: Are there existing property, rating, asset management or document management systems that the GIS must integrate with?

6. Operational users: How many internal users will need GIS access, and is public-facing access required?

7. Budget: Is the $30,000 Phase 1 ceiling inclusive or exclusive of GST, and does it include software licences and hosting?

8. Contract arrangements: What ongoing support term and service availability does Council envisage?

Answered on 19/Oct/2026 09:47 AM:

1. Council is currently using ArcGIS Online & ArcGIS Pro. Council does have access to ArcGIS Enterprise but it has not been deployed. Council has licences for:

ArcGIS Online

Professional Plus: 20

Professional: 20

Creator: 100

Contributor: 15

Mobile Worker: 100

Viewer: 700

ArcGIS Enterprise

Contributor - 5

Mobile Worker - 25

Creator - 25

Professional - 5

Professional Plus - 5

2. The data from IntraMaps has all been migrated to ArcGIS but the connection between our new GIS system and our organizations enterprise system, Civica Authority wasn’t re-established.

3. Council’s data is mainly stored in our enterprise management software, in physical records & as feature layers in our GIS.

4. Property ownership data is stored in Council’s Corporate Register software, Authority, where staff currently perform direct property enquiry searches. It is understood that Authority contained a suitable export feature to allow IntraMaps direct access to this database. Note that Council is expecting to transition to Authority Altitude in the short term.

5. The GIS solution should integrate with Authority, and Content Manager.

6. Currently only 4 users use it consistently with an estimated 40 more users in the future with access to ‘Viewer’ user role. Public-facing access is not required in the initial stage.

7. $30,000 is exclusive of GST. Council has already procured ArcGIS licences but if any additional licences/software would be needed. They can be itemized and included in proposal.

8. Council prefers a retainer model providing a dedicated allocation of support hours per week. These hours can be used for general GIS purposes, troubleshooting, advisory and other operational needs. It is noted that Council’s GIS needs will vary from week to week, and so an ‘actual hours’ may be beneficial.
15/Oct/2026 08:14 AM
Question:
Could Council please confirm whether it currently holds any FME (Feature Manipulation Engine) licences, or uses FME for spatial data transformation, integration or automated data-processing workflows?

If so, it would be helpful to understand which FME products are available and whether they are currently deployed.

This will assist us in assessing the available integration options and preparing our proposed technical approach.

Answered on 19/Oct/2026 09:43 AM:

Council has access to ‘Data Inoperability for Pro’ but it has not been downloaded.
15/Oct/2026 03:40 PM
Question:
1. Does Council have staff (or a support arrangement with Civica) who can configure a scheduled Civica Authority export of assessment number, owner names, property address and lot/DP? Is there a shared network or SharePoint location where that export can be saved and read by a server running scheduled scripts?

2. To automate the property data refresh, is Council able to provide a server or virtual machine (Windows preferred) where Python scripts can be run on a schedule, for example using Windows Task Scheduler? If so, does it have ArcGIS Pro or Python installed, and can a contractor access it remotely (for example through VPN or remote desktop)? Does Council also hold licences for any other automation tools, such as FME or Power Automate?

3. Does Council maintain an asset register (for example a Civica Authority module or another asset management system) that issues asset IDs for its sewer, water and other networks?

4. What insurance does Council require of the successful supplier (for example public liability and professional indemnity), and at what minimum cover?

Answered on 19/Oct/2026 09:42 AM:

1. It can be arranged by Council.

2. Council can provide it on request; posses Power Automate.

3. Council maintains an asset register through Civica Authority where a sequential numerical ID is assigned to assets as they are added into the system.

4. Council would require:

- Public Liability - $20 million

- Professional Indemnity - $ 5 million

- Worker's Compensation

- Motor Vehicles
19/Oct/2026 10:49 AM
Question:
Regarding Council's motor vehicle insurance requirement, could you please clarify whether this applies only where vehicles are used in delivering the services?

Our company would not be supplying a company vehicle. Any required site visits would involve a consultant using their own appropriately insured vehicle or a hire vehicle.

Would evidence of suitable vehicle insurance for the individual consultant be acceptable, rather than a separate motor vehicle policy held by 2dSearch?

Answered on 19/Oct/2026 11:16 AM:

This would only apply to vehicles used in delivering the services. Council would request evidence of insurance later in the process, documentation would not be required at this stage.
