What the buyer is requesting
Details
Mid Coast Council is seeking tenders for the extension of the existing Memorial Drive Foreshore timber boardwalk by 130 meters to the east. The project aims to enhance accessibility, improve safety, and minimise environmental impact while supporting non-motorised watercraft access.

The advertised project (MCC-24-041) includes two key areas.

Area 1, referenced as 'Site 2' in the drawings, involves constructing a 130m timber boardwalk on timber piles. The decking will be made of Fibre-Reinforced Plastic (FRP) to enhance durability, improve safety, and reduce the impact on seagrasses. This area also includes a design and construct element for the pedestrian barrier. A conceptual example, provided by Xinc Engineering, will be delivered at a nearby site—Forster Main Beach—to guide the design approach.

Area 2 consists of a Kayak Launching System, designed per Matrix Thornton Engineering specifications. This system will extend onto the recently delivered Low-Level Landing, providing improved access for non-motorised watercraft to the Breckenridge Channel.

The project aims to relieve congestion on the existing boardwalk during peak periods while ensuring a continuous linkage to foreshore pathways, enhancing public accessibility and overall amenity. Additionally, it addresses local erosion issues caused by foot traffic on the grassed embankments.

** PLEASE NOTE

- Should you wish to make a submission for this tender, please take consideration around the Easter and Anzac Period - Opportunity to make a late submission or extension will not be granted.

- Tender Briefing is Mandatory. 09/04/2025 @10:00am - 15 Memorial Drive, Forster NSW 2428. Please register via answering the Mandatory Meeting question.
Background information / Compatibility requirements
Details
Mid Coast Council’s Pelican Boardwalk Extension and Kayak Launching System project is designed to enhance recreational infrastructure and environmental sustainability. Increased usage of the current boardwalk has led to congestion and environmental strain, necessitating an extension for improved accessibility and durability. The Kayak Launching System will provide a dedicated access point for watercraft, reducing shoreline degradation and promoting eco-friendly recreation.

Compatibility Requirements

The project must align with environmental, heritage, and structural standards. Key requirements include:

Structural Integrity: Timber piles and FRP decking must ensure durability and resistance to weathering and heavy use.

Environmental Compliance: Adherence to Part 7 - Harm to Marine Vegetation regulations to minimize ecological impact.

Regulatory Standards: Compliance with the Aboriginal Heritage Impact Permit and Transport NSW guidelines.

Seamless Integration: The extension must connect smoothly with existing pathways and low-level landing infrastructure.

Accessibility & Safety: Design must meet accessibility standards for all users.

Mid Coast Council invites qualified contractors to submit proposals for this vital infrastructure enhancement.
Desired Outcomes ('Nice to haves', Conditions & Warranties, SLA's, Project benefits)
Details

- Minimal environmental impact during construction and long-term use, in line with regulatory approvals.

- Improved user experience with enhanced comfort, safety, and accessibility features.

_____________________________________________________________________________

Defects Liability Period: A minimum 12-month defects liability period post-completion, during which the contractor must rectify any defects at no additional cost.

Material and Workmanship Warranty: A warranty covering materials and workmanship for a minimum of 5 years.

FRP Decking Warranty: A minimum 10-year warranty on Fibre-Reinforced Plastic decking to ensure longevity and resilience in the coastal environment.

Maintenance Plan: A contractor-supplied maintenance plan outlining recommended upkeep procedures for the boardwalk and kayak launching system

Question:
Hi, Could you clarity the following about the timber piles:

- Cut off level: DWG009 Pile Plan shows below deck piles but DWG 0025 Sections A & C shows piles in grid 1 & 26 finishing above deck level. Is it only the first and last piles on the boardwalk finishing above deck level and if so, what is the RL?

- Treatment type for F27 Hardwood piles: CCA H6 Or CCA / PEC H6 double treat marine?

Thank you

Answered on 04/Apr/2025 08:12 AM:
(edited on 04/Apr/2025 08:18 AM)

Hi,

The design intention is to have all piles cut below deck as there will be a handrailing along both edges.

Given so, all piles should be cut below deck per section B. I have attached an extraction from the drawings as an addendum to the above RFI.

Reference (Addendum: Section B - Piles Below Deck.png)

Treatment Type preference - CCA / PEC H6 double treat marine. This method ensures piles will sustain maximum longevity in our waters.

Question:
Hi Mollyrose,

We have a couple of questions regarding the tender price schedule please:

1. Item 4.8 is for the 150x50 kickboard at Project Area 2. Since there is balustrade for the full length on both sides of the boardwalk, would you please confirm the extent of the kickboard and whether any is required?

2. Part 6 is for the ‘Pelican Boardwalk Stairs’. Would you be able to please confirm if this item is required given Area 1 is excluded from the project scope?

Thanks

Answered on 16/Apr/2025 09:26 AM:

Hi,

1. Kickboard will be subject to balustrade design. If your submission is proposing a similar balustrade detail to the concept provided, at full length on both sides, a kickboard will not be required.

2. Please include the Pelican Boardwalk Stairs as part of your submission. This element of works will be delivered in conjunction with Site 2 and the Kayak Launching System. Essentially your tender submission you include three elements: Pelican Boardwalk Extension 'Site 2', Low-Level Landing Kayak Launching System and the Stairs.

Thank you

2. Would you please confirm the criteria for the piles to be classified as 'Short Piles' and 'Long Piles'?

3. Item 4.7 200x50 Planks, are these required for this contract?

Thanks

Answered on 17/Apr/2025 10:35 AM:

1. Correct, alternatively I am happy for these to be included in item 4.2/4.3

2. Per technical Specs -

Short piles 13 m length

Long Piles = 13 m length

3. Please remove, replace with FRP MicroMesh.38mm
