On page 4 of 8, the specification indicates that the consultant is expected to complete necessary condition assessments. Will Council provide any current or previous condition assessment documentation or does Council expect the consultant to undertake assessments from a zero base?

Council will provide all previous and current condition assessments.

The consultant is expected to complete a gap analysis of this information and action what is required to provide a clear overview of the current condition of each facility.

On page 5 of 8, the specification indicates the lead consultant is expected to procure an engagement consultant to manage the project reference group on behalf of Council. Does Council have any objection to the lead consultant assuming this management function if it has the resources, skills and capacity to do so?

Council does not object to the lead consultant assuming this management function if it has the resources, skills and capacity to do so.

However, we ask that the consultant clearly identifies this in their submission.

Hi there, a few clarifying questions below:

- Is there a budget cap for the project?

- The brief says that in addition to leading the project reference group, the consultant would need to "Consider broader community engagement methods". Can we clarify if this means we would deliver the broader engagement, or just plan it and the Council team deliver the activities (we are happy to do either)?

- We note that the last strategy included a big focus on the feasibility study for the BARC. Do you anticipate that the new strategy would also include a targeted feasibility analysis for a specific site upgrade?

- Will the consultant be able to access financial and usage data for all relevant facilities?

- Are you seeking any cost benefit analysis on potential future aquatic asset investments?

Budget Cap - Yes, there is a budget cap however this information cannot be disclosed.

Consider broader community engagement methods - means that the consultant lead and deliver all consultation with support from our communications team when required.

Feasibility study - Council anticipate there will be further feasibility studies required as a result of the delivered strategy. This may include one or more Council sites, to be considered by the consultants as part of their submission.

Access to Finance & Usage data - Yes, you will be able to access financial and usage data.

Cost Benefit Analysis - Yes, Council would seek a high-level cost benefit analysis on potential future aquatic asset investments identified as part of the strategy process

Can Council confirm if an updated concept plans for BARC (and potentially the other facilities) is required and equally, are cost estimates also required as part of the Strategy review?

Based on the current scope of works, updated concept plans for Bairnsdale Aquatic and Recreation Centre (and potentially other facilities) are not specifically included. Whether these will be required will depend on the outcomes of the analysis undertaken as part of the review.

If you would like to include this in the methodology as part of your submission, you may choose to include with cost estimates.

Hi, thanks for the briefing last week.

During our discussion we got the impression that the broader community engagement (outside the reference group and internal engagement) would be led by Council. However, this seems different to previous responses that indicated the consultant would lead this, with support from Council.

We can apply either approach. Could you please confirm Council's preference?

Council expects the consultant to lead all forms of consultation, with support from Council where required.

Councils support may consist of use of our communication channels, membership data base and via our projects your say page.
