Hinchinbrook Shire Council invites tenders from suitably qualified tenderers for Contract HSC 24/20 for the supply and delivery of goods under the Disaster Recovery Funding Arrangements (DRFA) Program – Priority Roads Material Supply. It sets out the technical and contractual requirements applicable to the provision of decomposed granite (deco gravel) materials across various locations within the Hinchinbrook Shire.

The Scope details the Supplier’s responsibilities, performance standards, compliance obligations, and reporting expectations necessary to ensure the effective and timely delivery of materials in accordance with historical unsealed pavement standards. It also addresses critical aspects including biosecurity management, legal compliance, procurement protocols, personnel requirements, and transitional arrangements.

This document shall be read in conjunction with all referenced appendices and must be interpreted in accordance with the order of precedence set out herein. The Supplier is expected to maintain regular communication with the Principal’s Superintendent and demonstrate a commitment to best-for-project outcomes through proactive management, coordination, and compliance.

For the purpose of accurate tender submissions, could you please provide further clarification on the delivery requirements for the gravel?

1. Delivery Locations – Will the gravel be delivered to a single stockpile point, or are multiple delivery points required along the road? Please confirm, as drop points spread over several kilometres will significantly impact logistics and pricing.

2. Spreading Requirements – Is the contractor responsible for running out/spreading the gravel, or is this being handled separately?

3. Delivery Delays – Will there be any delays on-site during delivery, or is this a "drop and go" operation? For tonnage-based rates, it’s important that no hold-ups occur.

4. Hourly Truck Rates – Could a provision be included for truck hourly rates in the event of delays caused by the contractor’s inability to receive/load/unload gravel promptly? This would help mitigate risks and ensure fairness in pricing.

These are key factors that need to be addressed to provide an accurate and competitive delivery rate. Could you please review and respond at your earliest convenience so that we have sufficient time to prepare a response?

Good morning

1. Delivery Locations

Query: Will the gravel be delivered to a single stockpile point, or are multiple delivery points required along the road?

Response:

As per the information issued in the previous Notice to Tenderers, the delivery locations have been provided under NTT.01 . Tenderers are advised to prepare their pricing based on the per-tonne-per-kilometre schedule, which must consider either a single stockpile delivery or delivery to multiple nominated drop points.

If the tenderer believes that multiple delivery locations will materially impact logistics, mobilisation, or unit rates, they are encouraged to submit two prices for council consideration:

• Option 1: Delivery to a single stockpile

• Option 2: Delivery to multiple nominated drop points as per the location of works

This will assist Council in assessing the cost-benefit of each option.

2. Spreading Requirements

Query: Is the contractor responsible for running out/spreading the gravel, or will this be handled separately?

Response:

Council seeks two pricing options for consideration:

• Price Option 1: Supply and delivery of material to nominated stockpile(s) only.

• Price Option 2: Supply and delivery of material in windrow formation at nominated locations along the work site (typically spaced to suit grader operations).

Responsibility for final placement, grading, and compaction will remain with Council and or its appointed subcontractor. Confirmation of order of works will be provided in the contract award.

3. Delivery Delays

Query: Will there be delays on-site during delivery, or is this a “drop and go” operation?

Response:

The intention is for deliveries to proceed under a “drop and go” model. Council staff will be on-site to supervise and coordinate the receipt and ordering of material deliveries. No scheduled delays are anticipated. The successful contractor will be required to comply with Council’s approved Traffic Management Plan (TMP) and Traffic Guidance Schemes (TGS) applicable to each worksite.

Tenderers should note that Council will not accept responsibility for logistics delays associated with contractor internal operations or fleet availability.

4. Hourly Truck Rates for Standby

Query: Can a provision be included for hourly truck rates in the event of contractor-side delays in receiving/loading/unloading gravel?

Response:

Tenderers may nominate a variation or standby rate for plant and equipment, including haulage units, in the Pricing Schedule. These rates will be subject to approval by the nominated Council Representative on a case-by-case basis.

Please ensure that any variation rates are clearly marked in the Schedule of Rates under a distinct item, e.g. “Standby Rate - Truck and Trailer (per hour)” and qualified with applicable conditions (e.g. minimum trigger delay period).
