1. Geotechnical report and associated documents are included in the tender documentation, refer to document - Doc A1. and A2.

2. Section 4.5.1 Scope of works document outlines road approaches to align with concept design chainages. AADT for Ophir Rd is approx 350. Bridge construction specifications are included in the tender documentation, whereas an addendum will be issued to tenderers with the TfNSW specifications for road design and construction applicable to this project.

Question:
Could DOLRE be put forward as one of the bridge barrier options for this project? With its crash tested design, low deck loads and modular construction, it could simplify the design and installation compared with other solutions.

The current specification does not call for any barrier system due to the potential inundation and topping of the new structure. The contract is also for a design and construct (D&C) which would require suppliers of proprietary products liaise direct with the successful tenderer as Council is unable to promote any specific product.

Council is unable to extend the tender period at this point in time due to the delays this will pose in achieving a Council Resolution. The current program has tenders being awarded at the October 2026 Ordinary Council Meeting. Extending this will push this to the November meeting at the earliest which then puts further pressure on the construction and delivery program which states works must be completed by April 2027

Question:
Is it a mandatory requirement of this tender that the tenderer hold Current fully approved accreditation with Office of Federal Safety Commissioner?

No this is not a mandatory requirement Whilst the documentation states to provide the certification from the commissioner, it would be expected that tenderers either provide certificates of 3rd party accreditation, or if not accredited, a system that has been continually reviewed and could meet the audit requirements.

Question:
Hi,

Can you please clarify the traffic management requirements? It's understood the road is to be closed and traffic detoured for 30km, and that there's key tourist attractions, two separate LGAs, and Burrendong Way, a TfNSW route. Could you please clarify Council's expectations, ie, how many VMS boards are required, roughly how many detour signs are required, will we need to install signage on the TfNSW route (thus requiring TfNSW approval), will we need to gain approval from Orange Council, will static information signs be acceptable in lieu of VMS boards, etc.

A TGS will need to be submitted to Council prior to approval and implementation, along with the relevant Sec.138 road ocupancy permits, which will determine the entire extent of the road road closure requirements. However, as a general guide, tenderers should allow for the supply of the following at a minimum:

1. 2 x VMS boards at the intersection of Ophir Road and Northern Distributor

2. 2 x VMS boards at the intersection of Burrendong Way and Northern Distributor

3. Multiple static repeater ""detour"" signs between Ophir Rd and Burrendong Way

4. Static ""Detour"" and repeater signage along Burrendong Way into Mullion Creek

5. Static ""Detour"" and repeater signage along Long POint Rd and into Lookout Rd

6. Static Road Closed (at Fourth crossing) signage along Ophir Rd at major interconnecting / cross roads

Cabonne Council project team will assist the successful tenderer with the coordination of the separate LGA's in securing the relevant road occupancy approvals.

A Road Occuapancy may be required as the Northern Distributor is a classified State Road, however as the project site is not in close proximity with this State Rd, tenderers will need to consider this with their associated traffic management provider, and if so apply for the ROL.

Additionally, the Fourth Crossing reserve, which is located on the northern side of the proposed bridge location, is a heavily utilised public facility and is to remain accesible at all times via this detour. No construction activity, stock piles, compuonds will be permitted in this reservce during construction.
