Question
:
So that we might formulate the best possible tender response, we kindly request the following information:
Please provide indicative annual participant volumes (or historical volumes for the last 12–24 months) for HLTAID011 and HLTAID009, including an approximate split by location (Brisbane, Townsville, Cairns).
What proportion of training is expected via individual enrolments at supplier facilities versus on-site group delivery at QGAir bases, and what are typical group sizes?
For Townsville and Cairns, what does QGAir accept as a ‘supplier training facility’ for individual enrolments (owned site, leased facility, partner venue under agreement, or other)?

:
Thank you for your query.
1. Indicative participant volumes:
Based on current workforce composition, QGAir anticipates approximately 40–60 personnel requiring ongoing First Aid and/or CPR certification. Historical annual volumes have typically ranged between approximately 20–40 participant instances, depending on certification cycles. Indicative geographic distribution is broadly aligned with operational workforce locations, with the majority of participants based in Brisbane (40) , followed by Townsville (10) and Cairns (10). Exact volumes by location will vary year to year.
2. Delivery model (facility vs on-site)
QGAir expects a mixed delivery model.
Individual enrolments will be the primary model. 75%
On-site group delivery may be requested where operational requirements justify it (e.g. coordinated renewals or operational constraints).
Typical on-site group sizes are expected to be modest and may vary depending on location and scheduling, however suppliers should assume small group delivery (10) rather than large cohort training.
3. Definition of “Supplier training facility”
For the purposes of this RFQ, a Supplier training facility may include:
A Supplier-owned facility
A leased training facility
A partner or third-party venue used under a formal arrangement
Another suitable venue that supports compliant delivery of nationally recognised training
Suppliers must ensure any proposed facility is appropriate for delivery of accredited First Aid and CPR training and meets national training package requirements.
