Queensland Police Service, through QGAir, seeks offers for the supply of a complete Rescue Crew Officer (RCO) all-purpose mission helmet solution.

The Helmet Solution is intended to replace the current issued RCO flight helmet and support the full RCO mission profile, including aircraft cabin operations, helicopter external winching, land, mountain and technical rescue, coastal and water rescue, training, night vision goggle use, action camera use and down-the-wire communications integration.

The successful Supplier will be responsible for the completeness and compatibility of the proposed configuration, including all helmets, mounts, adaptors and accessories included in its Offer.

The detailed requirements are provided in Attachment A – Specification in the RFQ

RCOs perform a range of operational duties including aircraft cabin operations, helicopter external winching, land rescue, mountain and technical rescue, coastal rescue, water rescue and training. QGAir is seeking a single Helmet Solution to replace the current issued Aspida flight helmet and support the full RCO operational profile. The procurement is intended to provide a safe, reliable and supportable capability that meets current operational requirements while allowing flexibility for future operational needs.

The scope of supply is expected to include:

a) 20 complete Helmet Solution sets

b) 12 ANVIS-compatible interface plate adaptors

c) 8 action camera adaptors

d) reflective markings, where not included as part of the proposed Helmet Solution

e) all mounts, fittings, hardware and accessories necessary to support the proposed Helmet Solution

f) operating, inspection, maintenance and servicing documentation

g) supplier briefing and helmet fitting support

h) train-the-trainer material, or equivalent user guidance

i) warranty, servicing and support information

j) recommended spare parts and consumables.

k) Delivery to nominated locations

Quantities are indicative only and may change.

This procurement does not include:

a) down-the-wire communications equipment

b) aircraft communications systems or aircraft modifications

c) disposal or replacement of existing helmets.

QGAir intends to purchase a complete integrated solution from a single Supplier. The Supplier may use authorised manufacturers, distributors, service agents or subcontractors but remains responsible for the compatibility, completeness, warranty and support of the accepted configuration.

QPS30742 – RCO All-Purpose Mission Helmet – Cancellation of RFQ

Based on market feedback and a further review of the operational, safety and integration requirements, QGAir has identified a need to reconsider the current scope of the RCO All-Purpose Mission Helmet procurement.

As a result, QGAir has decided to cancel the current QPS30742 Request for Quote rather than continue with the procurement based on the current scope.

QGAir will further develop the requirements before reapproaching market.

Any future procurement opportunity will be communicated separately through Vendor panel.

QGAir appreciates the time and effort suppliers have committed to the RFQ, thanks suppliers for their interest in supporting QGAir and hope that you will consider the revised requirements when we reapproach the market at a future date.
