This is a call for expressions of interest only and is intended to assist the Customer to understand the capability of the market to meet the Customer’s objectives and requirements to identify potential suppliers in the market.

CleanCo is conducting an upgrade project to refurbish the Wivenhoe Power Station Operational Technology (OT) network architecture.

The Wivenhoe Power Station control system network was developed in the first decade of this century and whilst functional requires significant refurbishment to meet contemporary control system network practices and CleanCo’s responsibilities under the AESCSF and associated legislation.

CleanCo seeks to develop a new network architecture for Wivenhoe Power Station, based on a high-level design that had been developed and the requirements borne from a similar upgrade project underway at one of CleanCo’s other generation sites.

The high-level objective is to introduce a level of standardisation across CleanCo hydro-fleet for the control system network design whilst accounting for site specific requirements.

In scope:

The scope of this body of work is to provision the development of an OT Network Detailed Design and with the follow-on project phases (testing, installation and commissioning). The scope of works is divided into two non-separable portions, which at a high level are:

1. "Portion 1A" (Fixed Price) – Development of a Detailed Network Design from the High-Level Design and reflect inputs from the CleanCo’s engineering team and external contractors. This portion is the bulk of the project and consists of largely front-end engineering and design (FEED) works to develop the Detailed Network Design.

2. "Portion 1B" (Schedule of Rates) – Provision of ongoing design input, assistance and support to the works for the remainder of the project, though having the Detailed Network Design team available on an as-required basis to update the design and guide the works to a successful completion.

Please confirm that you have read the attached EOI documentation pack and attach the Response Form in the prescribed format as part of your submission.
Question 2 - [Required]
Works in scope of this EOI are to be carried out in compliance with all applicable Commonwealth and Queensland State legislative requirements and codes of practice.

Because the works would be delivered in Queensland, interested suppliers must be able to provide Registered Professional Engineer of Queensland (RPEQ) supervision and approval (in accordance with the requirements of the Queensland Professional Engineers Act 2002) of all works conducted under this scope of works.

Question:
Can you provide clarity and parameters around Product Liability insurance, Item C.2 in Part B - EOI Supplier Response Form? The product of the future request is a Design for Network Architecture, not a product to do harm. Product liability insurance is not listed in Schedule 1 - Part C - Professional Services Agreement (items #6-9).

Can you provide clarity and parameters around Agreement Particulars for Cyber Security insurance, Item C.5 in Part B - EOI Supplier Response Form? Cyber Security insurance is not listed in Schedule 1- Part C - Professional Services Agreement (items #6-9).

Suppliers are invited to list their current insurances in section C of tab "0. Details and Certification", Part B - EOI Supplier Response Form. Part C - Professional Services Agreement is a template only at this stage. The agreement will be developed with the successful supplier at a later stage, following the completion of this EOI stage, and any subsequent RFQ/RFP stage.

Question:
Good morning - Based on Part B EOI Supplier Response A.21, it states "Have you submitted your responses to the Security Questionnaire?" however there are no separate attachments nor mention of said questionnaire within the RFT documents.

Could CleanCo please advise where to locate the questionnaire so that we can review.

We understand that this request is an EOI, but could you clarify whether the subsequent tender will cover ongoing management and support for the network, security infrastructure, and end-user equipment, or if it will be limited to the design and delivery of these services?

Q1: Regarding section 3.4 Budget Estimate, you have requested a budget estimate for delivering the detailed network design, however the drawing are not currently available, is it possible to share the drawings as detailed in Section 5: Principal Furnished Technical Data of WI24011 - Statement of Works Wivenhoe OT Network.

Q2. Regarding 3.1 Project Schedule, You have provided a high level timeline of the project deliverables, please advise what further information do we need to include in our response.
