The Shire of Murray is a local government area of Western Australia. It has an area of 1,710.1 square kilometres (660.3 sq mi) and is located in the Peel Region about 80 kilometres (50 mi) south of the Perth central business district.

The Shire extends across the Peel Inlet and the Swan Coastal Plain into the Darling Scarp, including about 77,000 hectares (190,000 acres) of State forests. Timber logging and agriculture were the traditional enterprises of the district. However, in recent decades, bauxite mining and a significant equine and tourism industry have emerged.

The Murray River flows all year throughout the district. It offers premier country racing and trotting facilities, a golf course and an array of festivals and events.

Details
The Shire of Murray is seeking submissions from suitably qualified multidisciplinary consultant teams to undertake a review and update of the Murray Aquatic and Leisure Centre Masterplan 2016 and prepare a contemporary, staged redevelopment and investment strategy for the future development of the Centre.

The project includes a strategic review and update of the existing Masterplan, preparation of a staged redevelopment strategy and implementation framework, operational feasibility assessment, supporting business case and investment strategy, and concept designs and preliminary construction cost estimates for prioritised Stage 1 redevelopment works.

The Murray Aquatic and Leisure Centre is located at 16 Camp Road, Pinjarra, Western Australia.

The Shire is seeking completion of the project by June 2027 where practicable, with the preferred Masterplan, staging and indicative high-level capital costs sufficiently advanced by May 2027 to support preliminary advocacy and forward planning.

Details
The successful consultant will build upon the significant strategic planning, needs analysis and internal operational assessments already undertaken by the Shire. The project is not intended to recommence strategic planning and needs assessment work already completed, but rather to validate and refine this work in response to current conditions and future requirements.

A multidisciplinary and collaborative approach is required to ensure strategic planning, operational modelling, architectural planning and financial analysis collectively inform the recommended redevelopment outcomes. Relevant background documents and available operational and asset information will be provided to the successful consultant.

Details
The project will establish a contemporary, evidence-based framework to guide future investment in the Murray Aquatic and Leisure Centre, support long-term financial planning and strengthen advocacy for external funding.

Key outcomes include a preferred long-term Masterplan, staged redevelopment and implementation framework, asset renewal and lifecycle assessment, operational and financial investment modelling, business case and funding strategy, and concept designs with preliminary cost estimates for priority Stage 1 redevelopment works.

The preferred approach should provide practical, achievable and financially responsible solutions capable of staged implementation.

At this stage, the Shire is not proposing to hold a formal tender briefing or site visit as part of this RFQ process.
