Details
The waterproofing liner of JCU’s ~12.8ML Thermal Energy Storage Tank (TEST) on the JCU Townsville campus is past its serviceable life, requiring replacement. The purpose of this project is to have a Design and Construct (D&C) contractor treating the chemicals in the water, meeting Townsville City Council’s Trade Water Permit requirements. The critical timeframe necessities the 4°C chilled water supplying essential services on the campus to be discharged at a rate of 9L/s during the period 1st -31st May 2026.

Mandatory Site Visit: Monday 27th October 2025.

The contractor will be responsible for designing and constructing a suitable chemical plant, able to reduce the concentration of the molybdenum in the TEST to the required concentration at the specified rate of discharge. The work includes installing temporary pipework for discharging the wastewater into an existing sewer system. Ideally molybdenum must be extracted without changing the chemical characteristics of the molybdenum to enable it to be re-used when the tank is refilled, post-repair. The D&C contractor must also allow for vacuuming any water, chemical residues, and sediment from the tank floor to enable the re-lining works (by others) to commence from 1st June 2026. Any chemical by-products, or residues which do not meet TCC requirements, must be disposed of in an environmentally acceptable manner.

Details
Constructed in 2008 and 2009 by Aquacon, the JCU Townsville CEP was Australia’s largest plant at the time, incorporating chilled water storage to provide the cooling requirements for 28 academic buildings across the campus. The CEP was designed by Craig McClintock from ME Group to reduce the electrical demand for the campus. The ~12.8ML TEST and the underground chilled water pipe network are dosed with Molybdenum to keep the chilled water network free from any organic life and to protect the CEP against corrosion.

The TEST liner reached the end of its serviceable life requiring its replacement which is the reason all the water in the TEST needs to be drained. The chemicals in the TEST water cannot be discharged without it being treated first, due to the adverse impacts the chemicals in the water will have on the environment.

Details
The campus is heavily reliant on the chilled water from the TEST to supply the chilling needs of the campus- especially in summer months. This is the reason why the CEP can only work without the TEST for three winter months (June-August) and is also the reason why all the TEST water must be drained by 31st May 2026.

Key Dates:

Contract Award: 10th December 2025

Design Treatment Plant: To be nominated by the tenderer

Site Access: To be nominated by the contractor, to set up the treatment plant in preparations for the discharge to commence on 1st May 2026.

Site Handover & Possession: To be nominated by the contractor, noting that the water can only be decanted from 1st May 2026 and must be completed by 31st May 2026. Setting up the Treatment Plant works can occur any time before 1st May 2026.

Practical Completion: 31st May 2026. Removal of the treatment works can occur after this date

Defects Liability Period: 4 Months from the actual Practical Completion date.

Question:
-Can you please confirm the location the baseline samples have been taken

-P&ID of existing side stream filter units as per request of scope as per option 2 of the contract.

-Do we have any indication of Sludge/settlement investigation

-As per TCC permit for discharge what is the allowable discharge of Molybdenum

-Our tender will be for tank drain down and removal of byproducts only, No allowance for Molybdenum recovery, is this acceptable to proceed with tender?
