What the buyer is requesting
Details
This request for tender is for the design and construction of the Hurstbridge Dog Park to prioritise safety, functionality and enjoyment for both dogs and their owners. Council has prepared a concept design and carried out community consultation. The successful tenderer will be required to prepare a detailed design and deliver on the following scope:

• Develop the detailed design in accordance with Attachment 1 – Hurstbridge Dog Park Upgrade Concept Plan.

• Revise and update the detailed design in response to Council’s access consultant’s report and Council requirements until all relevant stakeholder approvals are obtained.

• Construct the Hurstbridge Dog Park in accordance with the approved final design.

• Provide and maintain Tree Protection Zones (TPZ) throughout the construction period.

• To avoid significant ground disturbance, the total length of all new footpath must not exceed 500 meters.

Question:
Good morning,

Can Council please confirm how many solar light poles are required in Zone 2?

The specs are stating only 1, however, the concept drawing is showing 2; one at the double gate and one at the southern end of Zone 2, next to the new bench seat.

As outlined in the tender specifications:

• One freestanding solar light is to be installed at the Zone 1 entrance.

• One freestanding solar light is to be installed in Zone 2 as part of the tender options.

In addition, each shelter is required to be equipped with solar light kit.

As this is a Design and Construct project, could Council please confirm whether the successful contractor will have the opportunity to review and reprice the works following completion of the detailed design, should the final design differ from that assumed at tender stage?

The detailed design is to be developed in alignment with the provided concept design. There is no anticipated change to the overall scope, key features, or specified items. Accordingly, tenderers are expected to make adequate allowances within their pricing for all works necessary to deliver the project intent, including:

• The full extent of the approximately 450 sqm agility area

• All surface treatments and finishes

• Associated underground and substructure works

At this stage, Council does not expect any significant variation in scope that would materially impact pricing.

If the Contractor considers that there are particular components of the works that may result in substantial cost differences when progressing from concept to detailed design, Council requests that these be clearly identified in the tender submission, including the basis of assumptions made.

In principle, the contract will be administered in accordance with its standard provisions, and any post-award adjustments would be subject to those terms. However, given that no major changes to scope or specifications are anticipated, opportunities for repricing due to detailed design development are expected to be limited.
