Question
:
1. Pricing Table
The Pricing Table includes a Rate, Quantity and Total for each of the four nominated resources.
Could TMR please confirm the intended basis for the Quantity field (e.g. hours, days, months, FTEs or another unit)?
Could TMR also confirm whether the four nominated roles are to be priced as full-time resources for the duration of the initial contract term?
2. ETCS Program Role Requirements Template
Part A refers to a maximum two-page response attached to each candidate CV using the specific TMR template "Attachment A – ETCS Program Role Requirements".
Could TMR please provide this template or advise where it can be obtained?
3. Closing Date
Part A Section 1.3 states that offers must be lodged by 2:00pm AEST on 18 August 2026, while the cover page, indicative timetable and VendorPanel notice refer to 20 August 2026 at 2:00pm AEST.
Could TMR please confirm the applicable closing date and time for submissions?
4. Resource Scope
The ITO identifies four resources (PMO Lead, Risk and Change Lead, Scheduler Lead and Planning Lead) and only these four roles are included in the Pricing Table and Role Descriptions.
Could TMR please confirm whether these four resources represent the full resource scope required under this ITO, or whether suppliers are expected to include additional support resources within their proposed solution?
Answered on 07/Aug/2026 01:19 PM
:
Responses below:
1. Yes, TMR's standard annual full-time hours for per role is 1840 hours excluding 4 weeks mandatory annual leave.
2. Please use the new template attached, namely, TMR-ETCS-0076 - Program Management Office (PMO) Services- Resume template. Note, Part A refers to two-page response to each evaluation criteria, not the CV.
3.The correct closing date for this tender is Thursday, 20th August 2026 at 2pm. Please see revised documents ending with “Revised”
4. Yes, the four resources represent the full resource scope.

Question
:
Could you please confirm the following three mandatory requirements are true given that this is a PMO (Governance body) and not a delivery team.
3.3 The supplier must be able to demonstrate Major Infrastructure Project delivery experience with a package value of $200 million.
3.4 The supplier must be able to demonstrate Signalling Project Delivery experience with a package value over $100 million.
3.5 The supplier must be able to demonstrate experience in deployment of either ETCS or CBTC including the planning, designing, management and transition of new signalling technologies alongside Major Infrastructure Projects.
If these are true, is it acceptable that the staff being proposed have experience in these areas rather than the organisation as a whole.
Answered on 07/Aug/2026 01:20 PM
:
These are highly desirable and it is acceptable for individual resource to have as experience. Their experience will be scored accordingly
06/Aug/2026 10:10 AM
Question
:
Could you please advise if all roles are expected to be onsite at the Project Office located at 140 Creek Street, Brisbane or is a hybrid model open for consideration
Answered on 07/Aug/2026 01:21 PM
:
A hybrid model may be considered. If a hybrid model is accepted, resources are expected to work from the Project Office located at 140 Creek Street for a minimum of three days per week.

Question
:
Clarification 1:
Can TMR clarify the submission date for Program Management Office (PMO) Services Ref: TMR-ETCS-0076. The ITO (Doc name: TMR-ETCS-0076-Program_Management_Office_(PMO)_Services-GGS-One-Off-Part-C-I (2)) states 19th August 2026. Other documents and the Vendor Panel states 20th August 2026 at 2pm.
Clarification 2:
With reference to document: TMR-ETCS-0076-Program_Management_Office_(PMO)_Service-GGS-One-Off-Part-A-IT (4), Section 1.8 Requirements to be a conforming offer part (g) Include a maximum two (2) A4 pages, response to criteria as an attachment to the candidates CV using the attached specific TMR template). See Attachment A – ETCS Program Role Requirements.
The documentation provided does not include an Attachment A template. Can TMR provide this template as soon as possible to allow us to meet the requirements.

Question
:
ODAPTIC is highly interested in supporting TMR on this significant program, particularly in the areas of people, culture, collaboration and alliance performance. As a specialist provider, we are not seeking to deliver the full IDP scope, but would welcome the opportunity to contribute expertise in this stream of work.
We have been approached by a consortium regarding participation in their response and would appreciate clarification on whether ODAPTIC may both:
participate within a consortium response; and
submit a separate response as a specialist provider for the People, Culture and Alliance Coaching services.
Alternatively, if this is not permissible under the procurement framework, could TMR advise the appropriate pathway for specialist organisations to participate in the Program?
Answered on 10/Aug/2026 01:39 PM
:
TMR response: Suppliers participate in a consortium response as well as submit a separate response.
07/Aug/2026 01:16 PM
Question
:
Given ODAPTIC's intention would be to provide a specialised People, Culture and Alliance Coaching service rather than the full IDP function, could TMR please clarify whether the financial capacity assessment would be right-sized to reflect the scope and risk of the proposed services, or whether applicants for a partial/specialist scope would be required to satisfy the same financial capacity requirements as those responding to the full IDP opportunity?
Answered on 10/Aug/2026 01:41 PM
:
TMR response:
As per our market documents, during the contract term, the Supplier is to maintain financial viability and have the financial capability to provide the services for which they are contracted and to otherwise meet their obligations under the Contract.
The Customer reserves the right to engage (at its own cost) an independent financial assessor as a nominated agent to conduct financial assessments under conditions of confidentiality.
For this assessment to be completed, a representative from the nominated agent may contact the Supplier concerning the financial information that it is required to provide.
The financial assessment is specifically for use by the Customer for the purpose of assessing Suppliers and will be treated as confidential. The Supplier is required to cooperate with the independent financial assessor during the conduct of the financial assessment.

Question
:
Dear Natalie,
Thank you for the responses published on 7 August 2026 and for issuing the revised Part A and Part C documents and the Resume template. Those responses have resolved a number of our earlier questions and we have removed them.
A small number of matters remain outstanding, and three new points arise from the revised documents themselves. We would be grateful for your confirmation on the following.
1. Matters arising from the revised documents
1.1 Closing date and time
Your response of 7 August confirms the correct closing date as Thursday 20 August 2026 at 2:00pm. The revised Part C cover page and the Part A cover page both now read 20 August 2026, which is consistent. However, the revised Part A still contains two further conflicting dates:
• Section 1.3 (body text): “Offers must be lodged by 2pm Australian Eastern Standard Time on 18th August 2026”;
• Section 1.3 (indicative timetable): “19th August 2026, 2pm” — this date was 20 August in the original issue and has changed to 19 August in the revised document.
• Q1. Please confirm that Thursday 20 August 2026, 2:00pm AEST prevails over the 18 August and 19 August references remaining in the revised Part A section 1.3, and that a further addendum will be issued correcting that section.
1.2 Closing date for supplier questions
The revised Part A section 1.4 still records the closing date for questions as “To be advised”, while VendorPanel records the query cut-off as 20 August 2026 2:00pm — the same moment offers close.
• Q2. Please confirm the actual cut-off date and time for supplier queries, and the date by which TMR expects to publish final responses.
1.3 Status of criteria (c), (d) and (e)
Your response of 7 August confirms that the Major Infrastructure Project ($200 million), Signalling Project Delivery ($100 million) and ETCS/CBTC deployment criteria are “highly desirable”, that it is acceptable for individual resources to hold that experience, and that it will be scored accordingly. We welcome that clarification.
The revised Part A section 1.6.2 still lists these three items under the heading “Mandatory criteria”, and section 1.8(d) still provides that a Conforming Offer must “satisfy all mandatory requirements”. Part C item 2 similarly requires Suppliers to confirm they meet the mandatory requirements in Part B Schedule 1.
• Q3. Please confirm that the published response prevails, and that an offer which demonstrates criteria (c), (d) and (e) through the documented experience of the proposed Key Personnel rather than at entity level will be treated as a Conforming Offer.
• Q4. On that basis, please confirm how Suppliers should complete the mandatory requirements table at Part C item 2 — whether “Yes” with a cross-reference to the relevant Key Personnel CVs is the response TMR expects.
• Q5. Please confirm the relative weighting applied to the desirable and evaluation criteria at Part A section 1.6.2 (a) to (e), and whether criteria (c), (d) and (e) are scored within criterion (a) Key personnel or scored separately.
2. Submission format and page limits
Your response confirms that the two-page limit at Part A section 1.8(g) refers to a response to each evaluation criterion rather than to the CV, and that the new Resume template is to be used. Section 1.8(g) of the revised Part A is unchanged and still reads “as an attachment to the candidates CV using the attached specific TMR template”, so we would appreciate confirmation of the intended submission structure.
• Q6. Please confirm that the two-page limit applies separately to each evaluation criterion listed at section 1.6.2 (a) to (e) — that is, up to two A4 pages per criterion — rather than two pages in total.
• Q7. Please confirm that a two-page response is required for each of the five criteria, including criterion (d) Price, or identify which criteria require a written response.
• Q8. Please confirm that CVs prepared in the Resume template sit outside the two-page limit and are not themselves page-limited, noting that the template's Project experience section invites a table per project.
• Q9. Please confirm the required order and structure of the submission, and whether TMR would prefer a single consolidated searchable PDF or separate files for the Part C schedules, criteria responses, CVs and pricing.
3. Pricing and hours
Your response confirms TMR's standard annual full-time hours as 1,840 per role, excluding four weeks of mandatory annual leave, and that the four roles are the full resource scope.
• Q10. Please confirm whether the Quantity field in the Part B Schedule 2 pricing table should be completed as 1,840 hours (annual, per role) or as the total hours over the initial three-year term (5,520 hours per role), and whether the Total Contract Price should cover the initial term only or include the two 12-month options.
• Q11. Please confirm the treatment of Queensland public holidays — whether these fall within or outside the 1,840 hours, given 1,840 hours equates to 46 working weeks.
• Q12. The pricing table numbers the four line items 1, 2, 4 and 4. Please confirm the intended numbering is 1 to 4.
• Q13. Part B Schedule 2 item 3 requires prices to be held for twelve months with subsequent annual CPI (All Groups Brisbane) adjustment, while Part C item 8.1 asks whether prices are Firm or Fixed. Please confirm that an offer priced as Fixed, with CPI adjustment in accordance with Schedule 2 item 3, is TMR's preferred position.
4. Hybrid working, personnel and the Resume template
Your response confirms that a hybrid model may be considered, with resources expected to work from 140 Creek Street for a minimum of three days per week.
• Q14. Part B Schedule 2 item 5.1 provides that travel and accommodation expenses will not be reimbursed. Please confirm that for a resource working under a hybrid arrangement, any travel and accommodation associated with attending 140 Creek Street is at the Supplier's cost and is to be reflected in the hourly rate offered.
• Q15. Please confirm whether a hybrid arrangement is available to all four roles, or whether TMR expects any role — in particular the PMO Lead — to be full-time on site.
• Q16. The Resume template requires at least three contactable referees, of whom two must be external to the candidate's current or previous employer, and requires a Transport and Main Roads referee (or other road authority referee) where the candidate has worked on a departmental project. Please confirm that where a candidate has no prior TMR or road authority project history, three referees meeting the external requirement are sufficient.
• Q17. The Resume template header includes an “insert photo” field. Please confirm whether a photograph is required or optional.
• Q18. Part B Section 1 item 15 refers to Criminal History checks for Key Personnel. Please confirm what other clearances or inductions are required — for example rail safety worker medicals or Queensland Rail network inductions — whether these are required before or after contract award, and who bears the cost.
• Q19. Are the four roles replacing incumbent resources, and if so will an incumbent-led handover period be available?
5. Contract, commercial and lodgement
• Q20. Part B Section 1 item 8 sets the cap on liability at the greater of three times the total of all Prices payable under the Contract, or as limited by law. On the resourcing basis now confirmed, this equates to a cap materially in excess of the $2 million Professional Indemnity cover required. Given the Services comprise advisory and program controls support rather than design or construction, will TMR consider a cap aligned to the annual contract value or to the level of required Professional Indemnity cover?
• Q21. Part B Section 1 item 9 requires Professional Indemnity of $2 million to be maintained for four years after the Contract Completion Date or termination. With a three-year term and two 12-month options this extends the run-off obligation into 2035. Please confirm this is intended.
• Q22. Part A Attachment A clause 7(h) provides that the Supplier is to provide current insurance certificates with its offer where required in Part B, while Part B Section 1 item 9 requires Certificates of Currency within five Business Days of being successful. Please confirm whether certificates are to be lodged with the offer or only on request.
• Q23. Part B Section 1 item 20 vests new Intellectual Property Rights in the Customer with no licence back to the Supplier. Please confirm this is not intended to capture the Supplier's pre-existing frameworks, templates, tools and methodologies brought to the engagement, which remain the Supplier's Background IP.
• Q24. Part C item 6 asks Suppliers to confirm reporting functionality by reference to fields including invoiced sales, quantities delivered and freight charges, which appear drawn from a goods-supply template. Please confirm which reporting obligations genuinely apply to this Services engagement.
• Q25. The revised Part A section 1.10 states that offers must be lodged electronically to VendorPanel, but subclauses (b) and (c) refer to lodgement via the Unimarket website and registration on the Supplier Marketplace. Please confirm that VendorPanel (VP519778) is the sole and correct lodgement channel.
• Q26. Please confirm whether the Deed of Confidentiality is to be executed and returned with the offer, or only by the successful Supplier.
We would be grateful for a response prior to the query cut-off so that we can prepare a fully conforming offer. Please contact me directly if it would be helpful to discuss any of the above.
Kind regards
Ian Vedder

Question
:
Dear Natalie,
We refer to the tender documentation for the Program Management Office (PMO) Services engagement and respectfully request clarification regarding the scope of services and the associated resourcing/pricing model:
Alignment of Key Personnel Roles vs. Scope Deliverables:
Pricing Schedule & Role Descriptions: The pricing table and Attachment 1 along with recent Q&A explicitly specify four (4) named key personnel roles: PMO Lead (Head of Program Controls), Sector 1 North & South Planning Manager Lead, Sector 1 North Scheduler, and Change and Risk Lead.
Scope Deliverables: Section 1.3 of the specification outlines functional deliverables beyond standard planning, scheduling, and risk management, including:
* Section 1.3.5 Information and Document Management (e.g., SharePoint administration, document control repository, records management compliance).
* Section 1.3.6 Financial and Cost Control Support (e.g., budget monitoring, cost change tracking, forecast consolidation, and financial dashboard development).
* Communications and Stakeholder Management (reflected in the programmatic organization chart and yesterday's Q&A).
Clarification Questions:
Scope Coverage within Named Roles: Is it TMR's expectation that the four (4) named key personnel will perform and absorb all deliverables under Sections 1.3.5 (Document Control) and 1.3.6 (Financial/Cost Control) as part of their core responsibilities?
Additional Resourcing / Line Items: Alternatively, should suppliers price or nominate additional supporting capability (e.g., dedicated Document Controller, Cost/Financial Analyst) within their response, or must pricing be strictly restricted to the four (4) designated key personnel roles listed in the Pricing Schedule?
Thank you for your assistance and guidance.
Kind regards

Question
:
In reference to clarification provided on 07 August stating "Note, Part A refers to two-page response to each evaluation criteria, not the CV", can you please clarify if you are seeking 2 pages limit per evaluation criteria or two pages in total across all evaluation criteria.
Answered on 11/Aug/2026 02:57 PM
:
Part A refers to two-page response to each evaluation criteria, that is:
a) Key personnel - 2 pages max.
b) Integrated and collaborative approach - 2 pages max
c) Delivery methodology- 2 pages max
d) Price - 2 pages max
e) Purposeful Public Procurement outcomes- 2 pages max
Any resumes accompanying the tender response should follow the format relayed on "TMR-ETCS-0076 - Program Management Office (PMO) Services- Resume template".

Question
:
1. In various documents the following note is provided:
•
Part A - Invitation to Offer (ITO) - SUPPLIER TO READ AND RETAIN.
•
Part B – Contract Details - SUPPLIER TO READ AND RETAIN.
•
Part C – ITO Response Schedules SUPPLIER TO COMPLETE AND RETURN
How would you like us to provide the CV’s (in TMR Format), the demonstration of capabilities / experience, and the Rates? Are these simply to be added as attachments to Part C, or do you actually need Part B to be returned as well?
Answered on 11/Aug/2026 03:00 PM
:
Resumes/ CVs are to follow the format laid out on TMR-ETCS-0076 - Program Management Office (PMO) Services- Resume template
Any other documents need to be attachments to Part C, which also needs to be completed. (Part C – ITO Response Schedules SUPPLIER TO COMPLETE AND RETURN)

Question
:
Hi Natalie,Following our review of Request for Tender VP519778 and the associated tender documents, I would like to clarify and confirm our strategy regarding the Key Personnel CVs to ensure full compliance before submission.Could you please confirm or advise on the following Request for Operational Clarification (RFO) points?1. Page Limit vs. TMR Template LayoutTender Requirement: Part A / ITT stipulates a strict maximum limit of two (2) pages per nominated key personnel CV.Format Alignment: The standard TMR CV template structure (Source 18) is quite expansive. To adhere to the 2-page cap, we plan to adapt the TMR layout into our firm's formatted template—retaining all mandatory fields (including specific responsibilities, time spent, and client references) while compressing section layouts and header blocks. Please confirm if this approach is acceptable or if TMR expects the exact verbatim spacing of the standard template. 2. Focus of Project ExperienceTo maintain brevity within the 2-page constraint, we intend to limit detailed project tables to the 3–4 most relevant major transport, infrastructure, and PMO projects per candidate. Please confirm whether focusing on the most directly relevant projects—rather than exhaustive full career histories—satisfies evaluation expectations. 3. Referee Contact RequirementsWe note the requirement for verifiable client/project referees, specifically including at least one TMR/Road Authority contact and two external contacts. Please confirm if all nominated referees must be sourced from the project examples explicitly listed in Section 6 of the CV. Please let me know if you need any further detail from our end to align on this structure.Kind regards,

Question
:
Clarification Request – PMO Structure and Resource Requirements
The PMO organisational structure provided in Part B, page 13 identifies the following roles reporting into the Program Director Delivery role:
PMO Lead
Finance
Governance, Risk and Change
Scheduling
Communications and Stakeholder Management
Document Control
This request seeks the provision of four (4) specific roles (PMO Lead, Risk, Master Scheduler and a planner) and it is not clear how the resource requirements align with the structure presented. OR is it for the purpose of a functional operating model, not headcount.
Could TMR please clarify whether the illustration presented as an "organisational structure" provided represents the functional capabilities and responsibilities of the PMO, rather than the specific team structure to be supplied under this engagement?
Further, could TMR confirm whether TMR personnel and/or other service providers will form part of the broader PMO and undertake some of the functions identified above as this will have a different risk position and subsequently the agreement of conditions within the contract.
Based on the information provided, it is unclear whether:
a) TMR is seeking a fully outsourced PMO-as-a-Service model with responsibility for all identified PMO functions; or
b) TMR is seeking the provision of four specialist resources to augment an existing PMO capability, with other functions being performed by TMR personnel and/or incumbent providers.
Clarification of the intended operating model, governance arrangements, and allocation of responsibilities across TMR, other service providers and the requested resources will assist respondents in developing an appropriately scoped, costed and resourced solution, ensuring that submissions accurately reflect TMR's delivery expectations and provide the best value and capability alignment for the engagement., and it is not clear how these resource requirements align with the structure presented.

f) Compliance with the insurance requirements, or willingness to obtain the required insurances (and to the minimum sum insured) as specified in Item 9 – Insurance Requirements of Part B Document, if successful in this ITO Process
Question - Response Schedule C. section 2.2 has a simple Yes/No answer to be provided for compliance with the above mentioned mandatory criteria. While the yes or no answer would suffice for the mandatory criteria a,b and f listed above, it will not provide an elaborate answer that can be evaluated for the mandatory criteria c,d and e listed above. There is nowhere else in Response Schedule C that this information can be provided.
Does TMR require a submission document separate from the Part C Response schedule detailing responses to the above mentioned Mandatory Criteria c, d and e and if so can you please advise the page/word limit for the responses.

Clarification Request – Part C, Question 3.7
The instruction following a "Yes" response states that suppliers should provide details or attach evidence (for example, a licence under the relevant Act). As the listed legislation does not appear to have associated licences or certifications that demonstrate compliance, please clarify the evidence or supporting documentation that respondents are expected to submit in response to this question.

Question

We note that the tender documentation requires respondents to hold Professional Indemnity (PI) and Public Liability (PL) insurance; however, the minimum coverage values for these policies do not appear to be specified.
Could you please confirm the minimum required levels of cover for:
Professional Indemnity (PI) Insurance; and
Public Liability and Products Liability (PL) Insurance.
This information will assist respondents in confirming compliance with the tender requirements and providing the appropriate evidence of insurance coverage.

Deed of Confidentiality is a mandatory submission with the tender.

Question
:
Schedule 2 pricing table, quantity basis and CPI treatment
We refer to the clarification of 13 August 2026 confirming 1840 working hours per role per year, and to the pricing table at Part B, Contract Details, Schedule 2, clause 1.5, which suppliers are required to use.
The Contract Term at Part B is 1 September 2026 to 31 August 2029, with two twelve month extension options at the Customer's discretion. Schedule 2, clause 2.1 provides that Prices are held firm for twelve months from the Contract Start Date and are then varied once in each twelve month period on the anniversary, in line with CPI.
1. Quantity basis. Should the Quantity column state 1840 hours per role, being one year, or 5520 hours per role, being the three year initial Term? If the latter, should the Total Contract Price also include the two extension options, giving 9200 hours per role?
2. CPI treatment in the table. The table provides a single Rate against a single Quantity. Where the Quantity covers more than twelve months, a single rate cannot reflect the annual CPI variation required by clause 2.1. Should suppliers therefore:
a) state the Year 1 rate and hours only, with the Total Contract Price representing Year 1;
b) state the Year 1 rate against the full Term quantity, with the Total Contract Price calculated at Year 1 rates as an unescalated comparison figure and CPI applied in performance; or
c) provide a separate line per role per contract year, showing the forecast escalated rate for each year?
3. Consistency of basis across offers. Given that the Cap on liability at Part B is three times the total of all Prices payable under the Contract, and that suppliers may offer for as many roles as they wish, we would welcome confirmation of a single basis so that offers are directly comparable and the resulting cap is calculated consistently
Thank you.

Question
:
Clarification Request – Supporting Corporate Policies and Evidence
With reference to Part C – ITO Response Schedules, a number of response items require suppliers to confirm compliance with legislative, governance, social, ethical, insurance and other corporate requirements.
Can TMR please confirm whether suppliers are required to attach copies of supporting corporate policies, plans and procedures to substantiate these responses, or whether confirmation within Part C is sufficient, with supporting documentation to be provided upon request?
Our intention is to provide a schedule identifying the relevant corporate policies, certifications and supporting evidence available, rather than attaching the complete suite of corporate governance documents, unless TMR requires otherwise.

Question
:
The IFP describes four specified PMO roles and associated service requirements. Could TMR please clarify whether the Department is seeking responses only from organisations capable of fulfilling one or more of these specified roles, or whether specialist providers may submit responses where they can demonstrably add value to the objectives and outcomes of the PMO, despite not aligning directly to one of the four nominated roles?
Figure 2 (High Level Operating Structure) identifies a People, Culture and Alliance Coaching function within the proposed operating model.
Could TMR please clarify whether these services are being sought as part of this procurement and, if so, whether respondents may propose capability specifically in this area? Alternatively, have these services already been procured or otherwise secured by the Department?
Answered on 17/Aug/2026 10:12 AM
:
A1. TMR welcomes responses from suppliers that address the four specified PMO roles and associated service requirements, whether capable of fulfilling one or more of these specified roles.
A2. TMR looks forward to responses addressing the scope specified under the four PMO roles.

Question
:
We note that the program is currently recruiting a number of key leadership and delivery roles through LinkedIn and other channels. From our experience, many comparable programs also benefit from the inclusion of a dedicated Program Director to provide strategic oversight, governance and assurance leadership. With this in mind, would you be open to considering an Option 2 that includes the provision of a Program Director as part of the PMO Governance and Assurance services?
Answered on 17/Aug/2026 03:28 PM
:
TMR already has Program Directors and per TMR-ETCS-0076 scope, ETCS is seeks to establish a program management office (PMO) working under them.

Question
:
Can you please provide clarity on where the DTMR ETCS PMO sits within the overall ETCS organisational structure, including its key governance and functional interfaces with the broader ETCS Program, Queensland Rail, CRRDA and delivery partners? This will help us better understand the PMO’s role, responsibilities and reporting interfaces.
Answered on 19/Aug/2026 11:23 AM
:
TMR's ETCS Program is organised in three streams:
1. Development projects (strategy and business case development)
2. Systems Integration
3. Delivery (contracted ETCS deployments).
The ETCS PMO inputs to the governance of all three streams but sits under and predominantly provides support to the Delivery stream.
