Details
Ipswich City Council is undertaking two significant community infrastructure projects aimed at enhancing the city’s sporting facilities to meet the needs of a rapidly growing population. These projects form part of the Council’s 2025–2028 Capital Works Program and are supported by external funding through the South East Queensland (SEQ) Livability Grant Program.

Ipswich is one of the fastest-growing regions in Queensland, with increasing demand for high-quality, accessible recreational infrastructure. The Tivoli Sporting Complex and Redbank Plains Recreation Reserve have been identified as priority sites for development due to their potential to support regional sport, community engagement, and activation of underutilised land.

These upgrades align with Council’s strategic objectives under the iFuture Corporate Plan, particularly the “Vibrant and Growing” theme, which seeks to create inclusive, active, and well-connected communities.

The purpose of this Request for Tender (RFT) is to invite submissions from suitably qualified and experienced contractors for the delivery of two major sporting infrastructure projects within the Ipswich Local Government Area:

o INF05094 – Tivoli Sporting Complex Upgrade

? Expansion of an existing citywide sports facility, including new rugby fields, lighting, irrigation, car parking, and supporting infrastructure.

o INF05095 – Redbank Plains Recreation Reserve New Sports Facility

? Development of a new regional sports hub featuring rugby and cricket fields, lighting, irrigation, car parking, and future-ready services.

Ipswich City Council seeks to engage a contractor (or contractors) under a construct-only contract model (AS2124) to deliver these projects efficiently, safely, and within approved budgets and timeframes. The works aim to expand and enhance community access to high-quality sporting facilities, supporting regional sport development and activation of underutilised public spaces.

This RFT forms part of Council’s strategic investment in community infrastructure under the 2025–2028 Capital Works Program and is supported by external funding through the SEQ Livability Grant Program.

The tender process will be conducted as a single open market procurement with separable portions, allowing flexibility in awarding contracts for each site while maximising value for money, delivery certainty, and contractor continuity.

In conducting this RFT, Council objectives are to:

(a) Engage qualified contractors to deliver two major sporting infrastructure projects efficiently and safely.

(b) Ensure value for money through a competitive open market process.

(c) Deliver facilities on time and within budget, aligned with approved designs and funding commitments.

(d) Support future growth by including infrastructure for future amenities and expansion.

(e) Promote regional sport development and activate underutilised public spaces.

(f) Encourage local participation through social procurement and local subcontractor engagement.

Hi, unfortunately the request for an extension of the closing date is not granted. Council has milestone dates to meet for this tender and relevant projects, pushing the extension date will impact and encroach these milestones.

Based off the conversation at Tivoli Sports Field during the site meeting, it was noted the Geotech report was missing from the tender package sent.

Could ICC provide a copy of the Geotech report?

Also mentioned was a possible EOT - Could ICC provide a further 1 week extension for the Tivoli Tender - 5th of December?

Hi, Council has provided copies of the geotech reports for both sites which should be accessible.

An EOT to the closing date/time has been discussed, an extension of time will be done to 2pm, 3 December 2025.

Unfortunately, Council is on an extremely tight deadline in the assessment of Tenders received to meet Council meeting deadlines for early 2026 adoption of the recommendation.

Are tenderers to adjust the Pricing Schedule based on our take off as the RFT states: "Tenders submitted shall be priced based on Council’s 100% detailed design Bill of Quantities (BOQ) issued at Tender. Price revisions shall be requested from shortlisted Tenderers on Council’s Issued for Construction BOQ between 14-20 January 2026"? In addition, the Pricing Schedule states: "QUANTITIES WITHIN SCHEDULE WILL BE CONFIRMED ON ISSUE OF IFC DRAWINGS PRIOR TO FORMAL CONTRACT AWARD"?

Tenderers are not to adjust the pricing schedules. The current pricing schedules released with the tender are based on Council's 100% detailed design. Council is still in consultation with our designer for final amendments with an Issued for Construction version due in January 2026. If there are any alternative products, innovative solutions or items assume to be required and not included in the BOQ then there is an area at the bottom of each BOQ with free space to include additional pricing required.

In relation to the stormwater drainage items, the BOQ states that Council will be providing the RCP's and RCBC's (excluding bases) and the headwalls. What items will Council be supplying in relation to the access chambers, field inlets and gully pits? Can Council please specify exactly what will be supplied in relation to these. Thanks.

Confirming that all Access chambers, field inlets and gully pits will be principal supplied items and that the only items that will not be supplied will be the concrete culvert bases. Reiterating that the Contractor will be required to price the collection and unloading at site of the Principal supplied items from Westaways Pit located at 740-786 Pine Mountain Road, Pine Mountain.

Hi,

Please review and advise in relation to the following:

1) Tivoli hydraulics, the fire water main (HVAC39XW.01) and sewer main items (HVAC38XD.00) seem to have been copied from the Redbank BOQ directly and are not applicable to Tivoli?

2) All hydraulic items (internal to site and external) have been put under the BOQ heading of External Services Supply (UU). confirming that this was not intended to be separated into internal and external?

3) The Redbank water supply item (HVAC39XW.00) does not seem to capture the full extent including the 65mm and 25mm pipes but only notes 100mm. The Tivoli one includes all size. please advise/amend to reflect works to be priced?

4) The Redbank retaining walls are noted as concrete sleeper in the BOQ but plans 412 and 413 show sandstone blocks. what type is to be included in pricing?

5) The Tivoli BOQ has an item for `collectable fence to MRTS14' of 247m but the tender MRTS 14 does not have any details about this fence type. the fence plan 405 for that quantity has a note which refers to Type 2 which is from the standard drawing SR33. please advise what fence type this is meant to be?

2. Yes – confirming that heading is incorrect and includes both internal and external services.

3. 25mm – 291 lin/m, 50mm - 27 lin/m, 65mm – 61 lin/m

4. Please allow for Sandstone block retaining walls. Quantities as per BOQ.

5. BOQ should state “collapsible” in place of collectable with drawing attached of specifications – INF05094 Tivoli Sports Field Fence Details 408B.

For the road base and sub base items (HGA40004.01 and 01.a) in the BOQ for Redbank Plains, Secugrid 40/40 is included in both of their descriptions and another item (HJN43504.01) is included for Combigrid, this would suggest 3 grid layers. however the pavement plan 500 notes 1 x combigrid on subgrade and 1 x secugrid on top of sub base. Tivoli has the 2 grid items shown separately and not in the base/sub base item descriptions. please amend accordingly.

Council is on extremely tight deadlines for this Tender in order to submit recommendations to Council early 2026.

Question:
Hi, we are trying to reconcile the bulk earthworks and topsoil works relative to the BOQ and volumes provided and request clarification about the following please:

1) in the redbank BOQ there is an item (HEA32003.01P) for stripping of topsoil with a volume of 7,185m3 but according to plan 411 earthworks note 5 the earthworks volumes in the table on the plan includes for topsoil volume. please review and advise?

2) in the redbank BOQ there is an item (HED32101.01) for earthworks excavation with a volume of 20,502m2 which corresponds to the value on the table on plan 411. however there is a table on plan 410 which has different values on it. not sure why the values are different or if they are meant to be for each page individually etc. please review and advise?

3) Same as above (different volumes on the 2 plans) but for the backfill item (HEL32401.01) in the redbank BOQ. Please review and advise?

4) on the tivoli plan 410 there are 2 earthworks tables with volumes in them. The BOQ earthworks excavation and backfill items have the volumes from the second table, what are the volumes in the top table for?

5) The tivoli boq also has an earthwork stripping item but the table on plan 410 note 5 also says that it is included in the earthwork volume. Please review and advise?

6) Redbank topsoil: The BOQ has a provisional qty if required item (HKM50709.01P) for imported topsoil, please advise whether this item includes the topsoil to the sports playing fields also or only the non sports playing field areas?

7) Tivoli topsoil: same as above query

8) topsoil generally, The BOQ's have an item for stripping topsoil as well as an item for imported topsoil (provisional qty if required) and installation of the imported topsoil. the BOQ's do not have an item for respreading the stripped topsoil or exporting any surplus topsoil. please advise the intent in relation to topsoil? i.e strip and respread to wherever needed on site and then import or export ? Please review and update BOQ's as needed to reflect intent for pricing purposes?

9) for plan earthworks volumes in parts of the site which are in a fill situation, please check and confirm that the volume of fill has been calculated from the bottom of the topsoil removal level to the design level and not from the existing surface level to the design level?

10) are we able to get the TIN model for the earthworks please?

1. On review, the estimated volume of topsoil stripping was partially included within the total cut volume shown in the table on drawing INF5095 / 410 – please disregard erroneous Note 5.

The quantity for stripping of topsoil in BOQ line item HEA32003.01P is an estimated volume based upon the geotechnical report, which found an average topsoil depth across the site of approx. 200mm.

*Please note that the BOQ line item total had the stripping of topsoil volume based on 150mm depth, so that is updated to be based upon the 200mm strip depth, totaling 9,581m3 and is updated in the attached Redbank BOQ.

Based on this review, the total excavation volume for Redbank Plains in BOQ line item HED32101.01 is 15,822m3.

2. The “correct” total excavation volume on the Redbank Plains plans provided is 22,784.486m3 from drawing INF05095 / 410 (see response to point 1 above for updated excavation volume).

3. The correct total fill volume is 20,813.008m3 as per plan INF05095 / 410.

4. The top table indicate the totally Earthwork volume within Q100 zone. This is for Council information only

The quantity for stripping of topsoil in BOQ line item HEA32003.01P is an estimated volume based upon the geotechnical report, which found an average topsoil depth across the site of approx. 150mm.

*Please note that the volume of stripped topsoil to come from the cut area at the north-east corner of the site is unconfirmed as there is a mound of unknown material there and only two boreholes were taken.

Based on this review, the total excavation volume for Tivoli in BOQ line item HED32101.01 is 15,337m3, and is updated in the attached Tivoli BOQ.

6. This quantity is only for the non-sports field playing areas and is dependent upon the actual volume of stripped topsoil won on-site.

9. The volumes were calculated from the existing surface to the design level (with partial inclusion of topsoil). As we could not absolutely confirm the topsoil depth. As such, provisional allowances are included in different line items, generally as explained in the previous points above.

Hi, 1) key subcontractors have advised that delays in quoting are occurring due to workload and delays in getting quotes from their suppliers.

2) many queries are still outstanding and when responses are received we will need to reconcile them into our estimate.

no further EOT for the tender period are able to be granted, this has been noted a couple of times and also discussed and communicated early on in the Tender release and site meetings.

As per Request for Tender, shortlisting will occur based on qualitative scoring, pricing and qualitative assessment will be done after price revisions are requested from the shortlisted Tenderers. This will allow shortlisted Tenderers to re-confirm/revise pricing on Council’s Issued for Construction BOQ between 14-20 January 2026.
