Details
The Scope of the Standing Offer Arrangement includes Intensive care ventilators, other acute care ventilators, transport ventilators, complex home ventilators, bilevel ventilation ventilators and continuous positive airway pressure (CPAP) devices.
This Invitation to Offer (ITO) is specifically for the continuous positive airway pressure (CPAP) devices.
Continuous Positive Airway Pressure (CPAP) devices shall be suitable for home treatment of adult and paediatric patients with a range of conditions including sleep apnoea. These devices shall allow for disclosure of therapy related monitoring data (objective usage, leaks and respiratory event data at a minimum) and be compatible with heated humidification options.

We are submitting multiple models and brands of CPAPs - how do we modify the tables in the Schedule of Particulars to allow for this? Each device will have different answers to all the questions.

Is there also a process work flow as to how orders are placed with suppliers to supply patients in the home, including time frames.

Unfortunately that information and data is not available.
This Invitation to Offer (ITO) is for a Standing Offer Arrangement (SOA) for approximately 5 years with the option to extend for a further 5 years. Estimated annual data is not available.

Kindly requesting some additional information to ensure we are able to submit a complete response:
1. Is this tender only specific to CPAP or can we include bi-level and respiratory care devices?
2. Can you please clarify on how the direct to consumer delivery model is intended to work? Will the requests come in on separate purchase orders with delivery details and settings provided or will they be consolidated in the format of a "funding list". Additionally are the devices to be set up prior to dispatch, is this process open for refinement post tender submission?
3. For the Schedule of particulars, can you please advise if all 3 tabs are to be repeated per different device model? For example all 3 tabs to be repeated for a CPAP autoset and elite or is it just the CPAP tab to be repeated per model?

Sorry for the delay in responding to your query. I was waiting for some details and the Cyclone delayed that a bit.
Question 1 - this offer is for CPAP devices only. We have already run an procurement process for bi-level and respiratory care devices.
Question 2 - A contract would be set up with a supplier to supply a fixed number of devices to the patients. Notification would be sent be sent to BTS and the purchasing department. The final process will need to be negotiated between the purchasing department, BTS and the supplier.
Question 3 - Just the CPAP device tab would need to be repeated for each additional model offered. The responses required in the other tabs would be identical responses for all models offered.

The reference to this document was left in from the previous Ventilators offer. It does not need to be completed at this point for the ITO for the CPAP devices.

1. Can you please clarify if the previous 2023 tender Invitation to Offer (ITO) Medical Equipment ITO Number: SP532 ITO Title: Ventilators was awarded and what are the key differences in the current ITO Invitation Title: Ventilators CPAP Reference No: SP532/1?
2. For the purposes of ITO Invitation Title: Ventilators CPAP Reference No: SP532/1, are submissions solely for auto-titrating CPAP devices or would you like submissions for both auto-titrating and fixed CPAP options?
3. Is it recommended/appropriate to include the details and pricing for the compatible masks and accessories in 532_Ventilators_CPAP_ITO_Pricing?

Question 1 - Yes the previous Ventilator ITO was awarded with the exception of the CPAP devices. This offer it solely for CPAP devices to be included on the already award Ventilator SOA.
Question 2- All CPAP devices which you feel meet the specification should be offered.
Question 3 - Yes we request that all appropriate dedicated masks and accessories be offered along with the CPAP devices.

ITO Specs - Paragraph 2.2 states that Continuous Positive Airway Pressure (CPAP) devices shall be suitable for home treatment of adult and paediatric patients with a range of conditions including sleep apnoea. These devices shall allow for disclosure of therapy related monitoring data (objective usage, leaks and respiratory event data at a minimum) and be compatible with heated humidification options.
We are seeking clarification whether devices must be TGA approved for home use in order to be offered under QH532, or whether CPAP devices for hospital use are also eligible.

The specification for the CPAP devices states:
For all Ventilators and Ventilatory Support Devices offered the offeror shall provide:
a) A TGA certificate of inclusion on the ARTG
b) Certificate of Conformance to the pertinent Standards

Hi there
That is correct, as per the specification all CPAP devices for both in hospital and in home use will need to have TGA certification. This then ensures the devices on the ARTG will meet the quality, features and safety requirements of Queensland Health.
