Toowoomba Regional Council is the local government authority for an area extending from the city of Toowoomba to the east, the townships of Millmerran in the west, Clifton in the south and Yarraman to the north.

The proposed Greenmount to Nobby Trunk Water Main (G2N) is part of the Four Communities Program of work being delivered by Toowoomba Regional Council (Council) as part of the Toowoomba to Warwick Pipeline Project (T2WP). The goal of the T2WP Project is to provide water security to Council and the Southern Downs Regional Council (SDRC) areas.

Council requires the construction of approximately 7.5 km of an underground DN 200 potable trunk water main between Greenmount and Nobby (G2N). The trunk main commences at a tee located on the Greenmount to Cambooya (G2C) trunk water main and ends at the elevated water reservoir in the Nobby township. The G2N main includes a tee within the Nobby township that will serve as the commencement of the future Nobby to Clifton (N2C) trunk water main.
