Details
The scope of this procurement is to secure an operator/s to provide a local location for Council's kerbside Mixed Recycling and Glass collection to deposit collected material, and then sort and/or process collected material.
If the operator's sorting/processing facility is at the same location the material is deposited, this procurement will include the bulk transport of the material to their sorting/processing facility, which may or may not be locally based.

Can you confirm if Schedules 5, 6 and 7 are to be completed? The preamble to these schedules indicates a response is mandatory, and that supporting information is required, but all of the response questions have been crossed out. If they are not required, can you confirm how the evaluation criteria for Local Presence and Local Economic Benefit (both of which have a 7% evaluation weighting) will be assessed please?

Schedule 5 is required to be completed in the Pricing Schedule Excel spreadsheet. This is stated under the Schedule 5 Heading on Page 54 of the Invitation to supply. "Outcomes in this Schedule have been prioritised by the City of Ballarat and must be completed in the sheet in the Pricing Schedule excel spread sheet."
Details of how Local Presence and Local Economic Benefit is evaluated is stated in the applicable sheet in the Pricing Schedule (called "Schedule 5 - Local Business") within Lines 2 and Line 41 respectively.
Schedules 6 and 7 are struck out and are not required to be completed.

Would the Council consider having a 70-tonne bin at their own transfer station (or another appropriate city depot) to receive the glass from the kerbside trucks, so that it can be removed by the contractor to an approved processing facility?

City of Ballarat’s Transfer Station located at 119 Gillies Street South is not available for Tenderers to use as a nominated receival site. Tenderers will need to provide a receival site (which may be owned by a third-party) within the designated zone (20km radius of Ballarat Town Hall).

Good afternoon procurement,
I would like to ask some clarification questions
1. Does council have a current location within the 20klm radius of Town Hall that could continue to be utilised as an aggregation point if successful with the processing of both Glass and Commingle recyclables
2. Does glass only and commingle get aggregated at the same location
3. There is no transport component included in the pricing schedule, reference is only to gate fee. Is it assumed Council will work directly with transport? Or should the processing gate fee include all costs of operations from receival to processing inclusive

A1. City of Ballarat cannot provide tenderers with a receival site. Tenderers will need to provide a receival site (which may be owned by a third-party) within the designated zone (20km radius of Ballarat Town Hall).
A2. City of Ballarat collects glass only and mixed recycling separately and does not require glass only and mixed recycling be aggregated at the same, or different, sites. Tenderers will need to provide a receival site/s (which may be owned by a third-party) within the designated zone (20km radius of Ballarat Town Hall).
A3. City of Ballarat expects tenderers to provide one gate fee. Where a processing facility is not located within a 20km radius of Ballarat, the gate fee is to include the receival site, material transport to the processing facility, and processing of the material.
