What the buyer is requesting
Details
The Northern Sewer Augmentation (NSA) project will deliver the works required to realise the intermediate stage of the Wagga Wagga Northern Sewer Servicing Strategy and to setup the northern sewer network for easy conversion to the ultimate scheme outlined in the strategy. It will augment trunk sewerage infrastructure to enable the NGA and SAP to be serviced by the main city sewerage network and the Narrung Street STP. The scope of works includes:

1. construction of two new SPSs including associated systems, earthworks, services, site compounds and access roads;

2. decommissioning of three existing SPSs, including augmentations to the existing network and disposal/recycling of materials;

3. construction of two rising mains and three gravity mains, one of which will be designed for future reversal to operate as a rising main;

4. decommissioning of two rising mains and one gravity main; and

5. various temporary works to enable the augmentation of the network, including temporary rising mains and earthworks.

Wagga Wagga City Council has secured funding through the NSW Government’s Accelerated Infrastructure Fund (AIF) to deliver this critical infrastructure, which underpins housing expansion. A portion of this funding is assigned to the delivery of this project and delivery of the Works in accordance with the grant milestones will be critical for the Contractor to achieve.

Spiire have developed a detailed design and accompanying specifications to enable construction of the Works under the Works Contract, this design forms the core of the scope of works under the Works Contract and is referenced throughout this SoW.

2) The pricing schedule refers to hydrostatic testing for manholes. Could you please confirm if vacuum testing would be an acceptable alternative?

Yes, vacuum testing is acceptable if it is more suitable for larger diameter pipes.

The ASP design is included as the final five sheets of the tender design drawings (Part 2 of Part E). Specifications relevant to this component of the works can be found in Section 3 of the Technical Specification (included under Part 1 of Part E). Please note that the ASP works have not yet been certified as IFC by Essential Energy, as an easement is required to be created over the lot on which the SPS 35 kiosk is located. Council is currently in the process of preparing this easement.

Question:
Where a contractor proposes any alternatives to the reference design, the understanding is that the contractor shall be fully responsible for the amended design. This includes all aspects including CFD modelling, surge analysis and structural/backfill details to demonstrate compliance with the project requirements and performance criteria. Please confirm.

Spiire was engaged to undertake the detailed design, and no part of the design or works requires a Tenderer to use any specific materials or suppliers for any component of the works. No proprietary requirements have been specified in the tender design, and Tenderers are free to source materials and subcontract works in any manner that results in a conforming submission.

There is no standalone electrical specification prepared by AquaTech for the pump stations. There is an electrical design for each pump station, previously issued as Addendum 3 on 30 April, as well as the relevant section in the Spiire Technical Specification document.
