:
Yes, this tender does not include Quantity Surveying services and MNH will engage Quantity Surveyors separately. The Attachment D - Scope of Services clearly states the scopes of each project under this tender.

Question
:
1. Can you confirm that the Offeror can choose which stream(s) and project(s) they would like to submit an offer to?
2. Is there a preference for providers that can cover the entire scope?”
Answered on 24/Jul/2026 03:11 PM
:
1) "2.1 Offeror Information" section under "Part B - Response Schedules" allows Offerors to choose projects.
2) Offerors will be assessed based on the criteria released. For more information, please refer to "6.5 Opportunity and Objectives" & "7 Evaluation" in ITO Part A - Information for Offerors.

Question
:
Hi Hassan,
We are reviewing the Invitation to Offer documentation and seek clarification on the following items:
1. Number of projects
Part B, QC4 refers to Principal Consultant services across eight CID projects; however, the tender package identifies nine projects. Please confirm that all nine projects listed in the pricing schedule are included in the procurement.
2. Classification of PC6 – TPCH CSSD Equipment Replacement
Part A and the Returnable Pricing Schedule classify PC6 under Stream 02 – Building Services / Engineering-Led Projects. However, the Part B QC4 resourcing schedule and the QC2 response requirements appear to classify PC6 under Stream 01 – Clinical Equipment / Specialist Health Design. Please confirm the correct stream classification.
Professional indemnity insurance
3. Pricing workbook formulas
Several formulas within the “Summary Page” of Attachment E appear to reference incorrect or duplicated cells for project hours and lump-sum fees. Please confirm whether a corrected pricing workbook will be issued and, in the interim, whether offerors should refrain from amending the existing formulas.
4. Offer Form pricing basis
Attachment B requests a single Offer Sum inclusive of GST, while Attachment E requires project-specific and stage-specific fees exclusive of GST. For offerors tendering for multiple projects, please confirm whether the Offer Form should state:
the total for all projects tendered;
a separate Offer Form for each project; or
a reference to the completed Attachment E pricing schedule.
Scope of Quantity Surveying services
The pricing schedule requests allowances for cost estimates and claims assessments; however, several project scopes refer to a client-appointed Quantity Surveyor. Please confirm, for each project, whether the Principal Consultant is expected to engage and manage the Quantity Surveyor or coordinate with a separate MNH-appointed Quantity Surveyor.
Project programs
Attachment G appears to include a detailed program only for PC2 – COH Electrical Compliance and Upgrade Works. Please confirm whether programs will be issued for the remaining eight projects or whether offerors should develop their fee proposals based on the indicative durations stated in the individual Scope of Services documents.
PC5 – RBWH Kitchen Refurbishment program
The PC5 Scope of Services indicates that only the Pre-Design phase is currently funded and that subsequent phase dates remain to be confirmed. It also states that construction is anticipated to commence around October 2026. Please confirm the intended design, approval and procurement program and whether the October 2026 construction commencement remains current.
PC17 – RBWH FIP Replacement extent of engagement
The PC17 Scope of Services refers to available funding for design development and describes delivery through a series of tranches. Please confirm whether offerors are required to price:
the currently funded design work only;
all identified design tranches; or
the complete service through tender, construction and post-construction.
PQC registration
Attachment B requests the offeror’s PQC registration number, but the mandatory criteria do not appear to specify a required PQC category or level. Please confirm whether PQC registration is mandatory and, if so, the required category and level.
Site visits and briefing
Part A confirms that neither an industry briefing nor a site visit is required. Please confirm whether offerors may nevertheless request access to the relevant sites before tender close, particularly for the live-site refurbishment and infrastructure projects.
Contract liability
Attachment C, Annexure Part A, Item 24 states that the Consultant’s liability is unlimited. Please confirm whether Metro North Health will consider a reasonable limitation of liability proposed through the contractual departures schedule, particularly where the consultant maintains the required professional indemnity insurance.

Question
:
We seek clarification regarding the permitted formatting of the Part B Response Schedules.
Provided that our submission:
retains the prescribed section structure, question numbering and order;
reproduces each question and response requirement in full;
complies with all applicable page and word limits;
includes all mandatory schedules, declarations and requested information; and
remains clearly cross-referenced and easy to evaluate,
may offerors reformat the response document using their own branded graphic layout, typography, diagrams, imagery and architectural presentation style?
Specifically, please confirm whether the qualitative responses may be transferred into a professionally designed submission template, rather than being completed directly within the supplied Word document, provided the content, sequence and response limits remain unchanged.
Please also confirm whether diagrams and illustrations incorporated within each response page count toward the relevant page limit, and whether the nominated “one attachment per question” may be integrated immediately after the corresponding response.

Hi there,
Noting the relatively fast 3- week turn-around time for this tender, we are concerned that there is insufficient time to finalise our engagements with the large number of sub-consultants required to deliver the various project scopes and therefore provide a compliant tender response.
As such, may we request 2-week extension to the tender?

03/Aug/2026 04:54 PM
Question
:
Hello,
We respectfully request a two-week extension to the proposal submission period to the 27 August 2026.
Given the scale and complexity of this package, comprising nine projects across multiple disciplines, multiple buildings and operational hospital environments, the additional time will enable our team and specialist partners to thoroughly review the requirements, validate assumptions, and develop a robust, coordinated and appropriately resourced submission.
This extension will ultimately support more accurate pricing, clearer scope definition, stronger risk identification, and a higher level of delivery certainty, helping ensure proposals are fully informed and aligned with the objectives of the program and each project.

:
I think you are referring to the Addendum 10 attachments in Kiteworks.
I referred to the release in vendor panel Addendum 10, point no. 3 which states as below:
"Thank you for your correspondence regarding the “MNPS75934 - Provision of Principal Consultant Services for multiple Capital” tender and your request for a further extension to the submission deadline.
Following careful consideration by the panel, we regret to inform you that we are unable to grant an additional extension beyond the current closing date of 27 August 2026.
In maintaining tender probity and fairness across all participating offerors, MNH must balance providing adequate time to respond to addenda with adhering to strict program timelines and operational commitments.
Having already extended the initial closing date by two weeks, we consider the current timeframe sufficient for offerors to incorporate the recent updates into their submissions.
Please ensure your tender submission is lodged in full via VendorPanel prior to the closing time on 27 August 2026.
Thank you for your continued interest and engagement with this procurement process."
